Division of Home Affairs;
I. FUNCTIONS AND MISIONS: Division of Home Affairs of Thong Nhat District is a specialized agency of the People’s Committee of Thong Nhat District. It advises and assists the People's Committee in performing the function of state management of organization and staffing administrative agencies and the State’s career; reforming administration of local authorities, boundaries; officials, civil servants, state employees, officers and servants of communes, wards and towns;, non-governmental organizations, State’s documents, religion.
1. Present to the District People's Committee the interior work instruction in the area of and organize implementation as prescribed.
2. Present to the District People's Committee for its decision to issue conclusions and directives; planning, long-term plan annually and every five-year; programs, measures to implement tasks of state management as assigned.
3. Organize and execute legal documents, planning approved; provide relevant information, probagation, dissemination, education about law in the areas and under assigned jurisdiction.
4. Organizational apparatus
a. Assist the District People's Committee in performing its functions, tasks, powers and organizing the District’s specialized agencies under guidance of the provincial People's Committee;
b. Present to the District People's Committee or assist it in presenting to the authority the jurisdiction of incorporation, merger and dissolution of specialized agencies of the district People's Committee;
c. Develop project for the establishment, merger and dissolution of career organizations and present to the authority for their decision;
d. Advise Chairman of the District People's Committee to decide establishment, dissolvement and merge the organizations coordinating interdisciplinary districts as prescribed by law.
5. Management and use of payroll administration and career
a. Advise Chairman of the district People's Committee to allocate targets of administrative payroll and annual career;
b. Assist the District People's Committee in guiding and supervising management and use of administrative staff, career;
c. Assist the District People's Committee in synthesizing the implementation of regulations on autonomy, self-responsibility for the professional bodies, career organizations and the Commune People's Committees
6. Administration building
a. Assist the District People's Committee and competent authority in organizing election of the National Assembly and People's Councils as assigned by the District People's Committee and guidance of the provincial People's Committee;
b. Implement procedures and present to Chairman of the District People's Committee for approval of leader titles of the Commune People's Committee; assist the District People's Committee in presenting to the provincial People's Committee for approval of leader titles under the provisions of law;
c. Advise and assist the district People's Committee in building projects to establish, merge, split, adjust the administrative boundaries in the area and presenting to the District People's Council for approval before the competent authorities consider and make final decide; take responsibility for record management, milestones, boundary, administrative boundary maps of the district;
d. Assist the District People's Committee in guiding the establishment, dissolution, merger and inspection synthesis report on hamlet’s activities in the district as prescribed; training work for Chief, Deputy Chief of hamlets.
7. Assist the District People's Committee in guiding and checking reports of law implementation on democratic basis for the administrative offices, career units, communes in the district.
8. Personnel, civil servants and employees
a. Advise the district People's Committee in the recruitment, workforce use, transfer, appointment, re-appointment, evaluation, policy implementation, training and retraining professional fields and management knowledge for officers, servants and employees;
b. Perform recruitment, management and implementation of social and public policy for officials, civil servants and social workers and non-specialized as assigned.
9. Administrative reform
a. Assist the District People's Committee in planning, urging competent agencies of the District and Commune People’s Committees to carry out the local administrative reform;
b. Advise and assist the District People's Committee in seeting out guidelines and measures to promote administrative reform in the district
c. Synthesize administrative reform at the local and report to the People's Committee of district and province.
10. Assist the District People's Committee in managing the State on social activities and non-governmental organizations in the district.
11. Documents and storage
a. Guide, check if the offices and units in the district execute the mode, provisions of the law on clerical work and storage;
b. Guide and check professional services of collecting, protecting, preserving and organizing archival materials used for offices and units in the district and district’s storage.
12. Religion
a. Assist the District People's Committee to direct, guide, inspect and implement the Party's guidelines and policies, State laws on religion and religious work in the area;
b. Chair and coordinate with other agencies at the same level to perform the task of state management of religion in the area as assigned by the Provincial People's Committee and in accordance with law.
13. Emulation and commendation
a. Advise and recommend the District People's Committee to organize the competing movements and carry out reward policies of the Party and the State in the district; permanent duty of the District Council of Emulation - Commendation;
b. Guide, test and supervise the implementation of planning and content emulation and commendation in the district; construct, manage and use funds for emulation and commendation as prescribed by law.
14. Inspect, examine and settle complaints and denunciations and handle violations under the authority of the Internal Division.
15. Perform statistical, information, reports to Chairman of the District People's Committee and Director of the Division of Internal Affairs on situation and result of implementation of internal affairs in the province.
16. Make application of advanced science and technology improvement; build information systems, storage management service of the State for the Interior work in the area.
17. Manage the organization, staffing, implementation of regulations, policies, remuneration, reward, discipline, training and retraining of professional services for cadres, civil servants and employees under management of the Interior and the provisions of law and as designated by the District People's Committee.
18. Manage finance, property of the division under the provisions of law and as designated by the District People's Committee.
19. Assist the District People's Committee in specifying the functions, duties and powers of the commune People's Committee in Internal affairs and other work allocated on the basis of the law and follow the instructions of the Interior Department.
20. Perform other duties as assigned by the District People's Committee.
