I. Functions and Tasks
1 . Function : Justice Department district advisory function , help the district People's Committees in performing the function of state management of construction works , legal documents , checks , processing legal documents , popular education law , civil enforcement , authentication , civil status , legal aid , mediation facility and other judicial work .
2 . Tasks:
1 . Construction work of legal documents :
a. DPC submit documents to implement organizational policies and legal regimes to manage the work of the judicial district ;
b . Evaluation and DPC responsible for the contents before evaluating the draft legal text by DPC issued with the provisions of law ; Evaluating the draft convention , convention villages , hamlets before the district Chairman for approval;
c . To gather people's opinions on draft laws and ordinances under the direction and guidance of the district People's Committee of the Department of Justice ;
d . To revise , codify legal documents by People's Councils and People's Committees ( People's Council and People's Committee ) issued district ;
2 . Examination of legal documents :
a. DPC self- help writing checks issued by the DPC ; CPCs guidelines , towns perform self-examination of legal documents ;
b . To examine the legal documents of the People's Councils and People's Committees of communes, towns under the provisions of law the decision of the district chairman measures text processing unlawful by the communes and townships table action .
3 . Dissemination , education law :
a. Develop , plan the DPC popular annual legal education in the locality implementation plan after it is approved;
b . Guide and supervise the construction, management and exploitation of legal bookcases in the communes, towns and agencies , other local units as prescribed by law ;
c . Making Permanent Council to coordinate dissemination , legal education at the district level ;
d . Helping DPC , the Department of Justice state management of the execution of the project in the local population ; made permanent steering committee for civil enforcement districts ;
dd . Guidelines , certified check activities of People's Committees of communes, towns , endorsement Perform some work under the authorization of the Chairman of the DPC and perform authentication in accordance with law ;
e . Guide and supervise the registration and management of civil status ; records management , civil status forms prescribed by law ;
f . Legal aid for the poor and policy beneficiaries in accordance with law ;
g . Organizations implementing the provisions of conciliation in the area under the direction of the superior judiciary and district People's Committees Organization fostering reconciliation in local bodies under the guidance of Justice superior method ;
h . To direct , guide, professional inspection on the work of social justice in the township ;
i . Implementation of the communication , and periodic reports on the implementation unscheduled tasks in the field of work assigned to the DPC and the Department of Justice as prescribed ;
j . Perform other duties as prescribed by law or by the DPC and the Department of Justice Affairs .
4. Some other tasks
a. To advise and assist the DPC, inspection and settlement of complaints and denunciations and violations of judicial work in the district within its jurisdiction.
b. To advise and assist the DPC building programs, plans reform of administrative procedures in the district, reviewing, evaluation forms, declarations of administrative reforms under the laws .
c. Financial management and assets of the Justice Department under the provisions of law and as designated by the DPC.
