I. Functions, Authorities, and Responsibilities:

1. Functions:

• Based on directions of target, strategy, projects, approved plans of health development and on general projects in province, specific conditions of the area, Health Department plan and project of development of medical profession in province and implement approved programs. 

• Cooperate to relevant organizations; communicate and educate people in health, pupils, civil servants, officials, workers and armed forces in physical exercises according to professional skills directed by Ministry of Health and attend to health care activities for people.

• Submit Provincial People’s Committee for promulgation of regulations according to power of specialty, technology, medical skills based on general regulations of Government and Ministry of Health; direct and check implementation of those regulations in province.

• Control and implement of expenditure according regulations of financial state agency.

• Direct, check implementation of regulations, standards, norm, norm of economy and technology such as: controlling medicine, equipment, medical materials that promulgated by State, Ministry of Health, and Provincial People’s Committee

• Organize executives, wage control; train staff according to decentralization of Provincial People’s Committee and State’s regulations.

• Assist Provincial People’s Committee in State management; keep the laws in medical fields on the whole province; recognize arising matters during management of medical activities in the area; ask for Provincial People’s Committee’s directions. 

• Organize and manage scientific research; apply achievements of scientific technology in treatment and prevention of disease

• Assist Provincial People’s Committee in management of private pharmacies in the whole province; build and strengthen health agencies under province, people’s association belonged branch according to laws

• Implement other matters assigned by Provincial People’s Committee or Ministry of Health

• Implement enough information supplying, periodic and incident reports to Provincial Party Committee, Provincial People’s Committee, and Ministry of Health 

2. Authorities:

• Supervise; check public health for hygiene, epidemic prevention, medical examination, treatment, rehabilitation, food and cosmetic hygiene, medicine, and medical facilities; supervise policies implementation and deal to complaints and denouncement according to existing rules.

• License or withdraw work permit for private pharmacy according to regulations of Law; supervise; check commercial agencies and services of health in province and ask district health stations for periodic and incident reports that involve in Dept’s duties.

• Attended and research scientific subjects; informed and apply scientific and technological achievements in the country and at broad to serve for health examination, treatment and prevention.

• Hold meetings in districts and Bien Hoa city, provincial and central units in the area to deploy and instruct in implementing of State and Party’s policies of fields that managed by Dept.

• Attended and send Dept’s executives for attending to meetings at branches that relate to Dept’s functions and duties.

• Reward, and discipline Dept’s executives according to regulations of existing ordinance of civil servants; propose higher authorities for reward for achievements or deal with breaking-law individuals and units in the area according to decentralization.

• Cooperate and exchange to neighboring provinces and international organizations to exchange experience for development of public health by Provincial People’s Committee’s permit.

• Signed dealing documents, instructive documents that instruct executives and branches in professional skills under Dept’s power and duties

• Cooperate to Provincial Organization Board of Administration and relevant branches to assist provincial people’s committee in management, plan, training, improvement and utilization of professional executives in branches.

• Set business services in public health according to law
