of commodity retail sale in 01/2008 is VND 2564.9 billion, surging 31.8% over
the same period including VND2121.2bil earned by the trading sector, up 29.8%,
VND176.6bil earned by the restaurant – hotel sector, up 40.8% and VND266.2bil
earned by the service sector, up 43.4%.
State economic
sector: Estimated total of commodity retail sale in 01/2008 is VND 214.2
billion, surging 15.7% over the same period. Some of businesses have their
retail sale increased over the same period, such as Tin Nghia Company gaining
VND68bil, up 20%, Dong Nai gasoline Company gaining VND37bil, up 30% or Bien Hoa
IZ Development Company gaining VND25bil, up 20%.
Non state
economic sector: Estimated total of retail sale in 01/2008 is VND 2189.6
billion, surging 35.5% over the same period. This sectors’ items have their
retail sales fast increased like confectionery, beer, beverage, sugar, cigarette, electronic equipment and so on due to the consumption needs in Tet
Holiday.
Foreign-invested sector:
Estimated total
of retail sales in 01/2008 is VND 161.1billion, surging 10.7% over the same
period last year, mainly gained by big businesses like Big C, Bochang and
Donatours
2.1.2.
Market price:
Consumer Price
Index (CPI) in 01/2008 rose 1.56% compared to 12/2007. There are only 2/10
commodity and service groups whose CPI rose higher than the average increase
rate:house, electricity, water, gas and fuel rose 1.83%; food and eating service
rose 2.57%. Other remaining groups’ CPI rose lower than the average increase
rate:beverages and cigarette rose 0.69%; textile & garment, headwear, footwear
rose 0.99%; culture, entertainment and tourist rose 0.13%; household devices and
housewares rose 0.54%; medicine and medical service rose 0.65%; transportation,
post and telecommunication rose l 0.44%;
Consumer Price
Index (CPI) in 01/2008 rose 12.18% compared to 1/2007 (after 1 year). There are
only 2/10 commodity and service groups whose CPI rose higher than the average
increase rate: house, electricity, water, gas and fuel rose 18.66%; food and
eating service rose 17.48%. Other remaining groups’ CPI rose lower than the
average increase rate: medicine and medical service rose 7.69%; textile &
garment, headwear, footwear rose 7.06%; beverages and cigarette rose 5.98%;
culure, entertainment and tourist rose 2.7%; household devices and housewares
rose 5.57%; transportation, post and telecommunication rose 9.53%;
Gold price
index: Gold price in 01/2008 in comparison with that in 12/2007 rose 5.79% and
surged 37.8% over the same period.
US Dollar price
index: In 01/2008 fell 0.35% in comparison with in 12/2007 and dropped 0.46%
over the same period.
2.1.3. Post
& Telecommunications – Information Technology:

Telecommunications:
- Estimated
turnover in 01/2008 was VND 126 billion, gaining 7.2% of the plan.
- Phone number
development: estimated fixed-line subscribers are 4576, gaining 6.5% of the plan
and estimated cell subscribers are 22357, gaining 7.1% of the plan
- Internet
subscribers in 01/2008 (ADSL) are 370, gaining 2% of the plan
b. Information
technology
In collaboration with the Statistic Bureau, agree on some items of the plan to investigate the province’s IT
potentiality to have proper solutions then

2.1.5. Banking activities:
- Capital source: Estimated
locally-mobilized capital by 31/01/2008 is VND 20,720 billion rising 3.6% in
comparison with 31/12/2007. Out of the total locally-mobilized capital, deposit
savings is VND 9468 billion, occupying 45.7%, up 2.2% in comparison with
31/12/2007 ; deposit in economic organizations is VND 10.109 billion, occupying
48.8%, rising 7.03% in comparison with 31/12/2007.
Lending sales: The total till the
end of 1/2008 was estimated at VND 6970 billion, rising 90% in comparison with
the same period; short-term lending was VND 5374 billion, rising 72.1%; medium
and long-term lending is VND 1596 billion.
- Debit balance: The total till the
end of 01/2008 was estimated at VND 28,429 billion, rising 4.2% in comparison
with 31/12/2008; short-term debit was VND 18,721 billion, rising 5.6%; medium
and long-term debit is VND 9,758 billion, occupying a portion of 34.9%, rising
1.8% in comparison with 31/12/2008.
2.2. Export and import:
Export:
Estimated turnover in 01/2008 is USD 500.4 million gaining 7.1% of the plan,
rating 21.4% over the same period.
- Central state
enterprises: Estimated turnover
in 01/2008 is USD 9.9 million, gaining 5.6% of the plan, rating 17.5% over the
same period.
- Local enterprises:
Estimated turnover in 01/2008 is USD 20.6 million, gaining 5.2% of the plan,
rating 18.9% over the same period. Key export products of the locality in 1/2008
are: rubber (265 tons), honey (77 tons), coffee (11250 tons). Industrial items
like footwear and textile are stable over the same period.
- Foreign-invested
enterprises: Estimated turnover
in 01/2008 is USD 469.8 million, gaining 7.3% of the plan, rating 21.6% over the
same period.
Import:
Estimated import turnover in 01/2008 is USD 692.4 million, gaining 8.4% of the
plan, rating 51.1% over the same period. Specifically, estimated import turnover
of central state enterprises in 01/2008 is USD 8.2 million, gaining 9.6% of the
plan and 39.8% over the same period. That of local enterprises in 01/2008 is USD
12.6 million, gaining 7.4% of the plan and 41.3% over the same period last year.
That of foreign-invested enterprises in 01/2008 is USD 671.5 million, gaining
8.4% of the plan and 51.4% over the same period.

2.3/ Tourism
In 1/2008, there are around 112,200
turns of tourists, gaining 8.3% of the plan, bringing a revenue of VND20.3bil.

Transportation
- Commodity transportation:
Estimated output in 01/2008 was 1955 million tons for transport and 180,635
million tons per km for rotating carriage, rising 5.1% for transport and 5.3%
for rotating carriage over the previous month. Among them, state-owned commodity
transportation gained 20.5 thousand tons for transport and 2884 thousand tons
per km for rotating carriage, rising 3.5% for transporting and 3.6% for rotating
carriage over the previous month. Non-state commodity transportation gained 1935
million tons for transport and 177.751 million tons per km for rotating carriage,
rising 5.2% for transport and 5.3% for rotating carriage over the previous
month.
- The output of commodity
transported via Dong Nai port: The estimated output in 01/2008 gained 600
thousand tons, rising 18.8% over the previous month.
- Passenger Transportation:
Estimated passengers in 01/2008 are 4,890 million for transport and 380,285
million per km for rotating carriage, rising 5.2% for transport and 6.7% for
rotating carriage over the previous month. Among them, state-owned passenger
transportation gained 1179 thousand passengers for transport and 36,944 thousand
passengers per km for rotating carriage; non-state passenger transportation
achieved 3,710 million opassengers for transport and 343,340 million passengers
per km for rotating carriage, rising 5.5% for transport and 6.8% for rotating
carriage over the previous month.
4. Investment and Development
(excluding non-state and foreign-invested sectors):

The total of planned investment and

Transitional projects: there are 5 ones
+ Project to
construct The Secondary School of Bao Hoa – Xuan Loc: it is expected to be
finished by the end of the first quarter of 2008
+ Project to
construct Centre for Tuberculosis and Lung Diseases: the streets leading to the
Centre and the neighboring site are being cleared.
+ Project to
construct Cam My District’s Centre: two main centre lines have been finished and
the remaining items are in progress.
+ Project to
refurbish Thong Nhat General Hospital: 90 percent of the first package has been
finished, Price of the second package is being adjusted and 20 percent of the infrastructure package has been finished
+ Project to
build Dau Giay High School: about 40 percent of the project has been finished
b/ Newly-developed projects: there are 5

+ The project to construct 25A road:
the site from Cat Lai Ferry to Dai Phuoc Bridge is being cleared and procedures
for compensation and site clearance continue to be fully done.

passage from 319B to HL19 at Nhon Trach district is put out to tender

biological – cultural – historical center of war site D is put out to tender
(the first package is going to be opened)

5/ Overview of foreign investment
attraction
From early to late January 2008, the total
of capital from newly licensed projects and capital increasing projects is
USD125mil, gaining 8.3% of the plan, including US$122mil from 7 newly licensed
projects and US$3mil from 3 capital increasing ones.
Then, by the end of January 2008, there are
904 valid licensed projects with the total capital of US$11.736bil

The investment attracted is estimated at
VND184bil (US$11.5mil) in 1/2008

The development of private enterprises:
From the early period of the year to
16/01/2008, the total capital of business registration from all private
businesses is VND 940 billion (including newly-registered and added capital),
achieving 4.3% of the plan and 3.6 times higher than the same period. Out of
them, there are 85 newly-established businesses, achieving 4.5% of the plan and
rating 80% over the same period with the total capital of business registration
is VND 722 billion and 13 turns of enterprises added VND 218 billion in their
business registration capital.
Until now, the total number of local
private enterprises registering their business is above 6700 with the
registration capital of more than VND 36,000 billion (supplemented registration
capital included)
8/ Management of Land, natural resources and environment:
Check up on the issuance of land using
right certificates in 2007 to have proper plans for issuance of these
certificates in 2008
Inspect 4 units that functionally issue groundwater exploitation certificates;
Verify 5 dossiers applying for discharging waste water into water sources
Lauch the program for environmental
observation in 2008
Finish the inspection over the land use in
Tan Hoa Ward, in Phuoc Tan Village, Long Thanh District by land-using
organizations, in Vinh Cuu and Long Thanh Districts by businesses located
outside industrial zones

Scientific and Technological activities:
Monitor and manage 52 scientific researches and studies, and
technological development that are conducting;
Organize the meeting of provincial scientific and technological
council to approve of list of scientific and technological researches and
studies in 2008.
Launch scientific and technological programs such as energy
saving, productivity and quality enhancement
Launch the program for supporting the design and application of
advanced management system to organizations and businesses across the province
from 2006 to 2010

CULTURE – SOCIETY:
1.
Cultural and information activities:
Work on disseminating the Resolution of the 10th
National Party Congress , and the movement of “Learn and practice Ho Chi Minh’s
moral codes”
Celebrate the 63rd anniversary of Vietnam
People’s Army
Districts, towns and city enhance their dissemination via various ways like visual promotion, mobile information, radio
broadcast, publishing, banners, billboards and electronic bulletins
Amateur musical
shows take place regularly with a great number of contests
The
inter-sectored inspection team investigated businesses doing cultural-related
services and detected 31 violation cases.
2/ Sports activities
Organize sports activities to celebrate the
anniversary of Vietnam People’s Army and Tet Holiday of the Mouse Year.
Some sports competitions have been held

3/ Education
and Training:
Examine and recognize national standards for schools
Organize the math symposium at Ngo Quyen High School

4. Health care activities:
Around 289 turns of people have been checked up and given treatment and
VND1.9bil is the hospital fees that have been exempted and reduced

prevention of dengue fever, malaria, acute diarrhea and other epidemics in the
province.
Work on the inspection on the food
safety and hygiene in Tet holiday.
Examine the
compliance of 12 medical ethics; improve treatment quality and people’s health
care.
Fortify health
education and communication; improve knowledge of epidemics and disease
prevention in the province.

Social policies:
In 01/2008,
manage to seek jobs for 7819 employees, achieving 9.2% of the plan; there were
4700 employees accepted by enterprises; combine the economic and social programs
to seek jobs for 3119 employees.
Vocational
training: there were 2387 trainees graduating from vocational training,
achieving 4.3% of the plan. Among them, vocational centers trained 1387
employees; enterprises further trained 1000 employees after recruitment.
Hunger
elimination and poverty reduction: In 01/2008, 800 poor families have reached
the preferential loans with the total sum of VND 8 billion, achieving 8% of the
plan

External affairs
Manage to
permit 5 individuals and 3 delegates of 18 public servants to go abroad in
Korea, China, Singapore, Malaysia, Thailand and New Zealand with such many
purposes as pushing forward high-level human resource training, investigating
imported vehicles, observing the close agricultural taking part in short-termed
training courses and also traveling
Manage to allow
14 foreign delegates from Korea, USA, China, Japan and Australia to pay working
visits to the province
III.
SOCIAL SECURITY AND ORDER
1.
Violation against social order
-
there have been 160 cases, rising 10 cases against 12/2007, 5
dead, 20 wounded. Main crimes were consciously injuring people with 17 cases (up
13 cases), 115 cases of property robbery (up 9 cases), ... notably, 5 murders
(up 2 cases), 05 cases of property stealth (fell 6 cases), and 2 cases of
children rape (no case is recorded the previous month). Initially, 81 cases
have been finished investigation, 112 subjects have been arrested, 2 subjects
are being hunted for.

Economic
crime:
Unveil 67 cases
of economic offense, rising 28 cases against 12/2007. Most emerged were 1 case
of defalcation with a sum of VND71mil, 1 case of cheating for property seizure
with a sum of more than VND700mil, 23 cases of illegal business (up 17 cases) 18
cases of dealing in struggled goods (up 9 cases). 3 criminal cases have been
prosecuted, 24 cases have been brought into administrative processing, 3 cases
have been transferred to other functional divisions for process, and the rest
are documented for process.

Drug criminals:
Detect and deal
with 21 cases – 59 drug selling, storing and illegal using criminals, falling 1
cases against 12/2007. 17 cases – 24 criminals have been prosecuted, 4 cases –
35 criminals have been brought into administrative processing.

Traffic accidents, Social evils:
- Road
traffic accident occurred 54 cases, rising 1 case, 55 dead (up 3 persons), 14
serious wounded (up 2 persons). These cases were mainly caused by traffic
participant’s awareness to commit such errors as 43.18% of driving on the left
side and reckless overtaking; 31.81% of careless observation and sudden pass and
unlawful turnaround; 11.36% of speed limit violation;
Waterway accident happened 02 cases (up 2 cases), 2
dead (rose 2 persons).

Railway accident happened 1 cases, 1 dead
Detect and eradicate 45 gambling units, detain 48
gambling organizers and 86 gamblers; eradicate 4 prostitution spots, and detain
2 brothel owners and 4 prostitutes
Fires: 5 cases
(3 in Bien Hoa, 1 in Trang Bom and 1 in Nhon Trach). The property damage is
estimated at over VND34bil.
Explosion: 2
cases in Xuan Loc and Dinh Quan, 1 dead and 3 wounded.

Scientific and technological activities:
Monitor and manage the progress of the developing projects and
plans; organize scientific and technological board to consult and approve of
projects as planned in 2008
Build up models and other projects of applying new technology to
serve economic – social development in the province
Launch scientific and technological programs for community,
agriculture and rural areas like: intellectual property right program, famous
brand-name support program, Vietnam quality prize program, radiation safety and
control program and so on
II/ Cultural
and social fields:

Information– sports and physical training
- Disseminate the strict compliance
with the Party’s Resolutions, the movement “Learn and practice Ho Chi Minh’s
moral code”;boost cultural and musical activities in rural and remote areas,
ethnic minority living areas and industrial parks where a great number of
workers work and live.
Draw up plan to celebrate Tet Holiday (the year of Mouse) and
the 78th anniversary of Vietnam Communist Party; disseminate information about
militatry recruiment in 2008
- Speed up the progress of
developing scientific researches and the restoration of historical and cultural
relics; carry out the project for developing biological – cultural – historical
center of War Site D
Strengthen
state management; push up inspection of businesses doing culture-related
services in the province
Organize
sports activities to celebrate the 78th
anniversary of Vietnam Communist Party and the traditional Tet Holiday; take
part in competitions as planned

Education and training:
-Organize
the teaching festival at provincial level for senior high-schools; training the
sports team taking part in the Phu Dong Sports Festival in Nha Trang; inspect
divisions of education and training to know if they make a good job of education
universalization; organize seminars on professional skill management in senior
high schools
Hold conferences to look back on activities of
community learning centers in 2007 and issuance of informatics and foreign
language certificates; prepare for organizing the examination of informatics and
foreign languages in March 2008
Finish the
report on the management of issuance of degrees and certificates in 2007 by
vocational schools;
Count the
number of students going to take the high school graduation exam to have proper
plan for the university entrance exam in 2008
3/ Health care
Carry out the plan for serving Tet Holiday; enhance
inspection of food safety; ensure good treatment on Tet Holiday
Foster the prevention of the epidemic of serious
acute respiratory system inflammation caused by virus A.
Continue control of epidemics and introduce measures
to prevent and fight acute cholera in the province
Continue inspection of private medical practice and
food safety as planned.
4/ Labor – martyrs –
social welfares:

Strive to create jobs for 7,000 laborers and issue labor records
for 2,000 laborers.

Draw up plan for vocational training and plan for legal
dissemination and support, both targeting the poor
Conduct
non-governmental organization financed projects for children having special
circumstances and children receiving allowances in the community

1/ National
Security Protection:
- Work out the plan for ensure
security before, while and after Tet Holiday; organize cultural and sports
activities to celebrate Tet Holiday
Implement
directions given by the Ministry to strictly comply with regulations of the
Party and the Government on police guard
2/ Social Order
Maintenance
Promulgate Directive on enhancement of fire control in Dong Nai
The Provincial Criminal Control Steering Committee organized a
conference to look back on ten years of preventing and fighting crimes from 1998
to 2007
Carry out the plan for preventing and fighting motorcycle
robbery in 2008 and work out the 5th stage of the plan for illegal racing
control
Make a report on the survey into what people think about the
administrative reform by Dong Nai’s police force in terms of social order and
safety
Collect administrative forms and submit them to Department of
Internal Affairs to complete the administrative reform section on Dong Nai’s
website
