Health Insurance Law will become valid from October 1, 2009

From October 1, 2009 on, Law of Health Insurance will be officially put into practice all over the country. In comparison with the existing Health Insurance Policies, this new Law has a lot of revisions in which liabilities and interests of the beneficiaries have been adjusted. In Dong Nai, on September 26, the provincial Health Department held a Conference on the realization of the Health Insurance Law.
HTML clipboardAccording to the current regulations, Health Insurance Law is brought into effect from October 1. In essence, the law still retains the participants’ benefits. However, it has one new noticeable thing that is the application of co-payment for medical treatment and examination fees at various rates depending on different areas, hospital ranks and groups of people. Specifically, the Health Insurance Fund will pay 95% of the medical treatment and examination fees for those who are now living upon their pension, allowances for loss of labor health, and monthly social sponsoring allowances. It is also applied to those who belong to poor households or who are ethnic minorities currently living in areas of poor and difficult socio-economic conditions. In the meanwhile, the patients will pay the rest 5%. The Health Insurance Fund will pay 80% of the fees for other groups of patients while they have to pay 20%. In cases of using hi-tech equipment which costs a lot more, the aforementioned rates will be applied provided that the percentage doesn’t exceed the amount of 40-month basic salary for one-time use of such a service.

Besides, children under 6, people taking credit for contributing their blood, sweat and tears to the country, and some from the people’s police force that are examined and treated in a commune hospital with a cost of under 15% basic salary (under VND100,000), the Health Insurance Fund will pay off 100%. That is the case of examination and treatment in accordance with the regulations given by Health Insurance Law. For cases of examination and treatment in wrong places at first sight or in wrong technical and specialized lines (except for emergencies), the Health Insurance Fund will apply three following rates: 79% for cases examined in third-rank medical agencies, 50% in second-rank and 30% in first-rank or special rank. The payment rate mustn’t exceed the amount of 40-month basic salary for one-time use of costly hi-tech service. From October 1, the health insurance will have its rate increasing at 1.5, from 3% to 4.5% of the level of salary, pay, pension, monthly allowance for loss of labor health or basic salary level. In particular, students and pupils have to pay health insurance at a rate of 3% of the basic salary level.
