I. Functions and duties

- Organization of implementation and guide and inspect the implementation of legal documents , policies, plans , projects, programs and regulations on development of mechanical engineering , metallurgy , chemical quality , industrial explosives ( IEM ) , industry , mining and mineral processing after approval information , advocacy , guidance , disseminate legal education in the field of mechanical engineering , metallurgy metals , chemicals , industrial explosives ( IEM ) , industry , mining and mineral processing .
- Evaluating basic design of the project construction investment projects to develop trade and industry in the province as assigned ; evaluation , grant, amend , supplement , extend and revoke licenses to use IEM certificate eligible loaded safety of liquefied petroleum gas in cylinders .
- On the mechanical and metallurgical construction and implementation planning , planning , policy development mechanical engineering , metallurgy , development of mechanical products , products with high technological content combining mechanical engineering in the province .
- Regarding chemicals , industrial explosives ( IEM ) and machines and equipment have strict requirements for safety engineering : Funding " IEM use permit " for business managers and by province collective economic organizations , the private economy . Funding " certificate of qualification in safe condition when liquefied petroleum loads on the bottle " for organizations and individuals in tinh.To initial implementation planning , planning , policy development of the chemical industry , IEM and machines , devices have stringent requirements and characteristics of technical safety in the province . - Guiding the implementation planning , plans , professional and technical services in the fields of safety for the Department of Trade and Industry , Department of Economics DPC .
- To implement the research plan , application of advanced scientific and technological safety techniques under the management of the department and guide the implementation of standards , rules , norms and economic - technical quality of industrial products , building information storage system , providing materials on trade as prescribed by law .
- Implement administrative reform program of the Department of the objectives and agenda for the reform of provincial administration .
- Inspection , testing , handling of violations , settlement of complaints and denunciations against corruption , negative ; thrift practice and waste combat in the fields of safety techniques prescribed by law or as assigned , delegated by the Director of the Department .
- Manage payroll room to implement regulations and policies on wages , remuneration , training and retraining , reward and discipline of officers , officials, employees under the jurisdiction of the Department accordance with the provisions of law and decentralization of the Department .
- Financial management , asset allocation and implementation budget is allocated according to the provisions of law and decentralization of the Department .
- Make information work , and periodic reports on the situation of irregular implementation of programs , plans and projects developed technical field safety and industrial environments in accordance with the local Department of Industry and Trade and the provincial People's Committee , be asked to organizations and individuals in the province providing the information and content relevant to their functions and duties of style .
