The effects of health socialization
In the past year, Dong Nai province’s health sector
has actively mobilized capital resources to implement health socialization with
many forms as follows: cooperating with individuals and organizations to
modernize hospitals, training health workers and doctors in higher professional
skills, improving infrastructure and health facilities to better serve higher
demand of health check-up and treatment of locals when the State’s budget is
still limited. From 2006-2008, the province’s health estabishments had boosted
health socialization by mobilizing capital from health workers and getting loans
from provincial development investment fund to equip new facilities. Various
advanced facilities for diagnosis and treatment were invested in hospitals with
a total capital of about VND83 billion such as MRI machines, CT scanners,
digital ultrasound devices, 3D-4D ultrasound, and other surgical instruments.
The provincial general hospitals and 3 district-level general hospitals are now
equipted CT scanners. Besides state health system, private health system has
also participated in the health care services to provide more convenient medical
services for the residents. Doctor Huynh Minh Hoan – Deputy General of Health
Department said “The province now has 2,698 private health establishments, of
which 1,699 medical care centres and 999 private pharmacies. In order to meet
the demand of patients and their relatives in heath check-up and treatment,
hospitals have also provided other services such as supplying drinking water,
nutrition department and cars for patients”. Dong Nai General Hospital currently
collaborates with medical equipment joint stock Company to install
linear
accelerators and CT scanners for cancer diagnosis and treatment with a total
cost of approximately VND30 billion.
Implementing health socialization also includes increasing the income
of health workers and doctors. For example, the average salary of health workers
in a hospital has been increased by 100%. Doctor Bui Van So – General of Dong
Nai Children Hospital said “Thanks to health socialization, doctors and health
workers of this hospital has a 3-fold increase in salary”. This will help to
retain talented people, ensuring the stability for hospitals. Addtionally, the
salary will encourage doctors and health workers to devote all their
professional skills to better serve patients. The patient satisfaction in
hospitals has been improved better, said the leader of a hospital.
Keep speeding up health socialization
Doctor Hoan affirmed “It is necessary to boost
health socialization which is considered as a solution in line with enhancing
investment in public health development”. The health sector of Dong Nai province
also defined that the main goal in the upcoming time is to develop forms of
private healthcare. Presently, some projects for non-State owned hospitals are
ready to be invested in the province, including General Hospital of Dong Nai
Food Processing Company associated with New Toyo Group (Singapore) with 250
patient beds and an investment capital of VND300 billion, An Phuc General
Hospital in Bien Hoa City with 300 patient beds and an investment capital of
VND435 billion, General Hospital of Hoang Mai Anh company with 50 patient beds
and an investment capital of VND70 billion, and General Hospital of DIC company
with 14000 patient beds and an investment capital of VND1,800 billion, etc.
Moreover, the health sector of the province have to develop private clinics,
high-quality health check-up and treatment establishments in
residential clusters; diversifying the forms of
healthcare, encouraging investment in private hospitals and in pharmaceutical
production; giving priority to socialize advanced medical equipment to apply new
technology in hospitals, increasing the quality of diagnosis and treatment.
Doctor Tu Thanh Chuong – General Director of Dong Nai Health Department stated
that boosting health socialization is the crucial measure to ease the patient
overload in hospitals at present and to increase the quality of health check-up
and treatment, better serving healthcare needs of the community.
