DEPARTMENT OF PLANNING AND INVESTMENT OF DONG NAI PROVINCE

I. Functions and tasks:

o    As a specialized unit of the provincial People’s Committee, the department of planning and investment assists the Committee with state management in planning and investment, including:

-         Giving general advice on strategies, projects and plans for social – economic developments annually, every five years and in the long term; on policies and guidelines on domestic and foreign investment and investment in industrial zones and export processing zones; on management in official development assistance (ODA) and bidding for contracts.

-         Issuing certificate of business registration for local enterprises in accordance with enterprises’ law and state enterprises’ law.

-         Helping the Committee to carry out objectives and plans that are proposed by the Province.

o    It is entirely and directly under the Committee’s management and simultaneously  under the professional management of the Ministry of Planning and Investment.

o    It enjoys the legal personality, has it own seals and its account at the provincial treasury.

o     Its main office is on the third floor of the state office building, No.2, Nguyen Van Tri street, Thanh Binh district, Bien Hoa city and its division of business resgistration is seperatedly located at No.7 Vo Thi Sau, Bien Hoa city, Dong Nai province.

1. Division of administration:

    • Tracking staff organization in the department, giving consideration and building up staff teams that are major in planning for other departments, branches, districts and Bien Hoa cities.
    • Doing duties related to administration in the agency such as archive, typing, odd jobs, accountancy, cashier’s work and managing technical material facilities of the agency.

2. General Division:

    • Studying schemes for the provincial social-economic development; giving advice on overall projects for the province, districts and Bien Hoa city and projects for industrial zones; collecting and balancing plans for provincial social-economic development annually, in the medium term and in the long term; collecting, classifying and balancing budget receipts and expenditures.
    • Studying and elaborating mechanism and policies on economic management and then proposing them to the Committee so that they can be applied to local reality; studying policy on state enterprise reform.
    • Giving instructions to provincial agencies at all level on how to make projects, plans, programs that are related to the local social-economic development.
    • Managing, archiving and announcing research documents on planning, projects and construction; applying informatics to planning
    • Making reports on local social-economic development situation quarterly, every six months, and annually and then submitting these reports to the Provincial People’s Committee and the Ministry of Planning and Investment.

3- Division of economic development

4. Division of Society – Culture:

    • Acting as an adviser and introducing meeting places to solve problems when resquested by domestic and foreign investors.
