FUNCTIONAL RESPONSIBILITIES AND POWERS

 

1 . Function :

 

Office shall assist the Director of the implementation of business : Administrative Management; Organization officials ; Emulation and Reward ; administrative reform ; By order of the directors of the total , direct and coordination of agency activities on the basis of the provisions of the State and of the province of Dong Nai .

 

2 . Duties:

 

a. Administrative work :


- To advise the Director of the Department in coordination with the units and common authorities and implementing the guidelines and policies of the Party and State , the legal text of the higher-level Deployment decisions , leading the Department 's direction to the subordinate units and all employees in the agency ;


- To advise the directors of the proposed signing of documents , court decisions or the operation of the department;


- Ensure administrative work , archives , protecting the seal of authority under general regulations to timely serve and the direction of the Executive Director of the Department , perform reception duties , for foreign internal organs ;


- To act as a focal point in the internal governance model under electronic office ( I- Office ) and agencies involved in the government 's wide area network , receive and manage text documents paper , Department of electronic involved ;


- Check out the modalities and procedures issued by the Department documents drafted by the department before advising the directors of signing ;


- Record , records management , document meetings of the Department , Board of Director and oversee the implementation of the concluding comments of Department leadership ;


- Construction work week schedule , venue layout , conference , reception of the Board and Director of the room , subordinate units ;


- To receive and study the proposals and recommendations of the units , organizations and individual leaders of the consideration and decision

b . Work Organization and Personnel :


- To advise the Director of arranging apparatus ; work appointment , reception , transfer to appropriate staff functions and duties of the Department of the room , subordinate units ;


- Manage and monitor all personnel records and update management software to the officials of the Ministry of the Interior ;


- To advise the Director of the Department in the implementation of the regime , wage policy , lifting revenue ; retirement mode , leave and insurance benefits ( social , medical , maternity , sickness . .. ) for officials of the Department ;


- To advise the Director of the organization implementing the training mode , planning officers and agents throughout the Department ;


- To advise on the protection of local political bodies , Permanent Steering Committee for movement building safety agencies ;


- To advise the Director of Building Regulation Department of the activities of the Provincial People's Committee ; promulgate regulations on organization and operation of the units of the Department .


- Guide and inspect the work of the organizational apparatus , payroll management , organizational management and employees in the subordinate units as prescribed .


- Manage and work card procedures for civil servants and employees of agencies under regulations;


- Permanent Council Department recruitment of civil servants .


c . Emulation :


- Permanent Council of the Department of emulation ;


- To advise on the work of emulation monthly , quarterly , 6 months , year and working extraordinarily rewarding other work of cluster emulation ...

- Coordinate with the functional departments of emulation and commendation of the program hosted by the Department .

d . Task Management :


- Asset management , quality assurance and technical facilities , equipment , conditions , facilities for municipal operations according to regulations ;


- Organize and serve reception , conference hosted by the Department ;


- Ensuring adequate to meet the eligibility requirements , technical material and facilities for the operation of the board of directors and cadres of municipal office block ;

- Coordinate implementation of capital construction work of the department;


- To manage and operate the facilities of the Department and subordinate units ;


- Ensuring sanitation and clean green landscape ;


- Manage the procurement of public property in accordance with law ;


- Coordinate with the Planning Section - Financial and organizational units of inventory , property evaluation in terms of the number and situation of property management , land use agencies ;


- Implement protection , permanent bodies 24/24 ;


- Implementation of duty and self-defense forces , forces flood protection , fire protection of department;


- Perform other duties assigned by the Director of the Department .


e . PAR work and other duties :


- Standing next OSS and citizens ;

- Coordinate and monitor the implementation of grassroots democracy regulation in the department;


- Coordinate with organizations in other social activities .

3 . Powers :


- Organize public inspection , inspect the administrative work , the archives of the room , directly under the municipal units according to the annual plan ;


- To request the rooms and units of the Department of opinions , provide information , materials , documents , data and records personnel needed to serve the organization , administration , emulation , administrative reform of the Department ;
