A. FUNCTIONS, TASKS AND POWER
-
Division of Labor, Invalids
and Social Affairs: As a consultative unit, it assists the People’s
Committee of Bien Hoa City with state management in labour, war invalids and
social affairs, carrying out some tasks and rights as authorized by the
Municipal People’s Committee and as regulated by laws.

Division of Finance-Planning:
As a specialized unit which belongs to Bien Hoa City’s People Committee, it
counsels and assists the Municipal People’s Committee with state management
in finance, property, investment plan, business registration and so on.

Division of Education and
Training: As a consultative unit, it assists the People’s committee of Bien
Hoa City with state management in pre-primary education, primary education,
secondary education, private and boarding secondary education, continuing
education centers, centers for general technique - vocational guiding.

Division of Urban Management:
As a consultative unit, the Division helps the municipal People’s
Committee with state management in architecture, planning, building
materials, construction, accommodation, transportation, post and
telecommunications, and electricity.

Division of Culture and
Information: As a consultative unit, it assists the People’s Committee of
Bien Hoa City with state management in culture, information, physical education, sports, tourism, post, telecommunications and internet, information
technology, information infrastructure, broadcasting, press and publication.

Division of Justice: As a
consultative unit, it assists the Municipal People’s Committee with state
management in making and controlling legal documents, law dissemination and
education, authentication, legal support and reconciliation.

Municipal Division of
Inspection: It is a specialized agency of the People’s committee of Bien Hoa
city, assisting the Committee with state management in inspection, and
carrying out tasks and power of inspection within the state control of the
Municipal People’s Committee.

Division of Resources and
Environment: As a consultative unit, the Division helps the Municipal
People’s Committee with state management in land, water and mineral
resources and environment.

Division of Economy: As a
consultative unit, it assists the People’s committee of Bien Hoa city with
state management in agriculture, forestry, fishery, settled agriculture,
settlement, new economy, science and technology, industry, handicraft,
trade, tourism and cooperatives.

Division of Home Affairs: As
a consultative unit, it assists the Municipal People’s Committee with
guiding documents in home affairs.

Division of Public Health: As
a consultative unit, it assists the People’s Committees at district level
with state management in public health care, including preventive health,
medical examination and treatment, rehabilitation, traditional medicine,
medicine, cosmetics, food safety and hygiene, medical insurance and
equipment.

Division of Religions and
Races: As a consultative unit, it assists the People’s Committee of Bien Hoa
City with state management in race and religion.

Committee of Population and
Children: As a consultative unit, it assists the People’s Committee of Bien
Hoa City with state management in population, family and children matters.

Secretariat of the People’s
Committee and People’s Council: As general consultative units, the secretariat assist the People’s Council and People’s Committee with the
following matters:
• Organize and serve activities of the
