SOCIO-ECONOMIC OVERVIEW IN JULY, 2009 AND THE FIRST SEVEN MONTHS OF 2009:
I. ECONOMY:
1. Manufacturing:
1.1. Industrial Manufacture
- Construction:
Estimated value of industrial manufacture in
July, 2009 is VND6,695.3 billion (fixed price in 1994), decreasing 0.5% against
the previous month. Accumulatively, the first eight months reach VND45,814.4
billion, achieving 54.6% of the plan and increasing 7.3% % compared with the
same period.
a/ Central State-owned Industries:
Estimated value of industrial manufacture in
July, 2009 is VND956 billion, decreasing 0.4% against the previous month, that
of the first eight months reaches VND7,018.5 billion, making up 53.7% of the
plan and up 97.4% compared with the same period.
Six out of 13 secondary industries and 14
businesses have their production value increased against the previous month
while others have their value fallen or approximate to the previous month.
b/ Local State-owned Industries:
The production value in July, 2009 is estimated
to reach VND241.6 billion, up 0.9% against the previous month; that of the first
eight months reaches VND1,551.5 billion, achieving 49.8% of the plan, 3.2% in
comparison with the same period.
Six out of 11 secondary industries and nine
businesses have production value increased against the previous month while the
remaining ones have their value fallen or approximate to the previous month.
c/ Non-State Industries:
Estimated value of industrial manufacture in
July, 2009 is VND975 billion, up 0.6% against the previous month; totally that
of the first eight months reach VND6,403.7 billion, achieving 57% of the plan,
up 9.5% against the same period.
d/ Foreign-Invested Industries:
Estimated value of industrial manufacture in
July 2009 is VND4,945billion, up 1.5% against the previous month; the first
eight months reach VND34,792 billion, accounting for 54% of the plan, up 8.8%
against the same period.
· Overview of Key Industries’ Growth:
In July 2009, key industrial sectors continued
growing.

manufacturing sector:
Estimated value in the first seven months is
VND2,112.1 billion, up 94.5% over the same period. Among these sectors, mining
of rock and other minerals surges 0.9% over the same period.
+ Processing Industry of Agricultural Products
and Foods:
Estimated value in the first seven months is
VND11,829.1 billion, up 13.5% over the same period, including the 12.9% increase
in food and beverage manufacturing sector over the same period.
+ Textile, Garment and Footwear:
Estimated value in the first eight months is
VND9,972.2 billion, up 17.2% over the same period in which textile up 9.4%, suit
making up 9.5% and leather and pack manufacture up 11.2% against the same
period.
+ Wood Processing:
Estimated value in the first seven months is VND
3,056.4 billion, including 5.4% increase of wood and bamboo processing over the
same period.
+ Paper and Publishing:
Estimated value in the first seven months is VND
964.1 billion, occupying 78.7% over the same period in which production of paper
and paper made products accounts for 78.3%.
+ Chemical substances, Rubber and Plastic:
Estimated value in the first seven months is
VND6,375.5 billion, up 7.8% over the same period, including a 7% increase in
production of chemical substances and chemical products over the same period.
+ Machinery:
Estimated value in the first seven months is VND
5,790.4 billion, up 8.1% over the same period.
+ Electricity and Electronics:
Estimated value in the first seven months is
VND5,211.9 billion, making up 53.6% over the same period in
which office accessories and computers account for 53.6% over the same
period.
+ Power and Water:
Estimated value in the first seven months is
VND502.1 billion, making up 90.1% over the same period.
1.2. Agriculture, Forestry and Aquaculture:
1.2.1. Agricultural Production:
a/ Cultivation:
The seeding and planting progress of the
summer-autumn season: By 10/7/2008, the total area of 83,712 ha has been seeded,
making up 98.6% of the plan, 97.2% as much as the same period; in which food
plants cover 53,714 hectares, 102.4% of the plan, up 1.7% over the same period
(including the 53,714 ha in rice crops, 102.4 of the plan, up 1.7 % over the
same period; 27,620ha in corn, making up 105.2% of the plan, up 4.2% compared
with the same period); 14,906 hectares of starch crop, 1%
of the plan, 79.2% over same period last year; 5.995 ha short term industrial
plants, 98,4% of the plan, 98,4% over the same period last year.
b/ Livestock Breeding
- Disseminating methods to
control epidemic diseases and new regulations in vaccination against foot and
mouth disease and blue ear disease in pig; instructing breeders how to use
antidote for breeding facilities; antidotally sanitizing vulnerable areas
breeding place or flesh slaughters.
- Enhancing the operation of
veterinary collaborator network to prevent the diseases from spreading;
maintaining hotline to receive informatiom about epidemics; inspecting,
detecting and penalizing violations in vernitery and safety of foods.
1.2.2 Forestry:
Continuing instructing localities to manage and
protect forests in line with re ducument No. 1376/BNN-LN dated on May 22, 2009
of Ministry of Agriculture and Rural Development; and Document No. 459/VP.UBND
dated on June 12, 2009 by the provincial People’s Committee.
Popularizing Circular No. 25/2009/TT-BNN dated on
May 5, 2009 of Ministry of Agricalture and Rural Development on instruction,
forest statistic and checking, and documenting forest management.
1.2.3 Aquaculture:
Periodically examining and
extending the validity for operation of 18 fishery vehicles meeting requiremnets
of the Aquaculture.
Disseminating the
Directive No. 580/CT-TTg dated on May 6, 2009 of PM on storm and flooding
control and vehicles operating on key areas.
2. Trading and Service, Export
and Import, Tourism:
2.1. Trading and Services:
2.1.1. Domestic market:
Estimated total of commodity
retail sale in July 2009 reaches VND3,503.2 billion, up
3.4% against last month, and that of the first eight months is VND22,077.3
billion, gaining 48.3% of the plan and
surging 19.2% over the same period.
State economic sector: Estimated
total of commodity retail sale in July 2009 is VND288.9
billion, up 43.7% against last month and that of the
first eight months is VND 22,077.3 billion, gaining 43.7%
of the plan and surging 3.4% over the same period.
Non-state Economic Sector:
Estimated total of retail sale in
July 2008 is VND 2,977.8 billion, that of the
first seven months is VND 18,887.2 billion, gaining 48% of the
plan and surging 21.4% over the same period.
Foreign-invested Sector:
Estimated total of retail sale in
July 2009 is VND 236.5 billion, up 3.4% against last
month and that of the first seven months is VND 1,524.2
billion gaining 61.1% of the plan and surging 12.6% over the same period.
2.1.2. Market price
Consumer Price Index (CPI) in July 2009 falls
0.74% compared to June 2009. Three out of ten categories of goods with higher
increase than the average range from housing, power, water, fuels and
construction material (up 3.06%); traffic, post and telecommunications (3.97%);
to devices and necessity (0.79). The categories with lower increase include
medicine and medical service (up 0.44%); garment and textile and footwear
((0.43); educational services (up 0.16%); other commodities and services
(0.22%); food and drink (0.07); culture and entertainment and tourism (up .15%);
and soft drink and cigarette (0.4%).
CPI in July 2008 rose 22.7%
compared to December 2008. Five groups of commodity and service have a higher
increase than the average rate including medicine and medical service with the
incease of 4.48; drink and cigarette is up 3.74%. The group of housing, water,
power, construction materials, gas and fuel has 8.44% increase; while garment,
textile and footwear have 3.6% increase; the rest has lower rate of increase
than the average.
Gold price index: Gold price in
July 2009 in comparison with that in June 2009 makes up 99.12% and increase
10.5% over the same period.
US Dollar price index: In July
2008, it is up 0.45% in comparison with that in June 2009 and surges 7.64% over
the same period.
2.1.3. Post &
Telecommunications – Information Technology:
a. Post & Telecommunications:
- Estimated turnover in July
2009was VND150 billion and VND1.112 billion in seven months, gaining 60.1% of
the plan.
- Phone number development:
estimated fixed-phone subscribers in July2008 are 6,000, that of the seven
months are 36,975, gaining 49.3% of the plan. Cell phone subcribers are 35,000
and that of the seven months are 257,339, gaining 64.3% of the plan.
- Internet subscribers in July
2008 (ADSL) are 2,000, that of the seven months are 15,893, gaining 79.5% of the
plan.
b. Information Technology:
Completing building and application of the open
source software in conformity with Circular No.
07/2008/CT-BTTTT, submitting the report on popularization progress to the
Provincial People’c Committee.
The department of Information & Communication has
issued documents to ask other departments and sectors to apply e-mail system in
the State organs complying with Circular No. 34/2008/CT-TTg of
P.M.
2.1.4. Fiscal Activities:
-
Total local revenue of State Budget in the province in the seven months hits VND
7,557 billion, accounting for 62.7% of the plan, 97.1% over the same period.
-
Total local budget expenditure in the seven months reached VND 2,299 billion,
making up 52.6% of the full-year expenditure estimate, up 25.6% over the same
period las.
2.1.5. Banking Activities:
- Capital source: Estimated
locally-mobilized capital by July 20, 2009 is VND 33,152 billion rising 18.6% in
comparison with December 31, 2008. Out of the total locally-mobilized capital,
deposit in economic organizations is VND13,482 billion, occupying 40.7%, rising
15.9% in comparison with December 31, 2008; residential deposit is VND19,670
billion, occupying 59.3%, rising 20.5% in comparison with December 31, 2008.
- Debt Loan: The total debt
gained from loan till the end of July 2009 is estimated at VND 33,483 billion,
rising 23.9% compared with December 31, 2008. Specifically, short-term loan is
VND 22,796 billion, rising 31.8%; medium and long-term loan is VND 10,687
billion, falling 31.8% in comparison with December 31, 2008.
2.2. Export and Import:
Export: Estimated
turnover in July 2009 is $535.2 million and that of seven months is $3,240.4
million, gaining 44.6% of the plan, rising 93.6% over the same period.
- Central State-run
Enterprises: Estimated turnover in July2009 is $7.5
million and that of seven months is $61 million, gaining 41.5% of the plan,
82.9% over the same period.
- Local Enterprises:
Estimated turnover in July 2009 is $28.1 million and that of seven months is
$164.5 million, gaining 44.3% of the plan, rising 88.9% over the same period.
Local exports and imports in the period mainly include 20, 520 tons of coffee;
making up 74.4% over same period; $20.1 sale of clothing and tixtile; accupying
97.2% over the same period, $3.5 of pottery and art handicraft, 80.1% over the
same period.
- Foreign-invested
Enterprises: Estimated turnover in July 2009 is $499.7
million and that of seven months is $3,014.9 million, gaining 44.7% of the plan,
94.1% over the same period.
Import: Estimated import turnover in July 2009 is $582.1 million and $3,334.9
million in seven months, gaining 40.5% of the plan, 71.5% over the same period.
Specifically, estimated import turnover of Central Government enterprises in
July 2009 is $4.4 million and $30.2 million in seven months, gaining 50.3% of
the plan, rating 67% over the same period.
That
of local enterprises in seven months reaches $7.9 million. Accumulatively, that
in seven months is $47.3 million, gaining 38.5% of the plan, 70.2% over the same
period. Foreign-invested enterprises in seven months earn $569.8 million; that
in seven months is $3,257.4 million, achieving 40.5% of the plan and 71.6% over
the same period.
Major
exports range from chemicals, medicines, cigarette materials to production
materials.
3. Transportation:
- Commodity transportation:
Estimated output in July 2009 is 1,929 millon tons for transport and 196,136
million tons per km for rotating carriage, rising 1.4% for transport and 1.9%
for rotating carriage over the previous month. Among them, state-owned commodity
transportation gained 23.9 thousand tons for transport and 840.3 thousand tons
per km for rotating carriage, rising 0.8% for transporting and 0.9% for rotating
carriage over the previous month. Non-state commodity transportation gained
190.6 million tons for transport and 195.295 million tons per km for rotating
carriage, rising 1.4% for transporting and 1.9% for rotating carriage over the
previous month.
- Passenger Transportation:
Estimated passengers in July 2009 are 4.788 million for transport and 288.730
million per km for rotating carriage, rising 1.16% for transport and 2% for
rotating carriage over the previous month. Among them, state-owned passenger
transportation gained 935 thousand passengers for transport and 37,869 million
per km for rotating carriage, rising 0.8% for transport and 1.7% for rotating
carriage over the previous month; Non-state passenger transportation achieved
3.853 million passengers for transport and 250.862 million passengers per km for
rotating carriage, rising 1.2% for transport and 2% for rotating carriage over
the previous month.
4. Investment and Development:
Estimated value of seven months
in 2008 is VND 14.033 billion, achieving 50.1% of the plan, up 6.5% over the
same period.
4.1. Investment Capital
from the Provincial Budget:
Total
capital assigned for investment and construction in 2009 from the provincial
budget is VND1,013.76 billion. Investment and contruction in 2009 is highly
centralized, as follows:
Estimated value until July 2009 hits VND608.25 billion, accounting for 60% of
the plan.
Release value from earlier this year till late July 15, 2009 is VND511.265
billion; occupying 50.4% of the full-year plan, up 2.27% over the same period.
Overview of Key Projects in
2009
a/ Transitional Projects: six
projects
+ The
project on improving Thong Nhat Regional General Hosptal: Progress: gaining 100%
of the plan in seven months, 90% of the whole work until July 2009. It plans to
be completed in 2009.
+ The
project on building Dong Nai General Hosptal: the contract package of putting
landmarks on the work reaches 94.2% of the contract value. Cost for expert hire
to varify technical design, working drawing, and total forecast of the whole
work.
+ The
project on building the road 25A (DT769): contract package of first-phase
building and erection (milestone km0+000-km5+020) is excecuting with the cost of
VND1.68 billion making up 5% of the plan. Estimated progress by late this year
will reach 80% of the package.
+The
project on building the Road 319B in Nhon Trach district: the second and third
phases are executing; the first phase of compensation is set in details; the
second is to release decision of individual land withdrawal and encouraging
firms to hand over ground to excecute the part across No.1 IP. Cost of the work
till now has hit VND6.3 billion. In estimation, it by late 2009 will reach VND75
billion, making up 35% of the total cost.
+The
project on building D Warbase Center for Ecology, Culture and tourism: is being
excecuted, amount of done works hit 70% of the year plan; it is estimated that
contrack package of art will be kicked off late 2009.
+The
project to build the road Bau Sao – Xuan Lap: progress of the work hit 80% of
2009 plan, and 85% of the whole work. It is estimated that by late 2009 the work
will be finished and put in use.
b/
Newly started projects: two projects
+The
project on flooding irrigation of Lo Ren: the work is just kicked off in midlle
July 2009. In estimation, by late 2009, 40% of the work will be completed.
+The
project to build Tran Bien High School: bidding result has just been verified,
planning to be started in July 2009.
c/
The coming projects: two projects
+ The
project on building road within central Bien Hoa city: by late July 2009,
contract results of technical design recording consultancy and total
balancesheet will be released.
+ The
project on building Vuon Mit circus: by late July 2009 contract results of
technical design recording consultancy and total balancesheet will be released.
4.2. Investment Capital allocated to districts:
Budget Capital assigned to districts in 2009 is VND874.093 billion (including
support capital in accordance with Resolution No. 121/2008/NQ-HDND dated
05/12/2008 of the Provincial People’s Council on allocating 2009 plan target and
capital left for district to reinvest)
In
estimation, in the first seven months, it gains VND421.15 billion, making up 48%
of the year plan. In the end of June 2009, VND296.712 billion is issued ,
accounting 34% of the year target, up 2.8 times over the same period.
4.3 Capital from Government Bond Sources invested in the Districts’ Hospital
Total
support capital by Central Goverment:
- In
2008: plan of VND26 billion, 100% disbursed
- In
2009: reported plan of VND20 billion, 100% disbursed in June-end
4.4. Non State-owned
Capital in the seven months hits VND5,650 billion, making up 97.4%, up 61.2%
over the same period.
4.5. Central
Government-run Capital for Construction in the seven months reahes VND967
billion, making up 59% of the plan, up 6.3% over the same period.
4.6. Foreign invested
capital in seven months hit VND3,950 billion (equivalent to $222 million),
occupying 26.7% of the plan and 56.4% over the same period.
5. Foreign
Investment Attraction:
In
estimation up to 20/7/2009, total capital registered to be newly issued and
added hits $404.83 million, accounting 16.6% over the same period and 20.2% the
year plan. Among them, 14 pjojects are newly offered, newly registered capital
is $235.68; 18 lisenses for rising investment capital, additional capital is
$169.15 million.
Accumulatively, by the end of 20/7/2009, total number of valid investment
lisenses hits 964 with registered capital of $15.1 billion.

Domestic Investment Attraction:
Total investment
capital through license issuance in the seven months in 2009 hitsVND22,700
billion, equivalent to $1.33 billion, up 2.5 times compared with the same
period, exceeding 13.5% of the plan. By 20/7/2009 there have been 166
certificates of domestic investment (including investment registering projects)
with estimated capital of VND71,320 billion.

Development of Privately Owned Enterprises:
Up to
17/7/2009, total capital registered for business among privately owned
enterprises reached VND7,892 billion (including newly registered capital and
additionally registered capital), making up 65.8% of the plan, up 76.4% over the
same period, in which 1,245 firms are newly establised, accounting for 65.5% of
the plan, up 12.2% over the same period with total registered capital is
VND5,183 billion and 344 enterprises register to ask for additional capital
worth VND2,708 billion.
So
far, number of privately owned enterprises regsitering to operate thier bisiness
in the locality hits 9,250 with total registered capital of over VND58,000
billion (additionally registered capital included)
8.
Management of Land, Natural Resources and Environment:
In
July 2009, 2,268 certificate of land use were released to househlods and 28 ones
to 21 organizations. From earlier this year to now, totally 29,918 ones
including 25,800 to households and 4,118 to 163 organizations have been issued.
-
Continuing have land registered, land mapping for seven communes in Nhon Trach
district hiting 53,066 fields, in which 3939 ones in Dai Phuoc commmune (80,4%),
15,066 ones in Vinh Thanh commmune (80,4%), 8797 ones in Phu Huu commune
(70,8%), 15108 ones in Phuoc Anh commune (85,8%), 8797 ones in Long Tho commune,
2200 one in Phu Dong commune and 140 ones in Long Tan commune.

Continue to exploration proposal No.2 to build two areas projected into
the bidding for exploration and mining of minerals
- Continuing to
charge businesses in the province for environmental protection under Decree No.
67/2003/ND-CP of the Government, from the beginning of the year, VND1.02 billion
has been earned, reaching 15.7% of the year plan.
- Periodically
conducting inspection of 11 enterprises including nine
ones in the field of environment and water resource and two in mineral and water
resources.
9. Activities in
Science and Technology:
- Continuing to
implement the Inter-ministerial Action Program No. 168 on prevention of
infringements of intellectual property in the 2006-2010 period in the province.
- Strengthening the
inspection, checking of measurement - quality, safety and radiation control in
accordance with the 2009 plan.
II. CULTURAL AND
SOCIAL AFFAIRS:
1. Activities in
the Field of Culture, Sport and Tourism
- Continuing
propaganda about celebrating the great nationwide holidays, organizing cultural
activities, sports, tourism to celebrate Vietnam Family Day (June 28), 55 years
of Geneva Agreement Signing Day (July 20) ), 62nd year anniversary of Day of War
Invalids and Martyrs (July 27) associated with a propagation on fire and
explosion control.
- Districts, towns,
cities step up the propaganda in various forms such as the visual propaganda,
mobile information teams, radio relay, etc.; making more than 7,500 m2 banner
slogans, 400 m2 panel, the 130 sessions of mobile propagation, more than 4500
hours of audio broadcasts, and hanging more than 1,400 flags of all kinds.
- Stepping up the
inspection and check of businesses trading in public culture and travel
services, and make timely adjustment of these activities to conform to the rules
of operation.
- Organizing sports
events to celebrate the great holidays; gym and sports movements in the
districts, towns and cities of Bien Hoa vibrantly take place.
- High
Achievement Sports: in January the first class national football
championship was held; participating an International Competition and winning
two medals (1 gold, 1 silver) and 9 National Tournaments and winning 29 other
medals (8 gold, 10 silver, 11 copper).
2. Education and
Training:
- Conducting entrance
exams of grade 10; preparation for the fostering of managers and teachers as
planned by the Ministry of Education and Training; preparation for vocational
training, job preparation for Middle School education; to continue completing
projects on High-quality Secondary schools, the projects on physical education,
school medical proposal.
- Continuation
Education: frequently checking illiteracy elimination and community learning
centers in the district; holding training workshop on changes in the textbook
made by the ministry.
- Professional
Education: To send notices to candidates attending entrance exams of University,
College, professional junior school for the first two
test days 09-10/7/2009 and 14-15/7/2009; making plans for summer 2009 political
refresher course for education managers; to collect lists of good teachers
who are selected as parts of the competition team in the
national contest on professional junior school skilled teachers in Thanh Hoa
province.
3. Health:
- Strengthening the
prevention of dengue fever, malaria, diarrhea and others in the locality.
- Checking the
performance of 12 principles of medical ethics, improving the quality of
treatment anhd healthcare services for the people.
- Focusing on
communication about health and education, improving awarenness of disease
prevention of the locals.
4. Activities in
Social Policy:
In July, 2009 jobs
created for 8617 workers; in which 4697 employees are hired by enterprises,
combination of socioeconomic programs bring other jobs to 3500 workers, 400
laborers get capital loans and 20 other are sent abroad to work.
Accumulatively in the seven months, 62,228 jobs has
been created for workers, reaching 73.2% of the plan; among them jobs created
through socioeconomic development programs are 54,598 and 7630 workers who lost
their previous jobs to get new jobs.
- Vocational
Training: In July, thre are 5,536 graduates from vocational training courses,
including 3036 from the vocational training facilities and 2500 employees are
trained by businesses after recruitment.
- Poverty
Alleviation: In July 2009 500 poor households get preferential loans with total
loan amount of VND500 million; training courses are held for officials working
on poverty reduction in 2009 in the districts, Long Khanh town and Bien Hoa
city.
5. Internal
Affairs:
- Joining the
inspectors team over democracy regulation in 2008 and the first six months of
2009 in pilot communes, wards and other business bodies in the province.
- Carrying out
examination on milestone on the administrative border line of Tam Phuoc, An
Phuoc, Tam An communes in Long Thanh district.
- Collecting
statistical data of administrative procedures, application forms, samples of
administrative declarations applied in organs, divisions and localities across
the province under the Project No. 30.
6. Foreign Affairs
-Allowing 25
individuals and six groups of 54 officers and civil servants to go to Cambodia,
the United States, China, Singapore, Thailand, Malaysia, Canada, Italy, Germany
with the such aims as research survey on modernized public administration and
civil service systems; talks on the products artificial boards; workshops,
proskill competitions, training, practice in teaching for deaf students.
-Allowing the entry
of 10 groups in the province with the following contents: presentation of
investors and introduction to the project WaterFall Mai Dinh Resort in Dinh Quan
district, knowledge of disease prevention for livestock breeding industry,
developing one-wheeled bicycle; seminars and surveys on need of legal
assistance.
- Implementing
management of passport, personnel and overseas mission group in the province
according to regulations.
III. Other tasks:
1. The Program 134:
up to July 20, 2009, the districts and towns are supporting the 2,584 ethnic
minority households to build their houses; progress as follows: 2,423 houses are
completed and put to use, basically gaining 100% of the plan (with no demands,
161 households are not supported). 2,985 households are supported to buy water
container and dig wells.
2. Continuing to
direct organs of all levels and sectors for effective implementation of
Resolution No. 30/2008/NQ-CP of the Government on the urgent measures to cope
with economic recession, maintaining economic growth, ensuring social security.
- Reviewing of
investment projects to take measures to speed up the implementation of projects
in the province, especially the ones funded by state budget.
- Continuing to
monitor and take measures for timely support for those who lost their jobs in
the difficult businesses due to economic recession.
3. Inspection, and
settling complaints and denunciations:
- In July 2009, the provincial inspectors conduct
the inspection on 18 fields in 24 units, in which seven ones have derogation.
For the field of specialized inspection, 42 cases are penalized due to
administrative violations.
- 862 people in the province come to pose
complaints and denunciations, reflections, recommendations, including: the
provincial Inspector civil meet office receives to 139 visitors; People's
Committees of districts 442 visitors; People's Committees of wards and communes
249 people; departments and sectors 32 people. Contents of the complaints are
mostly about policy of clearance compensation, and assistance and resettlement
when the State withraws land for projects on industrial
parks, urban areas; complaints about issuing certification of land use, land
disputes between households.
4. Security and
National Defense:
- In July 2009, there
are 170 infringements on social order, up 52 cases compared to last month,
killing one person, injuring 24 people, and damaging properties worth about
VND2.16 billion.
- Detecting 38
economic infringements, up 11 cases compared to the previous month; prosecuting
four; administratively punishing eight and processing records of the rest.
Detecting 16 cases of violation in the field of environmental protection, up two
cases in comparison with the previous month; the administratively punishing
three, processing records of the rest.
- There are 25 road
traffic accidents occurring, down three over the previous month, killing 24
people (down 2), seriously injuring 10 people (up 1); major causes: subjective
awareness of participants in traffic with problems such as left encroachment,
reckless pass (37.5%); circulating on the wrong road, reverse direction (25%);
speech violation (18.5%); lack of obversation (18.5%); surprise passing and
direction turn not obeying the rules (6.2%).
IV. Evaluation of
the Situation in July and the First Seven Months of the Year
In the first seven
months of 2009, the province has focused on implementation of socioeconomic
target, leading to quite good results. Value of industrial production of the
previous month gets higher than the following one, which is a good sign. In
Agriculture, the winter-spring crop is cultivated, in livestock breeding; the
control over diseases is maintained. Working capital payments from the budget in
seven months to reach higher than the same period is a major effort in the
direction of executive leadership at all levels and sectors and focus on the
implementation of the joint and private contractors. Job creation goes well, in
the seven months, 62,228 jobs are offered to workers, reaching 73.2% of the year
plan in which 7,630 new jobs are created for workers who lost their previous
jobs.
B. SOME MAJOR
DUTIES ON AUGUST 2009:
1. Economy:
1.1. Industry:
- Implementation of
the approved new mater plans: projects on development of agricultural products -
food processing industry; development of textile, garment, leather and footwear
industry and project on development of the fine-art pottery in the province as
planned for 2009.
- Periodical
monitoring, inspection and evaluation report on the implementation of
industry-stimulated projects.
- Continuing the
implementation of the scheme in fine-art wood in Trang Bom district and project
on rattan-bamboo-leaf in Dinh Quan district.
1.2. Agriculture
- Continuing
implementation of the training content of agriculture extension programs themed
"Support to Rise Capacity in Agricultural Production for Poor Households in the
Period 2008 – 2010”.
- Coordinating with
the Steering Committee for Plant and Animal Pest Prevention in the districts,
towns and city to make good prevention against diseases for cattle, poultry;
fostering the quarantine, control over flesh slaughter and
veterinary hygiene in the province.
- Organizing training
courses, propaganda for raisers about the biosafety, veterinary hygiene and food
safety and sanitation.
- Directing the
localities and units in charge of reforestation and care of forests and foliage
trees planted in 2009.
1.3. Trade:
- Continuing to
implement the Trade Promotion Program in 2009 having been adjusted and
supplemented.
- Joining the trade
fairs theme “Vietnam's International Economic Integration Vietnam - Gold Star
2009 "at the Expo Center Vietnam from August 28 to September 2, 2009.
1.4. Budget
Revenue and Expenditure:
- Focusing on
handling delay in drawing balance-sheet of projects
funded by the provincial budget, national budget.
- Popularization of
the contents of the Central Assistance to village healthcare and support for the
poor.
- Focusing on
collecting personal income from involved individuals.
- Department of
Finance reviews the imbalanced payments to suggest solutions; strict management
of expenditure complying with the Budget Law. Successful implementation of
apparent, public mechanism of budget estimates and balance drawing-sheet in each
organ, agency or unit.
1.5. Investment
and Construction:
- Urging
implementation and disbursement of the project on schedule, especially key
projects. Reviewing FDI projects to handle the recovery of slow implementation
project and eliminating obstacles to create conditions for enterprises to
implement and disburse on schedule.
- Organizing training
in subjects related to construction activities and implementation of the Law on
Construction, Housing Law, Land Law, ect., and others related legal documents in
the local province.
- Stepping up
preparations for the construction of housing for students, housing for workers
in industrial parks, housing for low-income families based on planning, programs
and proposals of the province and State Government.
1.6. Information
and Communications:
- Coordinating with
business to ensure communications, network security serving for the direction
and administration of socioeconomic development in the province.
- Continuing to
implement the program coordinated with Farmers Association;
Directive No. 34/2008/CT-TTg on strengthening the use of electronic mail
systems; Directive No. 07/2008/CT-BTTTT on promoting the use of open source
software.
1.7. Banking:
- Implementation of
the Decision No. 443/2009/TTg dated April 4, 2009; Circular No. 05/2009/TT-NHNN
dated July 4, 2008 on detailed regulations on the interest rate support for the
organizations and individuals borrowing medium and long term bank for new
investment in production development.
- Strengthening the
budget and treasury security; ensuring the balance of cash flow and adequate
structure of currencies in circulation.
- Developing forms of
payment cards and the modern banking services, creating habit of payment from
banks.
1.8. Natural
Resources and Environment:
- Implementation of
land registration, mapping cadastral records, newly issuing certificates of land
use rights to owners in nine communes of Nhon Trach district.
- Organizing
evaluating, setting procedures to submit to the provincial
People’s Committee for liscencing water resources and minerals in accordance
with regulations.
- Implementation of
the Until-2010 and Orientation-until-2020 Project on Environmental Protection in
the province under Resolution No. 125/2008/NQ-HDND of the Provincial People's
Council.
- Inspection and
classification of establishments causing environmental pollution in 2009 under
Circular No. 07/2007/TT-BTNMT of the Ministry of Natural Resources and
Environment
1.9. Science and
Technology
- Implementing and
monitoring and managing the schedule of research subjects and projects under the
program for rural and mountainous areas which have been implemented.
- Continuing to
implement programs in science and technology to serve the community and rural
agriculture such as intellectual property program; development program
standardization; programs supporting small and medium-sized enterprises to apply
productivity quality tools; Vietnam quality award program; program of radiation
safety and control, and so on.
2. Cultural and
Social Affairs:
2.1. Culture,
Sports and Tourism:
- Continuing
extensive propaganda about great resolutions of the Party, the campaign themed
"Studying and Following the Moral Example of Ho Chi Minh"; promoting activities
in culture, arts, physical education, sports, reference films serving political
tasks, bringing the cultural facilities to serve people especially those in far
flung areas and ethnic minorities.
- Promoting the
progress rate of implementation of scientific research subjects, and restoration
and embellishment of historical and cultural relics.
- Continuing to focus
on directing the local authority for successful preparation for the district
sports and gym completion and the provincial one in early 2010.
2.2. Education and
training:
- Continuing to
review the results of Enrollment exam of Grade 10; refresher course on civic
education and geography subjects for Middle school teacher as planned by the
Ministry; offering guidance in physical education, National Defense education,
and vocational education.
- Professional
training for teachers of English literature or information; training courses on
of substituting textbook for schools; allocating records for new school-year.
- Professional
Education: inspecting and monitoring the entrance exam, consideration for the
entrance to professional schools.
2.3. Health
- Strengthening
prevention of disease due to H1N1 virus.
- Continuing
prevention of malaria, dengue fever and other diseases in the province
- Maintaining medical
examination and treatment, the target health plan and online direction as
planned.
- Striving to creat
jobs for 7,000 employees and issuing labor books for 1,000 laborers.
- Monitoring the
progress of vocational training for poor people in the districts, Long Khanh
town and Bien Hoa city.
- Coordinating with
other branches and levels for propaganda about control over social evils in the
province.
2.5. Interior
affairs:
- Department of
internal affairs issues regulations for the recruitment of civil servants at
communal level in province.
- Continue to
implement and improve the efficiency, effective implementation of one-door
mechanism in the province under Decision 93/2007/QD-TTg dated June 22, 2007 of
the Prime Minister.
- Strengthening
public mission inspection, monitoring the implementation of administrative
reforms in various sectors and levels.
2.6. Foreign
Affairs:
- Continuing to
consider and decide the exit and entry of, consul and conception activities;
friendly cooperation with foreign NGO in the province according to regulations.
3. Other tasks:
3.1. Continuing to
step up administrative reform, improving effectiveness and efficiency of
management of the State apparatus.
- Implementation the
Resolution No. 01/NQ-CP 09/01/2009 of the Government on the main solutions to
direction and implementation of plans for economic development – socioeconomic
plan and State budget estimate in 2009.
- Focusing on the
2010-plans by cooperating with the Ministry of Planning and Investment, Ministry
of Finance, loan recommendations, pre-paying capital for urgent projects in the
province.
- Continuing to focus
on implementation of Resolution No. 30/NQ-CP dated December 11, 2008 of the
Government on the urgent measures to cope with economic downside, maintaining
economic growth, ensuring social security; particularly interested in removing
obstacles to lending under Decision No. 497/QD-TTg dated April 17, 2009 by the
Prime Minister.
- Department of
Transportation and Communications implements Decision No. 548/QD-TTg on support
replace agro-industry vehicles, vehicle pulled by motorbike, three-wheel motor
vehicles, primitive three-four-wheel vehicles liable to be suspended to join
traffic.
- Action Board of
Businesses Support continues to urge the hold-up situation of production, trade,
import, export and difficulties of enterprises for timely recommendations to
submit to the Provincial People’s Committee to help them settle these
difficulties.
- All departments,
sectors effectively implement the Directive of the Provincial People’s Committee
on the building 2010-plan for socioeconomic development and Directive on the
construction of socioeconomic development plans in 2011-2015 period.
3.2. Inspection,
Handling Complaints and Denunciations, Fight against Corruption:
- Inspection of the
departments, strengthening inspection, checking the observance of policies and
laws of the organizations and individuals in the fields of professional
management.
- Strengthening the
role of the inspection sector in settling complaints and denunciations;
reviewing and handling the incidents complicated and evolved in great number of
people, constantly settling of decisions related to the remaining complaints.
- Continuing
implementation of inspection, self-test on anti-corruption responsibilities
under the plan.
3.3. National
Defense and Security:
- Developing plans to
examine the implementation of Directive 03/CT-BCA dated April 10, 2009 of
Ministry of Public Security on building a comprehensive district public security
in the new situation in local police units.
- Steering the local
police units to implement regulations on publicity and transparency in
activities of organs, organizations and units in the province.
This is a report on

key tasks in August 2009; People's Committee proposed the organs of all levels
and sectors to coordinate to carry it out.
