I. DUTIES AND POWERS
1 . General Duties
To make comments , and the construction of the line ministries and provincial People's Committee for approval and implementation of the following tasks :
- To make comments in the construction of legal documents , policies , planning activities related to investment , industrial park development .
- Lead and coordinate with relevant agencies to coordinate building regulation work with specialized agencies of the People's Committees of provinces or agencies concerned to carry out the duties and powers assigned according to OSS and OSS , the provincial People's Committee for approval and implementation .
- Develop programs and plans for investment promotion industrial park development the provincial People's Committee for approval and implementation .
- Develop annual plan and 5 years of human resources development , industrial zones to meet the needs of the provincial People 's Committee for approval and implementation .
- Budget estimates , operating cost and capital investment career development of the annual Industrial Zones Management Committee the competent authority for approval under the provisions of the State Budget Act and related legislation .
2 . Specific tasks
Industrial Zones Management Board shall comply with the provisions of law and as directed or authorized by the ministries, branches and People's Committees of provinces tasks :
- Management , dissemination , guidance, inspection , monitoring , inspection and administrative sanctions implementing regulations and plans related to industrial parks are state agencies approved by competent authorities .
- Registration of investment ; verification and issuance, amendment , revocation of investment certificates for investment projects in industrial zones.
- Grant , amend , supplement and extend permits established representative offices of commercial organizations and foreign traders based in the industrial zones , business licenses for purchase sale of goods and activities directly related to the purchase and sale of goods for business investment abroad and foreign investors first invest in industrial zones after obtaining the approval of the Ministry of Industry and Trade .
- Adjust local detailed planning approved construction of industrial parks consulted basic design for the project groups B , C , levels adjustment , extension of permits for construction the construction of industrial parks for relevant organizations .
- Grant , renew and revoke work permits for foreigners residing in Vietnam who work abroad in industrial ( labor books for laborers working in Vietnam park professional ) organize the registration of labor regulations , collective labor agreements ( wage scales , wage tables , labor norms ) , plans to send workers overseas internship under 90 days business ; receive reports on the signing, use and termination of the labor contract business .
- Issuing of certificates of origin of goods in industrial production and other types of licenses, certificates , other certificates in the related industry .
- Confirm contracts , real estate documents in an industrial zone .
- To organize the evaluation and approval of reports on environmental impact assessment ( EIA ) as authorized by the PPC ( confirmation is committed to protecting the environment , environmental protection schemes for investment projects fall under the jurisdiction of the provincial People's Committee in industrial zones ) and inspection and examination of the implementation of the environmental protection ; ( confirm the implementation of the report's content and requirements of decision approving EIA ; technical supervision for works processes and environmental protection ; cancellation procedure execution scrap waste products business IPs; perform recognition procedures production facilities , and service -friendly products for Environment ) .
- Testing , inspection and supervision of the implementation of the investment objectives , progress and contribution of capital project investment lead and coordinate testing and inspection of the implementation of the terms of their commitment to the project investment incentives and the observance of the law on construction, labor , wages , social insurance , operation of political institutions - social , fire prevention , security - peace order and environmental protection ; decisions of administrative sanctions under the authority and request handling violations for violations in the areas not under their jurisdiction .
- Organize and coordinate with state management agencies in the inspection , inspection , settlement of complaints and denunciations , prevention of corruption , waste , and handling negative behavior violations in the industrial park .

- Report periodically to the Ministry of Planning and Investment , the ministries concerned and the provincial People's Committee .
- Scientific research , application of advanced scientific and technological cooperation with other organizations and individuals in the country and abroad in the fields related to the construction and development of industrial zones , world employment for workers working in industrial zones .
3 . The other task
- Solving difficult problems of investors in industrial zones and suggest solutions to problems beyond their competence .
- To coordinate with the Ministry of Planning and Investment in the construction and management information systems for industrial parks under the management jurisdiction .
- Organization of movement - reward .
- Perform other duties as assigned by the provincial People's Committee .
