I. Functions and tasks
1 . Function :
- To advise and assist the DPC performs the function of state management of agriculture, forestry, irrigation , fisheries , rural development , economic development households , rural farm economy , where economic cooperative agriculture, forestry and fisheries associated with industry, rural village area of the town , the town of Xuan Loc and perform a number of tasks and powers of the authorized and prescribed DPC of law , ensure unity of industry management , field work locally .
2 . Tasks:
- Submit DPC decisions and directives ; planning , long -term 05 -year plan and annual program encourages the development of agriculture , forestry , fisheries , irrigation and rural development to DPC through the district Council ; program , measures implementing the administrative reform tasks of state management areas assigned .
- Submit DPC draft texts on specialized areas of agriculture and rural development under the authority of the Chairman of the DPC.
- To organize the implementation of legal documents , planning , plans , codes and specialized technical standards approved information and propaganda , common law in the areas under their management areas assigned .
- To carry out the development of agriculture , forestry and fisheries ; prevention , disaster recovery , pests , diseases in the area .
- To protect the irrigation works ; aquaculture projects ; supply works , drainage Rural Buildings prevention of floods , storms, irrigation network management in the province as prescribed law .
- Guide the professional services for the CPCs and towns in the district in the implementation of tasks and powers in the field of agriculture , forestry , irrigation and rural development ; Regarding the implementation of measures economic restructuring , development of agriculture , forestry , fisheries , forest protection , afforestation and forest products as well as agricultural products, forest products , fisheries , industry development , rural villages .
- To act jointly organized and implemented internal guidelines relating to rural development ; review the situation and report to the district People's Committee building and rural development in the area in the fields of economic development household , farm , economic cooperation , cooperative agricultural development branches, rural villages ; exploitation and rural water use , agricultural products processing , forest products , fisheries and salt .
- Statistics movement of agricultural land , forest land , water aquaculture , forest changes ; Organizations implement appropriate cultivation methods for extraction and use of land resources , water for agricultural production industrial aquaculture .
- Manage the activities of agricultural development services , forestry , fisheries , agriculture and forestry materials , fertilizers and animal feed , aquaculture in the district .
- Organization of implementation of agricultural, forestry, fishery and agricultural development projects , forestry , fisheries , irrigation in the district .
- Helps DPC implementation and is responsible for the evaluation , registration and grant of licenses under the responsibility and jurisdiction of the specialized agencies in accordance with law and as assigned by the DPC.
- Helps DPC state management for collective economic organizations , the private sector , and guide and supervise activities of associations and non-governmental organizations in the area in the fields of rooms under management prescribed by law .
- Coordinate with other agencies to check and inspect the implementation of the law to advise the DPC resolve disputes , complaints and denunciations related to agriculture , forestry , fisheries , irrigation and agricultural development villages as prescribed by law .
- Make permanent task of the Steering Committee for Flood and Storm , search and rescue , urgent issues in protection and fire prevention , forest fire districts as prescribed ; Proposed plans and measures legal and participate in directing the prevention and overcoming of consequences of natural disasters , floods , storms , erosion , landslides , droughts , flooding and diseases in agriculture , forestry and fisheries in the area district .
