Division of Technology Management
I. FUNCTIONAL RESPONSIBILITIES :
1 . Function : Department of Technology Management is specialized offices of the Department of Science and Technology has the function of advising and assisting the directors of DPC , Long Khanh town and Bien Hoa city and the departments and associations , unions ( collectively, district , branch ) perform the function of state management of technology , radiation safety and nuclear in the district , sector under the law .
2 . Duties and powers : Technology Management Section has the responsibility and authority as follows :
- To advise the Director of the Provincial People's Committee decisions and directives of management and technology operations , technology development capability , radiation safety and nuclear Dong Nai province as prescribed law;
- Develop plans , programs , task 5 year plan , annual technology operations , technology development capability , radiation safety and nuclear accordance with the direction of economic development - social local . Submit to the Director of PPC proposed implementation decisions ;
- To organize and guide the implementation of legal documents and planning , programs , plans and tasks defined in Section 2 - Article 2 after the approved propaganda , common law activities technology development, technology potential , radiation safety and nuclear use efficiency and energy savings in manufacturing Dong Nai province ;
- Develop and advise the Director of the Provincial People's Committee issued mechanisms and policies to encourage organizations and individuals in and outside the country : widespread application of science and technology in local , compliance regulations on radiation safety and nuclear in the province ; decision support for economic organizations or individuals in the application of technology , new techniques in production and life , promoting research and technology development , technology transfer and technology markets ;
- To advise the Director of operations management assessment , evaluation , assessment , consultation and transfer of technology in the province in accordance with law ; assessment organizations , to evaluate technology and managing the issuance, amendment , revocation , renewal certificate technology transfer technologies under their jurisdiction ; monitoring , review and evaluation to guide the technological level of economic organization in the province organize a technology assessment of provincial level ;
- To advise the Director of management activities on radiation safety and nuclear : To evaluate safety and radiation levels , adjustment , recovery , renewal license to use X -ray equipment used in medical direction , and organizing test report , statistics , periodic reports of radioactive sources , radiation equipment , radioactive waste and radiation activities locally , the observation of environmental radioactivity in the area ; planning prevention , troubleshoot and nuclear radiation locally , guided radiation facilities and nuclear development and implementation of plans to prevent , control , remedial incident radiation and nuclear prescribed by law ;
- Assisting the Director of the implementing agency task Permanent Council technological evaluation , review and approval of advisory contracts PPC technology transfer and technological evaluation of investment projects competence ;
- Coordinate with the functional departments of the Department of the guidance departments, organizations / businesses in the province planning and implementation of activities in the field of water management technology , security nuclear and radiation safety in the province as prescribed by law , in accordance with the needs of economic development - local society .
- Assisting the Director of PPC advising directing and guiding DPC , Long Khanh town and Bien Hoa city to perform the tasks of state management of technology , radiation safety and nuclear ;
- Assisting the Director of duties performed as a member of the Steering Committee for Economic Development - Provincial social .
- To coordinate with the room , the unit of the Department in implementing the guidelines of the Director of the international cooperation in the field of communication management .
- Perform statistical work every 6 months , and extraordinary year for the Director of the Department of the management and operations of the Department ;
- Implement management officials , public servants in the Department under the provisions of the Director of ;
- Implement Asset Management Division of the Department Director .
- Perform other duties as assigned by the Director of the Department .
- To carry out the full range of functions , duties and powers referred to in Articles 1 and 2 of this regulation .
- To provide adequate information .
- To benefit from the policies prescribed by law .
- To take part in activities related to content management technology and radiation safety .
- To take part in learning , training , tours , domestic and international survey of relevant content directly to operations management technology and radiation safety .
- Equipped vehicles , work equipment and facilities necessary for the management of technology and radiation safety .
- To participate in the implementation of the subject project .
- Was relations , coordination with the DPC , Long Khanh town , Bien Hoa city and departments , associations , unions , the Chamber and functional unit of the Department to perform well assigned work .
