Puzzled in examining and treating children under six

According to Health Insurance Law, from October 1, 2009 free medical cards for children under six will become invalid. Instead, this group of children will be examined and treated in the form of health insurance. However, till now, lists and data necessary for the issuing of millions of health insurance cards for these children haven’t been collected. Therefore, medical agencies have no grounds for medical care. Director of Dong Nai Children’s Hospital revealed worriedly, “According to the regulations, till September 30, free medical cards will have been replaced by health insurance ones; nevertheless, as for children under six whose cards haven’t been replaced yet, how will they be treated? Previously, children under six in cases of emergencies, bringing no kinds of documents with them, could receive the socialized medicine. Under such a new law, how should those cases be dealt with? As regards those who are transferred to hospital of higher level before September 30, the question is whether they can pay their fees in the hospital where they are first examined and treated.”

Due to the regulations on the technology delineation of areas, patients in the province are far from reaching some advanced technologies.

 

Dr. Le Quang Anh pays special attention to newly-born babies for they cannot have health insurance cards or other identity documents like birth certificate right away. He said, “I wonder if newly-born babies will receive socialized medicine without cards and whether health insurance will cover the fees for these cases.”

Answering these questions, Mr. Dong Van Mai, Deputy Director of Social Insurance in the province says for the time being children under six will be given medical care as normal and their free medical cards are still valid. These cards are no longer valid only when they are replaced by health insurance ones by health authorities. Health agencies, together with social insurance organizations, agree to postpone the date of payments for the medical care of children under six till December 31, 2009. In cases of newly-born babies, hospitals will examine and treat the babies for free when being shown their notices of birth.
