REPORT ON SOCIO-ECONOMIC OVERVIEW OF OCTOBER AND
THE FIRST TEN MONTHS OF 2010
THE OVERVIEW:
I. ECONOMY:
1. Manufacturing:
1.1.
Industry - construction:
The gross output estimated in the first ten months is 87,871.5
bill. dongs (at fixed 1994 price), getting 86.6% of the plan, rising 17.4%
compared to the same period.
1.1.1.
Industrial manufacture:
The estimated industrial output in October 2010 is 8963.8 bill.
dongs, up 1.6% against the previous month and in the whole ten months 84218.5
bill.dongs, rising 17.5% compared to the same period and gaining 86.6% of the
plan.
Specifically, the Central State Ownership gains,
in October, 773.8 bill. dongs , up 72.% against the previous month and in the
first ten months 7488.2 bill.dongs, rising 0.5% compared to the same period and
gaining 79.7% of the plan.
The local State ownership gains, in October, 253.4
bill. dongs, 96% as much as the previous month and in the first ten months
2391.3 bill.dongs, rising 2.3% over the same period and gaining 73.6% of the
plan.
The non-state ownership gains,
in October, 1199.8
bill.dongs, up 1.2% against the previous
month and in the first ten months 10,906.5 bill.dongs, rising 19% over the same
period and gaining 84.5% of the plan
The foreign ownership gains,
in October, 6736.9
bill.dongs, up 1.8% against the previous
month and in the first ten months 63,432.5 bill.dongs, rising 20.3% over the
same period and gaining 85.5% of the plan.

Key industrial
sectors:
In the first ten months, eight out of nine industrial sectors
all over the province have their output value increased against the same period
as followed:
+ Building material exploitation and production: the
output goes up 14.3% over the same period
+ Agricultural produce and foods processing:
the output increases by 25.5%
against the same period
+ Textile, garment and footwear:
the output increases by 22.1% against the
same period
+ Wood and bamboo processing: the output increases by
17.9% against the same period
+ Paper and Publishing: the output increases by 8.4%
against the same period
+ Chemicals, rubber and plastic: the output increases by
9.5% against the same period
+ Machinery: the output increases by 20% against the same
period
+ Electricity and Electronics: the output increases by
8.5% against the same period
+ Power and Water: the output is just as 59% as much as
the same period. The reason for this dramatic low output is due to prolonged dry
season

Construction:
In the first ten months, the construction sector gains 3653
bill. dongs, up 15.4% over the same period (at constant price)
1.2.
The output value of the agriculture, forestry and
fishery:
1.2.1. Agricultural production:
a/ Farming:
Seasonal crops: The total planted area up to October 10, 2010 is
61,925ha, gaining 91.1% of the plan and 90.6% as much as the same period. This
area includes 46,459ha of cereals (92.2% of the plan, 90.3% as much as the same
period); 921ha of vegetable and bean (60.6%
of the plan, or 58.2% over the same
period); 8253 food crops (95.2% of the plan, 95.6%
as much as the same period)and 5228 annual
industrial crops (84.6% of the plan, 94.6% as much
as the same period)

2.1.1.
Domestic market:
Total estimated retail sales value in October is 5249.9 bill.
dongs, up 3% against the previous month, and in the first ten months 43611.7
bill.dongs, 76.2% of the plan, up 24.5% over the same period, of which Trade
sector, restaurant –hotel sector, service sector and tourism sector gain
35779.4bill. dongs (up 24.1%), 3306.3 bill. dongs (up 30.5%), 4506.5 bill. dongs
(up 23.1%) and 19.5 bill. dongs (up 28.5%) respectively.
State economic sector:
Estimated total retail sales in October is
379.7 bill. dongs,
up 2.9% against the previous month and in the first ten months is 3100.7
bill.dongs, gaining 80.9% of the plan, up 16.7% over the same period
Non state economic sector:
Total retail sales in October is
4824.4 bill. dongs, up 3%
against the previous month and in the first ten months is 38,032.3 bill.dongs,
gaining 75.3% of the plan, up 25.4% over the same period
Foreign-invested sector:
Total retail sales in October is
225.9 bill. dongs, up 3.3 %
against the previous month and in the first ten months is 2478.7 bill.dongs,
gaining 86.2% of the plan, up 20.3% over the same period
2.2.2. Market price:
Price index in October 2010 compared to September 2010 went up
0.7% and 6.4% compared to December 2009
Gold and USD index: in October 2010, gold price rose 7.3%
compared to the previous month and rose 11.8% compared to December 2009; USD
price has gone up 0.8% compared to the previous month and 1.9% compared to
December 2009
2.1.3. Post and Telecommunications
Post and Telecommunications:
Revenues of this sector in October 2010 is
162.5 bill. Dongs
and in the first ten months is 1863.5 bill.dongs, gaining 95.6% of the plan. The
telephone rate in October is 121.4 pieces over 100 people
Rate of local population having access to the internet in in
October is 20.4%
2.1.4. Finance:
Budget revenues:
total budget revenues in the first ten months is 15,693.6 bill. dongs (including
494.953 bill. dongs gained grom lottery), up 9% compared to the estimate
Budget expenditure:
total local budget expenditure in the first ten
months is 5271.7bill. dongs, getting 82% compared to the estimate
2.1.5. Banking activities:
Capital source:
local mobilized capital till October 31, 2010 is estimated at 47,090 bill.
dongs, up 19% compared to December 31, 2009. This capital includes 28,454 bill.
dongs from savings, (accounting for 60.4% of the total capital, up 31.2%
compared to December 31, 2009) and 18,636 bill. dongs from economic
organizations (accounting for 39.6% of the total capital, up 4.2% compared to
December 31, 2009)
Outstanding loans:
the total outstanding by late October 2010 is estimated 43,039 bill.dongs, up
17% compared to December 31, 2009. Specifically, short-term outstanding is
27,573 bill. Dongs, up 13.7% compared to December 31, 2009; medium and long-term
outstanding loans is 14,466 bill. dongs (accounting for 33.61% of the total
outstanding, up 24.2% compared to December 31, 2009)
2.2 Export – import:
Export:
export turnover in October is US$ 628 million,
up 2.6% against the previous month and in
the first ten months is US$ 6021 million, gaining 85.4% of the plan, up 25.6%
over the same period, including the turnover gained from:
Central enterprises:
in October US$ 14.2 million, up 1.8% against the previous month and in
the first ten months US$ 138.5 million, achieving 86.6% of the plan, up 14.2%
over the same period
Local enterprises:
in October US$ 31 million, up 2.5% against the previous month and in the
first ten months US$ 338.5 million, achieving 86.6% of the plan, up 16.8% over
the same period
Foreign invested enterprises:
in October US$ 582.9 million, up 2.6% against the previous month and in
the first ten months US$ 5534.4 million, achieving 85.3% of the plan, up 26.5%
over the same period
Import:
the turnover in October is estimated at 742.5 million USD, up
1.8% against the previous month and in the first ten months US$ 7259 million,
achieving 97.4% of the plan, up 37.3% over the same period including from
central enterprises in October 3.7 million USD (up 1.3% against the previous
month) in the first ten months 55.1 million USD (78.7% of the plan , up 10.2%
over the same period), from local enterprises in October 8.4 million USD (up
1.5% against the previous month) in the first ten months 122.3 million USD
(84.3% of the plan , up 12.4% over the same period), from foreign-invested
enterprises in October 730.4 million USD (up 1.8% against the previous month) in
the first ten months 7081.7 million USD (97.8% of the plan , up 38.1% over the
same period). Local key import products are fertilizer, production feedstock,
raw cashews, medicine and tobacco feedstock

Transportation:
Freight volume and freight volume traffic in the first ten
months is estimated at 23.16 million metric tons and 1694.2 million metric tons
per kilometer, rising 6.3% and 6.5% over the same period respectively,
including: 231.2 thousand metric tons and 9451 thousand metric tons per
kilometer from state transportation (up 32.6% and 2.8% respectively);
Freightvolume passing through Dong Nai Port is estimated, in the
first ten months, at 2766 thousand metric tons, going up 9% against the same
period.
Passenger volume and passenger volume traffic in the first ten
months is estimated at 45.09 million persons and 2617.4 million persons per
kilometer, increasing 8.1% and 8.6% respectively, including: 5977 thousand
persons and 207,924 thousand persons per km from state passenger transportation,
up 2.1% and 2.3% respectively; 31,111 thousand persons and 2,409,476 thousand
persons per kilometer from non-state passenger transportation, increasing 9% and
9.1% respectively.

Development investment:
Total capital for investment and construction in the first ten
months is around 26,975.4 bill. dongs, achieving 84.2% of the plan, up 15.5%
over the same period.
5. Foreign investment attraction:
the total newly registered and increasing
capital, from the beginning of the year to October 20 2010, is US$ 908.5
million, achieving 60.6 percent of the year’s plan, 32.6% as much as the same
period. This capital includes 36 new projects with the registered capital valued
at US$ 85.4 mill and 57 capital increasing licenses with the supplement capital
valued at US$ 823.2 million.
Up to October 20 2010, there are 984 valid licenses whose
registered capital is US$ 18.1 billion

Domestic Capital Attraction:
Total domestic investment capital via investment certificates
is, in the first ten months, 29,271.1 bill. dongs (30 projects), 16.9 percent
higher than planned, 56.6% as much as the same period. Up to October 18 2010,
there are 254 domestic investment certificates whose registered capital is
137,357 bill. dongs.
7. Development of state enterprises:
Total capital registered from state business sectors, in the
first ten months, estimated at 16,335 bill. dongs (including the newly and
increasing registered one), up 48.5% compared to the plan and up 28.8% compared
to the same period. These enterprises include 1780 newly established ones, up
0.62% over the same period with the total registered capital of 8985 bill.
dongs and 430 turns of enterprises whose supplement capital is 7350 bill. dongs
Up to this time, there are totally 11780 state enterprises in
the province with the total registered capital of over 87,335 bill. dongs
(including supplement registered capital
II. Culture – Social affairs:
1/ Social welfares and policies:
In
October, 7490 people were provided with jobs. Among them, 5564 people were sent
to enterprises,1926 people had jobs via socio-economic programs and 10 people
were trained and sent abroad for working. In the whole ten months, this number
is 81,300 people (gaining 95.6% of the plan).
Also in October, 5796 people were graduate from vocational training courses (up
1306 people over the same period) and in the whole ten months, this number is
60,347 people in total (gaining 100.3% of the plan)
Poverty reduction work: In October, around 250 turns of poor households are
given loans worth some 3.5 bill.dongs
Send 31 subjects addicted to drugs to Centre for Labour and Social Education for
them to cure their disease, overcome the addiction and learn to do a work
Disseminate the Law on domestic violence regarding children, the law on
protecting, caring and educating children …
2/ External Affairs:

delegations with 75 people went on business or traveled for personal purposes in
USA, Hong Kong, Russia, Sweden, Swiss, Thailand, China, Malaysia, Singapore,
Cambodia, Canada and Japan

foreign delegations paid visit to the province for such purposes as organization
of seminars, training or making interviews,

duties on management of passports and those going abroad as assigned
3/ National Defense and Security:
Security and social order were basically maintained. Crime and social order were
as follows:
Social order offence: criminal offence fell 5 cases compared to the previous
month
Economic management offence fell 1 case compared to the previous month
Environment protection offence fell 8 cases compared to the previous month
Road traffic
accident occurred 26 cases, falling 1 case ; Railway accident happened 1 case.
The reason was the victim lay on the railway
Fire:1 case; explosion 1 case
Do
a survey and collection information about number of inhabitants all over Bien
Hoa City
