I. Functions and tasks
1 . Functions :
- Department of Education and Training is advising the district People's Committee , Department of Education and Training perform administrative functions and state professional managers in the field of Education and Training include: Section objectives , programs , content education and Training , the Catholic standard and standards of education managers ; standard facilities , school equipment and toys ; examinations and Regulation diploma , certificate , guarantee quality education and training for pre-schools , school, public form the basis of Education and Training and other types of non-public in accordance with rules, regulations issued by the Ministry of Education and Training issued .
2 . Tasks:
- Based on the characteristics, status , socio-economic tasks of the district , the regulations of the Government , the Ministry of Education and Training , guidance from the Department of Education and Training and the relevant departments , Department of Education and Training to help build DPC development Plan Education and Training annual , 5 -year or long -term in the area .
- Be District People 's Committee directly decentralized management of schools , the education institutions include : Preschool - Kindergarten , Primary School , Secondary School , illiteracy eradication , education done on locality requires high schools , institutions of higher education management in the district closed periodic reports or unexpected problems related to the management responsibilities of the Department of Education and Training .
- Advise the DPC for consideration and decision on the establishment , dissolution , separation , merging units and school facilities other Education and Training under the management of the district People's Committee . Draft and submit to the district People's Committee Decision : Establishment , merger , division , active suspension and dissolution of the basis of public education includes junior high school , high school multi-level ( except high school level ) , elementary school , preschool , and early childhood education facility non-public , for the establishment , operation suspension or dissolution of the cases , the basis of non-public education the management of the district-level People 's Committees in accordance with the law .
- Helps DPC direct payroll management officials , industry officials Education and Training is delivered each year , payroll planning , labor wage rates each year for 5 years for the units school of Education and Training room management . Perform recruitment , employment contract , mobilization , transfer and implementation of policies , reward and discipline of officers , servants , employees and workers under the jurisdiction of the Department under provisions of law and decentralization of the district People's Committee .
- Scheduling training and retraining of managers , teachers , employees of industry standards , standard state employees , meet the requirements of the development plan . Organizations implementing training and retraining of teachers and education managers disciplines , levels of management within the district People's Committee after approval of competent authority .
- To direct the implementation of the targets have been granted on review
- To examine and inspect the observance of the law on education , practice , saving , anti-corruption and waste. Handling complaints and denunciations violations under the authority of the school, the educational institutions , the educational activities within the scope of decentralized management .
- Use Management , arrange team officials of the education sector in accordance with State regulations .
- Records Management team officials of the district education as prescribed by the State.
- Coordinate with Interior and advise the DPC , officials arranged school units .
- Coordinate with the Department of the Interior and advise the DPC on the receipt, transfer , appointment , dismissal , reward and discipline of officers , teachers and employees of the school and the other educational institutions by the Department of Education and Training and managed in accordance with the provisions of law and decentralization of DPC .
- Complete the procedures proposed DPC settlement regimes , public policy and officials such as probation , raise wages , leave , retire ... according to the instructions of the competent authority .
- Helps DPC planning and operating expenditures of the state budget and other funding sources to invest in education in the district . Manage and direct the construction, maintenance , asset utilization and school facilities as prescribed by the Ministry of Education and Training for schools and educational institutions under management .
- Organize and implement activities under the professional guidance of the Department of Education and Training .
- Organizations applying advanced science and technology , building information systems , storage management service of the State and of professional education and training room Xuan Loc .
- Organization of semester exams, graduation, good student competition, faculty associations, medical associations and thematic teaching and learning of the discipline or degree of jurisdiction under the direction of the Department of Education education and Training.
- Guide and direct the school unit, the educational institutions to emulate good teaching, good learning and other movement locally.
- Join the Party building and mass organizations in the field of environmental education, education establishments.
In addition to the above tasks, Department of Education and Training Xuan Loc is also tasked with the implementation of other work assigned by the DPC Xuan Loc.
