This scholarship program was funded by the Agro-Nutrition International Joint-stock Company (ANCO) and the Provincial Department of Education and Training. Of these, the Anco company sponsored three districts of Vinh Cuu, Cam My and Dinh Quan, and the Department of Education and Training funded Long Khanh, Bien Hoa and the remaining districts in the province. For the purpose of facilitating, assisting and encouraging the victims and their children, this scholarship has received the attention and support of several agencies and organizations in the province. In particular, in the 2011-2012 school year, in addition to Anco Company and the Department of Education  and Training, Dong Nai Newspaper registered to offer scholarships to two districts of Long Thanh and Nhon Trach.
