Agricultural, forest and aquatic products:
Estimated value of agricultural, forest and aquatic production in 2008 is
7,083.9 billion (fixed price in 1994), reaching 101.1% of the plan, up 6%
against 2007. Specifically, agricultural production value is VND 6,515.5
billion, reaching 100.8% of the plan, up 6% (with the increase of 3.2% in
cultivation, 13.1% in breeding and 3% in agricultural services); forestry
production value is VND 81.7 billion, reaching 109.8% of the plan, as much as
the same period; production value of fisheries is VND 486.7 billion, reaching
104.6% of the plan, up 6.6% over the same period.

Agricultural production:

Farming:
The
weather in 3 seasons of winter-spring, spring- summer and summer-autumn in 2008 is rather
favourable to plants. The agricultural sector has instructed farmers to convert
plants and animals in line with natural conditions of each region and apply
scientific techniques to production such as fertilization via pipelines,
economical watering for perennial trees and fruit trees, control pest on plants

Breeding
Disseminate methods to control epidemic diseases and new regulations in
vaccination against foot and mouth disease and blue ear disease in pigs;
instruct breeders how to use antidote for breeding facilities; antidotally
sanitize vulnerable areas
Enhance
the operation of veterinary collaborator network at grass roots level to better
know disease situations; maintain hot line to timely have information about
epidemics from grass roots level

Estimated total of commodity retail sale in 2008 is VND

Market price:
Consumer Price Index (CPI) in 12/2008 decreased 1.41% compared to 11/2008. Among
10
commodity and service groups,
there were 3 groups slightly down: food and eating
service fell 0.31%; house, electricity, water, gas and fuel fell 3.73%;
transportation, post and telecommunication fell 11.61%, and 7 groups were
slightly up in comparison with the previous month: beverage and cigarette rose
0.73%; textile & garment, headwear, footwear rose 0.62%; household devices and
housewares rose 0.11%; medicine and medical service rose 0.57%; culture,
entertainment and tourism rose 0.08%; educational service rose 0.04%; commodity
and other services rose 0.24%.
Consumer Price Index (CPI) in 12/2008 rose 19.69% compared to 12/2007 (after 1
year). Among 10 commodity and service groups, 1 group has a higher increase than
the average rate, that is food and eating service with the increase of 38.75%.
The other groups are up as follows: transportation, post and telecommunication
rose 4.24%; medicine and medical service rose 7.17%; textile & garment,
head-wear, footwear rose 7.44%; beverage and cigarette rose 6.27%; culture,
entertainment and tourist rose 3.03%; household devices and housewares rose
7.76%; educational service rose 2.26%; commodity and other services rose 4.63%.
Meanwhile, the group of house, water, electricity, building materials, gas and
fuel decreased 0.04%;.
Gold
price index:
Gold price in 12/2008 in comparison with that in 11/2008 rose 0.32% and up 6%
over the same period.
US
Dollar price index:
In 12/2008 rose 0.74% in comparison with in 11/2008 and surged 5.65% over the
same period.
2.1.3.
Post & Telecommunications – Information Technology:
a. Post
& Telecommunications:
Estimated turnover in 12/2008 was VND 170 billion and amount to VND 1,785
billion in 12 months, surpassing 2% against the plan.
Phone
number development: estimated fixed-line subscribers in 12/2008 are 9,048 and
amount to 70,000 in twelve months, gaining 100% of the plan. Cell phone subscribers are 20,000 and amount to 388,455 in 12
months, surpassing 23.3% against the plan.
Internet subscribers in 12/2008 (ADSL) are 1,500 and amount to 21,124 in 12
months, surpassing 14.2% against the plan.
b.
Information technology:
In
collaboration with IT Application Office, organize a conference on training
management of IT investment and application to operation of state-run agencies
in 2008
Complete the regulations for the consultancy team and the 2009’s action program
within the program coordinated the Provincial Farmers’ Association for using IT
to serve agriculture, rural areas and farmers

Financial activities:
Estimated local budget revenues in 2008 is VND 12,095.59 billion (including VND
371.12 bil gained from lottery), gaining 112.2% against estimate, surging 15.2%
over the same period. Estimated local budget expenditure is VND 3798.79bil
(including VND275bil spent from lottery), gaining 80% against estimate, surging
3% over the same period

Banking activities:
Estimated locally-mobilized capital till December 31, 2008 is VND 26,747
billion, rising 33.9% in comparison December 31, 2007. Loan sales in 12/ 2008
is estimated at VND 6528 billion, rising 9.4% over the same period including
VND5679bil from short-term loan, rising 23.5%; VND849bil from medium and
long-term loan, falling 38.1% over the same period. The total debit balance till
December 31, 2008 is VND26,862bil, rising 12.7% compared to December 31, 2007

Export:
Estimated turnover in 2008 is USD 6.8 billion, gaining 97.7% of the plan, rising
25% over the same period.

Central state enterprises:
Estimated turnover in 2008 is USD 170.9 million, gaining 97.1% of the plan,
rising 23.7% over the same period.
- Local
enterprises:
Estimated turnover in 2008 is USD 390.6 million, gaining 97.6% of the plan,
rising 24.6% over the same period.

Foreign-invested enterprises:
Estimated turnover in 2008 is USD 6,287 million, gaining 97.7% of the plan,
rating 25.2% over the same period.
Import:
Estimated import turnover in 2008 is USD 8.1 billion, gaining 99.3% of the plan,
rating 28.7% over the same period. Specifically, estimated import turnover of
central state enterprises in 2008 is USD 88.4 million, gaining 102.6% of the
plan, rating 20.6% over the same period. That of local enterprises in 2008 is
USD 173.9 million, gaining 102% of the plan, rating 22.3% over the same period
last year. That of foreign-invested enterprises in 2008 is USD 7,884 million,
gaining 99.2% of the plan and rating 28.9% over the same period.
2.3.
Transportation:
Commodity transportation:
Estimated output in 12/2008 was 2,513 millon tons for transport and 123,915
million tons per km for rotating carriage, rising 2.3% for transport and 3.7%
for rotating carriage over the previous month. Among them, state-owned commodity
transportation gained 17.1 thousand tons for transport and 671 thousand tons per
km for rotating carriage, rising 1.2% for transporting and 2.8% for rotating
carriage over the previous month. Non-state commodity transportation gained
2,495 million tons for transport and 123,244 million tons per km for rotating carriage, rising 2.3% for transport and 3.7% for rotating carriage over the
previous month.
The
output of commodity transported via Dong Nai port: The estimated output in
12/2008 gained 440 thousand tons, rising 2.8% over the previous month.
Passenger Transportation:
Estimated passengers in 12/2008 are 4,561 million for transport and 263,880
million per km for rotating carriage, rising 3.1% for transport and 4.7% for
rotating carriage over the previous month. Among them, state-owned passenger
transportation gained 819 thousand passengers for transport and 15,674 thousand
passengers per km for rotating carriage, rising 1.7% for transport and 3.4 for
rotating carriage over the previous month; non-state passenger transportation
achieved 3,743 million opassengers for transport and 248,206 million passengers
per km for rotating carriage, rising 3.4% for transport and 4.8% for rotating
carriage over the previous month.

Investment and Development:
Estimated value in 2008 is VND 26,735 billion, achieving 99% of the plan, rating
31.8% over the same period in 2007.
Evaluation on local-managed budget capital:
The
total of planned investment and construction capital from provincial budget in
2008 is VND 1,497.426 billion.
Estimated complete value in 2008 is VND 1,400 billion, achieving 93.6% of the
plan

Overview of foreign investment attraction:
The
total of capital from newly licensed projects and capital increasing projects
is estimated at over USD 3 bil, rating 100% of the plan and up 12.3% over the
same period, including USD 2.2 bil from 120 newly licensed projects and USD 800
mil from 130 capital increasing ones.
Then,
by the end of December 20 2008, there are 1,016 valid licensed projects with the
total capital of USD 14.7 bil.
6.
Overview of domestic investment attraction
The
investment attracted is estimated at VND 22,521 bil (USD 1.4 bil) in 2008.

The development of private enterprises:
From
the early period of the year to 17/12/2008, the total capital of business
registration from all private businesses is VND 17,537 billion (including
newly-registered and added capital), achieving 97% of the plan and 93% over the
same period. Among them, there are 1777 newly-established businesses, surpassing
4% of the plan and up 15% over the same period with the total capital of
business registration is VND 12,863 billion and 527 turns of enterprises added
VND 4,674 billion in their business registration capital.
Until
now, the total number of local private enterprises registering their business
amounts to above 8,000 with the registration capital of more than VND 50,000
billion (supplemented registration capital included)
8.
Management of Land, natural resources and environment:
In
December 2008, 1000 using right certificates have been issued, of which 50 have
been issued for organizations and households and 950 for individuals, adding up
to 37,802 certificates from the beginning of the year untill now.
Finish
making an inventory of land fund being used and managed by organizations in
compliance with Directive No.31/2007/TTg of the Prime Minister; check up on the
management of planning and use of land in 5 years, from 2006 to 2010, in
accordance with Decision No.391/QD-TTg dated April 18, 2008 of the Prime
Minister
Continue conducting projects for environmental protection including project for
environmental protection around Dong Nai River area, projects for increasing
awareness in environmental protection for the community, project for solving
environmental problems regarding oil overflow and toxic chemicals till 2010 and
towards 2020
Finish
the inspection and classification of pollution causing establishments in
accordance with Circular No.07/2007/TT-BTNMT of the Natural Resources and
Environment Ministry for 217 businesses;
Do
regular inspection of 10 units; continue supervising the compliance with penalty
decisions due to environmental violation committed by Vedan Company
9. Scientific and
Technological activities:
Monitor
and manage 52 scientific and technological development researches and studies
that are conducting; the result of 26 researches have been accepted and transferred to put into practice;

– SOCIETY:
1.
Culture
and information activities:
Continue working
on disseminating Resolution 8 of Provincial Communist Party’s Central Steering
Board, and the movement of “Learn and practice Ho Chi Minh’s moral codes”;
celebrate the 310th year of founding and development of Bien Hoa –
Dong Nai;
Recreation activities take place regularly, attracting a huge participation of
people

maintain the inspection of businesses of public cultural services and tourism;
ensure these activities to comply with laws.

Organize a provincial “problem solving with calculator” contest;
survey the
anti-illiteracy work all over the province in 2008;

submit it to the MOET on the results of professional secondary school admission
and what is going on at this early academic year; arrange high schools in the
province for senior students of HCMC Education University to have their teaching
practice; survey senior high school students to prepare for the university
entrance exam 2009 such as admission registration or any admission-related

prevention of dengue fever, malaria, acute cholera and other epidemics in the

elimination and poverty reduction: In 2008, 14000 poor families have reached the
preferential loans with the total sum of VND 140 billion, which surpasses 34%
against the plan in terms of the amount of money

result of administrative reform in 8 units at department level and 11 units at
district level and also supervise this reform in 29 communes, wards and towns
