I. Function, Task and Authority:

1. Function:

Dong Nai State Treasury is as a branch directly under Vietnam State Treasury, functioning as a State Treasury in the province as regulated by law.

Dong Nai State Treasury has its legal entity, its private headquarter and seal, has account at State Bank of Dong Nai and other State Commercial Banks across the province to pay and transact.

2. Task:

  • To steer, instruct and examine districts’, towns’ and city’s Treasury to carry out professional performance under regulations and instructions by State Treasury;

  • To collect State budget in the province; keep other receipts for budget of all levels;

  • To conduct State budget expenditure; control payments; pay for other receipts of State budget under regulations of law;

  • To perform certain State credit services under the guideline of State Treasury;

  • To mobilize capital under regulation by Minister of Finance and guideline of Sate Treasury;

  • To co-ordinate with other relevant divisions; act as consulters for the provincial people’s committee and boost projects on capital mobilization in the province;

  • To mange to make inventory account in the State Treasury budget equitable under guideline of State Treasury; advance inventory account for local budget under regulation of Ministry of Finance;

  • To administer the provincial budget fund, financial reservation fund, and other funds assigned to manage; administer contemporary revenue, contemporary seizure, seizure; security payments, mortgage under decision by State authority;

  • To manage national valuable and rare assets under decision by State authority; manage money, assets, valuable certificates of State and units and individuals stored in the provincial State Treasury;

  • To instruct, perform solutions ensuring safety for depository and fund at the provincial State Treasury and its subordinate State Treasuries;

  • To open account, control account of deposit and conduct payment via cash, transfer for organs, units, individuals in transaction with the provincial State Treasury;

  • To open account in branches of Sate Bank of Vietnam, of State Commercial Banks across the province to pay and transact in accordance with general regulations;

  • To pay, collate, draw balancesheeet, and make inter-treasury payment in the province;

  • To carry out State budget accounting and professional competence activities of Sate Treasury; make statistical sheet, report and post balancesheet for arising activities in the provincial State Treasury and across the province;

  • To administer and apply IT in the provincial State Treasury and districts’ State Treasuries;

  • To examine and control performance of State Treasury system across the province; receive citizens and deal with complaints and accusation under regulations;

  • To administer the organization chart, personnel, cadres, civil service, employment contract and training education programs of the provincial State Treasury devolved by Ministry of Finance and State Treasury;

  • To conduct emulative and awarding performance under regulations;

  • To manage and take over duties on administration finance and administer; built up basic internal organization in the provincial State Treasury as regulations;

  • To organize and administer transaction points under regulations of State Treasury;

  • To conduct the modernization program in performance of State Treasury; implement tasks of administrative reform in an effort to qualify its performance; publicize procedures, improve professional process and provide adequate information to create favorable conditions for customers;
