Police said that political security and social order and safety were maintained,
that types of crime were kept under control and that traffic accidents declined
in 2009. First, the campaign "Study and Follow President Ho Chi Minh’s Ethical

Addressing the
meeting, Mr. Huynh Van Toi acknowledged the efforts of the Party Committee of
Dong Nai Police Force. Toi noted that the Force raise the initiative, propose
measures for maintaining ideological security and especially beef up the
inspection of environmental protection, pesticide use and illegal sand
exploitation in rivers.

afternoon, the inspection delegation of Dong Nai Party Committee led by Mr.
Huynh Van Toi had a working session with the Party Committee of the
People-Government-Party Bloc.
In 2009, the
Party Committee of the Bloc more actively instructed grassroots Party units how
to implement their political tasks, enhanced inspection and paid more attention
to improving the operation quality of the Party cells in Party branches and
committees. However, Toi said that the operation quality differs between the
Party cells within the Bloc and that not many key officers of agencies and
organizations in the province have become those who “Study and Follow President
Ho Chi Minh’s Ethical Example”. He proposed that the Party Committee of the Bloc
focus on directing the Party branches and committees to organize a successful
Party Congress at all levels.
* On December
14, the inspection delegation of Dong Nai Party Committee led by Mr. Huynh Van
Toi – Member of Dong Nai Standing Party Committee and Head of Dong Nai
Commission for Popularization and Education of Dong Nai Party Committee also had
a meeting with the Bien Hoa Municipal Party Committee.
In 2009, Bien
Hoa Party Committee and people reached 72 targets, including 13 exceeded and 16
targets achieved. Particularly, GDP growth reached 10.28% (compared to 9.5% to
10% set in the Resolution) and the State budget revenue represented 117% of the
plan goals. 26 out of 26 wards and communes had primary and middle school
recognized as national standard for the universalization of primary and middle
education. Vocational training was offered to 26,852 people.
Addressing the
meeting, Mr. Huynh Van Toi noted that Bien Hoa Municipal Party Committee pay
attention to large construction projects supposed to go together with
resettlement work, build medical clinics meeting national standard, bring
socialization into education, health, environment and transportation and
strengthen agricultural land use and planning in the city.
* On December
15, the inspection delegation of Dong Nai Party Committee led by Ms. Bui Ngoc
Thanh – Member of Dong Nai Standing Party Committee and Head of the Commission
for People Mobilization of Dong Nai Party Committee had a working session with
Tan Phu district.
In 2009, Tan
Phu met and exceeded many targets. Its economic growth reached over 8.3% and
cultural and social situation was improved as well. The number of poor
households in Tan Phu declined to 2000, which is 14% higher than the Resolution.
Tan Phu admitted 174 people to the Party and this figure is 8% higher than the
Resolution. During the session, Tan Phu also proposed that functional sectors
introduce less strict policies to attract investment in its industrial parks and
increase budget allocation for basic construction.
Addressing the
meeting, Ms. Bui Ngoc Thanh highly appreciated the efforts of Tan Phu Party
Committee and the people. However, Thanh also noted that Tan Phu increase the
economic density of industries and services, focus on assisting Party units in
fulfilling their tasks to prepare for the Party Congress at all levels and pay
more attention to poor households and beneficiaries of government policies.
