    I. TASK AND FUNCTION

    • Provincial Customs Departments, inter-provincial Customs Departments of two or more provinces, Customs Departments of cities under central authority (hereinafter called Customs Department) is a unit of the General Department of Customs and has function to enforce the Customs Law and other related regulations in the area of customs operation.

    • Department of Customs of Dongnai province executes the duties and authorities in accordance with the provisions of the Customs Law and other related regulations. Its duties and powers are as follow:

      • To organize, direct, instruct and implement regulations on customs within its area of customs operations.

      • To conduct customs procedure; To check and inspect goods being imported or exported or in transit and means of transportation exiting, entering or in transit in accordance with Vietnam Law.

      • To take necessary professional measures to actively preventing and combating smuggling or illegal transportation of goods across borders.

      • To coordinate with other relevant agencies to prevent and combat smuggling and illegal transportation of goods across borders out the area of customs operations in accordance with Vietnam Law and regulations of General Department of Customs. 

      • To enforce Laws on duty and other charges on imported and exported goods; to ensure that the collection of duties and other charges for the State budget should be carried out correctly, sufficiently and timely.

      • To conduct post-customs clearance inspection in accordance with the provisions of the law

      • To carry out State Customs statistics on goods exported, imported and in transit and transport means exported, imported and in transit within the area of customs operation in accordance with the regulations of General Department of Customs.

      • To inspect and supervise its Customs sub-Department in the implementation of customs policies and laws in accordance with Regulations of Customs Inspectorates

      • To apply penalties for administrative violations or to file lawsuits  against smuggling and illegal transportation of goods across the border in accordance with the provisions of the law; to resolve any complaints against decisions on administrative fines made by its  Customs sub-Departments; To resolve complaints and denunciations within its competency in accordance with the provisions of the law

      • To propose petitions to the General Department of Custom for making amendments to State regulations on good being exported, imported or in transit, to the tax policies on imported and exported goods and to regulations of the general Department of Customs on specialized and professional matters and the improvement of customs forces; to timely report to the General Department on arising difficulties, matters exceeding competency of the Customs Department.

      • To conduct researches, to acquire and to apply scientific and technological advances and modern methods into customs management.

      • To closely coordinate with state agencies and relevant organizations and units in the province to implement its assigned tasks

      • To guide and disseminate the implementation of the laws and policies on customs within its respective localities

      • To conduct international co-operation in relation to customs as delegated and empowered by the General Department of Customs and the Ministry of Finance.

      • To sum up, make statistics and assess the situation and results of activities of the Customs Department and make report as prescribed by the General Department.

      • To train, foster, employ and manage State employees of Customs in accordance with the State regulations and its delegated powers on State employees and officials management

      • To effectively manage use facilities, means, technical equipments and allocated funds in accordance with State regulations.

      • To carry out other assigned tasks.
