A. Socio-Economic Overview in
August 2009 and first eight months of 2009
I. ECONOMY:
1. Manufacturing:
1.1. Industrial
manufacture-building:
Estimated value of industrial manufacture and building in 8/2009 (fixed price in 1994) is VND7,289.9bil in which the
value of industrial manufacture is VND7,159.1 bil, increasing 0.8% against the
previous month. The total value of first eight months reaches VND50,281.2bil, in
which that of industrial manufacture is VND53,108.7bil, achieving 63.3% of the
plan and increasing 7.8 % compared with the same period.
a/ Central state owned industrial sectors:
Estimated value of industrial manufacture in 8/2009
is VND846.5bil, increasing 0.1% against the previous month, the total of first
eight months reach VND5,921.5bil, achieving 67.4% of the plan and increasing
0.8% compared with the same period.
9 out of 13 secondary industries and 18 businesses
have their production value increased against the previous month while the
remaining ones have their value fallen or approximate to the previous month.
b/ Local state owned industrial sectors:
The production value in 8/2009 is estimated to reach
VND242.5bil, up 0.6% against the previous month; the total value of first eight
months reaches VND1,793.6 bil, achieving 57.6% of the plan, 2.5% as much as the
same period.
8 secondary industries and 14 businesses have
production value increased against the previous month while the remaining ones
have their value fallen or approximate to the previous month.
c. Non-state industrial sectors:
- Estimated
value of industrial manufacture in 8/2009 is VND941.7bil, up 0.9% against the
previous month; the total of first eight months reaches VND7,303.9bil, achieving
65.1% of the plan, up 8.7% against the same period.
d. Foreign-Invested Industrial Sectors:
- Estimated value of industrial manufacture in
8/2009 is VND5,128bil, up 0.9% against the previous month; the total of first
eight months reaches VND38,089.7bil, achieving 62.6% of the plan, up 9% against
the same period.

+ Building material exploring and manufacturing
sector: The total value in the first eight months is VND2,535.5 bil, 95% as
much as the same period. Among these sectors, rock and mines exploring increase
3.9% over the same period.
+ Processing industry of agricultural produce and
foods: The total value in first eight months is VND13,431.9bil, up 13.1%
over the same period, including the increase of 13.4% in food and beverage
manufacturing sector over the same period.
+ Textile, garment and footwear: The total
value in first eight months is VND11,517.8bil, up 11.4% over the same period in
which textile up 10.4%, suit making up 7.7% and leather and pack manufacture up
13.4% against the same period.
+ Wood processing: The total value in the
first eight months is VND3,592.9bil, up 9.8% over the same period.
+ Paper and Publishing: The total value in
the first eight months is VND1,331.2bil, 93.8% as much as the same period in
which production of paper and paper made products up 93.5%.
+ Chemical substances, rubber and plastic:
The total value in the first eight months is VND7,210.3bil, up 8.4% over the
same period, including the increase of 7.4% in production of chemical substances
and chemical products against the same period.
+ Mechanic: The total value in the first
eight months is VND6,777.7bil, up 5.8% over the same period
+ Electricity and Electronics: The total
value in the first eight months is VND6,026.1bil, up 6.3% over the same period,
in which office accessories and computers manufacturing industry is as much as
52.3% over the same period.
+ Power and Water: The total value in the
first eight months is VND685.2bil, increasing 3.1% over the same period.
1.2. Agricultural, forest and
aquatic products:
1.2.1. Agricultural production:
a/. Farming:
The seeding and planting progress of crops: By
14/8/2009, the total area of 5,242ha has been seeded, achieving 7.3% of the
plan, 28.6% as much as the same period; including 1,705ha in rice crops,
achieving 5.5% of the plan, 28.8% as much as the same period; 1,902ha in corn,
achieving 8.5% of the plan, 26.4% as much as the same period; 387ha in starchy
crops, achieving 14.3% of the plan, 22.5% as much as the same period; 901ha in
vegetables, achieving 10.4% of the plan, 39.5% as much as the same period; 162ha
in short-term industrial crops, achieving 2.9% of the plan, 14.8% as much as the
same period.
b/ Breeding
- Disseminate methods to control epidemic diseases
and new regulations in vaccination against foot and mouth disease in cattle, and
influenzas in poultry; antidotally sanitize vulnerable areas.
- Keep enhancing the operation of veterinary
collaborator network to get information about epidemics.
1.2.2. Forestry
- Directed by the Department
of Agriculture and Rural Development, the management board of the preventive
forest in Long Thanh District has built and implemented the project on recovery
and development of mangrove forest from 2008 to 2015.
- Control forest exploiting under the instruction of
the Ministry of Agriculture and Rural Development in Document No. 1376/BNN-LN
dated May 22, 2009 and Document No. 459/VP.UBND dated June 12, 2009 of the
Provincial People Committee.
1.2.3. Aquaculture
- Coordinate with economic secretariats in districts
and cities to control the area of water surface for aquaculture to survey, do
statistics and catch the development of aquaculture there.
- Take samples at shrimp-breeding farms to check
excessive amounts of antibiotics and chemicals potentially harmful to consumers
in accordance with Circular No. 15/2009/TT-BNN dated March 17, 2009 of the
Ministry of Agriculture and Rural Development.
2. Trading and service, export and
import, tourism:
2.1. Trading and service sector:
2.1.1. Domestic market:
Estimated total of commodity retail
sale in 8/2009 is VND3,801.6bil; that of the first eight months is VND26,061.2
billion, gaining 57% of the plan and surging 20.8% over the same period.
State economic sector: Estimated
total of commodity retail sale in 8/2009 is VND318.7bil; that of the first eight
months is VND2,004.1bil, gaining 52.5% of the plan and surging 4.5% over the
same period.
Non-state economic sector: Estimated
total of retail sale in 8/2009 is VND3,281.9bil; that of the first eight
months is VND22,373.2bil, gaining 56.8% of the plan and surging
23.3% over the same period.
Foreign-invested sector: Estimated
total of retail sale in 8/2009 is VND201.1bil; that of the first eight months is
VND1,684.3bil, gaining 67.5% of the plan and surging
11.4% over the same period.
2.1.2. Market price
- Consumer Price Index (CPI) in 8/2009 rose 0.33%
compared to 7/2009. Among 10 commodity and service groups, 3
groups have a higher increase than the average rate: garment,
headwear and footwear up 0.37%; transportation and
telecommunication up 1.59%; culture, entertainment and tourism up 0.35%. The
rest have a lower increase than the average rate: food and eating service up
0.16%; medicine and medical service up 0.24;
educational service up 0.04%; commodity and other services
up 0.21%; beverage and cigarette up 0.19%; household devices and housewares
up 0.32%; house, water, electricity, fuel and building
materials up 0.3%.
- Consumer Price Index (CPI) in
8/2009 rose 3.35% compared to 12/2008. Among 10 commodity and service groups, 6
groups have a higher increase than the average rate: baverage and cigarettee up
3.94%; garment, headwear and footwear up 4.02%; house, water, electricity, fuel
and building materials up 8.76%; medicine and medical service up 4.73%;
transportation and telecommunication up 4%; commodity and other services up
8.46%;.The rest have a lower increase than the average rate.
- Gold price index: Gold price in
8/2009 increases 2.71% in comparison with that in 7/2009 and 16.9% over the same
period.
- US Dollar price index: In 8/2009,
it is 99.5% as much as that in 7/2009 and surge 7.89% over the same period.
2.1.3. Post & Telecommunications –
Information Technology:
a. Post & Telecommunications:
- Estimated turnover in 8/2009 was
VND 150 billion and VND 1,339.1 billion in 8 months, gaining 72.4% of the plan.
- Developed phone number: Estimated
fixed-line subscribers in 8/2009 are 3,500, that of the first eight months are
38,261, gaining 51% of the plan. Cell phone subcribers are 35,000 and that of
the eight months are 290,607, gaining 72.7% of the plan.
- Internet subscribers in 8/2009
(ADSL) are 2,000, that of the eight months are 18,585, gaining 92.9% of the
plan.
b. Information technology:
- The Department of Information and
Communications supports districts of Tan Phu, Vinh Cuu and Nhon Trach, and Long
Khanh Town to develop open source softwares in accordance with Direction No.
07/2008/CT-BTTTT dated December 30, 2009 of the Ministry of Information and
Communications.
- In coordination with the Customs
Service and the Industrial Zones Authority, Tax Service makes a general list of
enterprises in the province to support them in participating in e-trade
transactions.
2.1.4. Financial acitvities:
- Estimated local budget revenues in
eight months is VND 8,720 billion, achieving 72% of estimate, as much as the
same period in 2008.
- Estimated local budget expenditure
in eight months is VND 2,767 billion, gaining 62% of estimate, surging 28% over
the same period in 2008.
2.1.4. Banking activities:
- Capital source: Estimated
locally-mobilized capital by 20/8/2009 is VND 34,681 billion, rising 24.1% in
comparison with 31/12/2008. Out of the total locally-mobilized capital, deposit
in economic organizations is VND 13,546 billion, occupying 39.1%, rising 16.5%
in comparison with 31/12/2008; residential deposit is VND 21,135 billion,
occupying 60.9%, rising 29.5% in comparison with 31/12/2008.
- Debit balance: The total debit
balance till 20/8/2009 is estimated at VND 34,527 billion, rising 26.4% against
31/12/2008. Specifically, short-term debit balance is VND 23,883 billion, rising
34.7%; medium and long-term debit balance is VND 10,644 billion, falling 11.1%
against 31/12/2008.
2.2. Export and import:
Export: Estimated turnover in 8/2009
is USD540.8 million and that of eight months is USD3,767.9 million, gaining
51.9% of the plan, 93.9% as much as the same period.
- Central enterprises: Estimated
turnover in 8/2009 is USD 8.5 million and that of eight months is USD
70.3million, gaining 47.8% of the plan, rising 84.2% over the same period.
- Local enterprises: Estimated
turnover in 8/2009 is USD 29.6 million and that of 8 months is USD 194.7
million, gaining 54.2% of the plan, 90.3% as much as the same period. Exported
commodities of the local are as follows: 20,856 tons in coffee, 76.2% as much as
the same period; USD22.8 million in garment, 97.1% as much as the same period;
USD3.8 million in pottery-handicrafts, 79.8% as much as the same period.
- Foreign-invested enterprises:
Estimated turnover in 8/2009 is USD 502.7 million and that of 8 months is
USD3,502.9 million, gaining 51.9% of the plan, 94.3% as much as the same period.
Import: Estimated import turnover in
8/2009 is USD686.3 million and USD4,107.6 million in 8 months, gaining 49.9% of
the plan, rating 73.5% over the same period. Specifically, estimated import
turnover of central state enterprises in 8/2009 is USD4.4 million and USD 34.5
million in 8 months, gaining 52.3% of the plan, rating 68.5% over the same
period. Estimated turnover of local enterprises in 8/2009 is USD8.1 million and
USD55.2 million in 8 months, gaining 39.4% of the plan, rating 72.3% over the
same period last year. Estimated turnover of foreign-invested enterprises in
8/2009 is USD673.8 million and USD4,017.9 million in 8 months, gaining 50.1% of
the plan and rating 73.6% over the same period. Key import products are
chemicals, medicines and raw materials for tobacco and manufacture.
2.3. Tourism:
The estimated number of tourists in August 2009 is
165,000 turns of people, gaining 69% of the plan, and bringing a revenue from
tourism of VND27.6 billion, achieving 69% of the plan.
3. Transportation:
- Commodity transportation:
Estimated output in 8/2009 was 1.944 millon tons for transport and 196.136
million tons per km for rotating carriage, rising 1.2% for transport and 1.6%
for rotating carriage over the previous month. Among them, state-owned commodity
transportation gained 23.7 thousand tons for transport and 807 thousand tons per
km for rotating carriage, rising 0.9% for transporting and 1.1% for rotating
carriage over the previous month. Non-state commodity transportation gained
1.920 million tons for transport and 195.328 million tons per km for rotating
carriage, rising 1.5% for transporting and 2.7% for rotating carriage over the
previous month.
- Passenger Transportation:
Estimated passengers in 8/2009 are 4.569 million for transport and 324.396
million per km for rotating carriage, rising 1.5% for transport and 1.9% for
rotating carriage over the previous month. Among them, state-owned passenger
transportation gained 904 thousand passengers for transport and 5.228 million
per km for rotating carriage, rising 1% for transport and 1.6% for rotating
carriage over the previous month; Non-state passenger transportation achieved
3.665 million passengers for transport and 289.168 million passengers per km for
rotating carriage, rising 1.6% for transport and 2% for rotating carriage over
the previous month.
4. Investment and Development
- Total investment and development
capital of 8 months in 2009 is estimated at VND16,597 billion, achieving 59.3%
of the plan, rising 0.7% over the same period.
Overview of key projects in 2009
a/ Transitional projects: there are
6 ones
+ Project to refurbish Thong Nhat
General Hospital: the works has been finished 100% in eight months. It is
estimated that the works has been finished over 90% from the begining to 8/2009.
It is expected to complete in 2009.
+ Project to build Dong Nai General
Hospital: the pile foundation package has been finished 100%. Its
estimate making consultancy, technical design and erection drawing
design for the whole works are being rented.
+ The project to construct 25A road
(DT769): the first-section construction package is in progress with the cost of
VND1.73 bil, rating 5.1% of the plan. The first-section road is being documented
for compensation in detail; the second one is being made a
decision to confiscate individual land; the third one is being documented
for the total compensation; the fourth one is being made a decision to
confiscate individual land. It is estimated to finish 80% of the construction
package in late 2009.
+ The project to build road
319B-HL19: the works is in progress. The first-section road is being documented
for the total compensation; the second one is being made a decision to
confiscate individual land. Till now, the total cost is VND7.9 bil. It is
estimated at VND75 bil till the end of 2009, rating 35% of the works.
+ The project to construct the
biological – cultural – historical center of war site D: The works is in
progress and has been finished 75% till now. It is expected to begin the art
package in late 2009.
+ The Project to build Bau Sao –
Xuan Lap Road: The works has been finished 85% of the plan, and 88% of the whole
project. It is estimated to finish 100%, and accept and bring into use in late
2009.
b/ Newly-developed projects: there
are 2 ones
+ Lo Ren flood control project: the
works has already begun in mid 7/2009, and finished 7% till 8/2009. It is
expected to finish 40% till the end of 2009.
+ Project to build Tran Bien High
School: the bidding results are availble in 7/2009. It is expected to finish 25%
of the works till the end of 2009.
c/ Proposed projects: there are 2
ones
+ The project to construct the road
in Bien Hoa city’s centre: the result of the consultancy
package on estimate making and technical design in
7/2009 is availble. The consultancy unit is now documenting.
+ The project for Vuon Mit traffic
cluster: the result of the consultancy package on estimate making and technical
design 7/2009 is availble. The consultancy unit is now documenting.
5. Overview of foreign investment
attraction:
- From the beginning of the year to
20/8/2009, the total of capital from newly licensed projects and capital
adding projects is USD 483.2 mil, 19% as much as the same period and rating
24.2% of the plan, including USD 256.9 mil from 21 newly licensed projects and
USD 226.3 mil from 24 capital increasing ones.
Till 20/8/2009, there are totally
970 valid licensed projects with the total capital of USD 15.25 bil.
6. Overview of domestic investment
attraction
- The investment attracted in 8
months of 2009 is estimated at VND 46.578 bil (USD 1,009.3 mil), 2.9 times as
much as the same period and 2.3 times of the plan. Till 20/8/2009, there are
totally 178 domestic investment certificates (including
registered investment projects) with VND95,978 bil of
registered capital.
7. The development of private
enterprises:
- From the early period of the year
to 15/8/2009, the total capital of business registration from all private
businesses is VND 9,327 billion (including newly-registered and added capital),
achieving 77.7% of the plan and 78.8% over the same period. Out of them, there
are 1.437 newly-established businesses, achieving 75.6% of the plan and rising
15.3% over the same period with the total capital of business registration is
VND 6,143 billion and 404 turns of enterprises added VND 3,184 billion in their
business registration capital.
Until now, the total number of local
private enterprises registering their business is above 9,400 with the
registration capital of more than VND 58,900 billion (supplemented registration
capital included)
8/ Management of Land, natural
resources and environment:
- Review the status and stored
amount of rock mines in Bien Hoa City, and suggest the Provincial People’s
Committee extend exploitation time.
- Continue
collecting environmental protection fees from
businesses in the province in accordance with Decree 67/2003/ND-CP of the
Government. 80 out of 173 businesses have been checked and VND 1.24 bil has been
collected, rating 21% of the plan.
- Do periodic inspection of 14
enterprises including 6 specialized in resources and envirnoment, 8 ones in
land.
9. Scientific and Technological activities:
- Continue conducting the
Action Program 168 to address intellectual property rights violations in the
period of 2006-2010 in the province.
- Enhance the inspection and checking on
measurement-quality-safety, and control radiation based on the plan of 2009.

II/ CULTURE – SOCIETY:
- Work on holding
culture-sports-tourism activities to celebrate the War Invalids and Martyrs Day
(July 27), 80th foundation anniversary of Vietnam Union (July 28), 64th
anniversary of the day for culture and information sector, and disseminating
public holidays, prevention of A/H1N1 influenza and traffic safety.
- Districts, towns and city enhance their
dissemination via various ways like visual promotion, mobile information, radio
broadcast, publishing, banners, billboards and electronic bulletins; create more
than 5638 meters of banners, renew 576 m2 of panels, radio broadcast more than
5,858 hours, hang up more than 1,490 different flags and release more than 299
publications.
- Enhance the inspection on business of public
culture and tourism services.
1/ Sports activities
- Hold sports activities to celebrate public
holidays; sports movements in districts and cities ebulliently occurred.
- Some sports with high achievements:
Holding badminton competition for provinces in Southeast
Vietnam; taking part in A1 National Championship and 20 nationwide
championships.
2. Education and Training
- Continue fostering knowledge for re-examined
students and hold refresher courses on civic education and geography subjects
for secondary school teachers as planned by the MOET; continue completing the
projects on high quality senior schools, physical education and school health.
- Hold professional training courses for teachers in
English or Informatics, change textbooks for schools and deliver profiles to
educational units.
- Professional Education: sending selection and
admission notes of universities and colleges to students, inspecting and
supervising entrance exams in the province.
3. Health care
Strengthen the prevention of
dengue fever, malaria, acute cholera and other epidemics in the province.
Examine the compliance of 12 medical ethics; improve
treatment quality and people’s health care.
Fortify health education and communication; improve
knowledge of epidemics and disease prevention in the province.
4. Social policies:
- In 8/2009, manage to seek jobs for 8,314
employees, 4,820 of them to work in enterprises, and 3,494 ones via
socio-economic programs. The total number of people provided with jobs in 8
eights is 70,542, gaining 83%.
- Vocational training: in August, 2,988 vocational
certificates have been issued to students.
- Poverty reduction: In 8/2008, 1,541 poor families
have reached the preferential loans with the total sum of VND18,620 million;
hold 2 training courses for 200 officials working on poverty reduction in
districts, Long Khanh Town and Bien Hoa City in 2009.
5. Internal affairs:
- Hold the first civil servant exam in 2009.
- Draw up and develop the plan on directing
departments, sectors, and People’s Committees of districts and communes to
review administrative procedures (2nd stage) of the Project 30.
6. External affairs
- Manage to permit 21 individuals and 13 delegates
of 97 public servants to go abroad in Cambodia, US, Korea, Singapore, Thailand,
Malaysia, Canada, Italy, Germany, Philippine and Australia with many purposes
including researching, working and other purposes.
- Manage to allow 10 foreign delegations to pay
working visits to the province
- Oversee the management of passports, individuals
and delegates going abroad as stipulated in the province.
III. Other work:
1. Implement the program 134:
- Till August 14, 2009, the districts and communes
have supported 2,584 ethnic minority households with houses; its progress as
follows: 2,423 houses were completed and put into use, basically gaining 100% of
the plan (161 households were not supported due to no demands).
2,985 households were supported to buy water container
and dig wells.
2. Implement demand stimulation packages of the
Government
3. Inspection, settling complaints and
denunciations, and anti-corruption:
- In August 2009, the provincial inspection sector
conducts 23 inspections for 34 units in many fields, six of which have
derogation. For the field of specialized inspection, 54 cases are penalized with
VND412 million due to administrative violations.
4. SECURITY AND NATIONAL
DEFENSE
- In 8/2009, there have been 132 cases of violation
against social order, decreasing 38 ones against the previous month, 2 dead, 17
wounded, the damaged property estimated at VND2.4bil.
- Unveil 38 cases of economic offence. 5 cases have
been prosecuted, 6 cases have been brought into administrative processing, and
the rest are documented for process.
- Detect 21 cases of violation against environment
protection, up 5 cases against the previous month. 4 cases have been brought
into administrative processing and the rest are being documented for process.
- There have been 20 cases of road traffic
accidents, down 5 ones against the previous month, 23 dead (down 1 person), and
5 seriously wounded (down 5 ones). They were caused by subjective awareness of
traffic participants.
IV. Evaluation of the Situation in
August and the First Eight Months
of the Year
In the first eight
months of 2009, the province has focused on implementation of socio-economic
targets, leading to quite good results. Values
of industrial production of the existing month gets
higher than the previous one, which is a good sign. The
disease control is regularly maintained. Working
investment capital payments from the budget in the first
eight months to reach higher than the same period is a major
effort in the direction of leaders at all levels and sectors and the
focus on the implementation of the joint and private
contractors. In the eight months, 70,542
jobs are offered to workers, in which 7,630 new jobs are created for workers who
lost their previous jobs.
B. KEY TASKS IN SEPTEMBER,
2009
1. Economy
1.1. Industry
- Implement newly-approved planned projects such as
those for development of agricultural product and food processing, textile,
garment, footwear and handicraft industries in the province as the plan of 2009.
- Supervise, monitor and report on development and
implementation of projects for industry encouragement periodically.
1.2. Agriculture:
- Continue the training plan in the
agriculture-encouragement project entitled “Give a support to raise agricultural
production ability for poor households in the stage of 2008-2010”.
- Hold training courses to disseminate raisers about
bio-safety, veterinary hygiene, and food hygiene and safety.
- Coordinate with the local Department of Waterway
Traffic Police to monitor exploitation of aquatic products in Dong Nai river,
Tri An lake, and Long Thanh-Nhon Trach salt-water forest.
- Direct locals and units to afforest, take care of
forest and plant scattered trees in 2009.
1.3. Trade:
- The Department of Industry and Commerce continues
monitoring market planning, and directing the local government to solve problems
about investment and market relocation.
- Conduct approved plans on the program of “Week of
Vietnamese Goods” and “The Vietnamese should consume Vietnam-made Goods”.
1.4. Budget revenue and expenditure
- The Department of Finance reviews imbalanced
expenditures to handle; closely manage expenditures as regulated by the Budget
Law.
1.5. Investment and construction:
- Promote investment to build houses for students,
workers in industrial zones, and those who have low incomes in accordance with
the planning, program and project of the province and the government.
- Make regulations to manage and monitor the
exploitation and production of building materials, especially the exploitation
of building material mines in the province.
1.6. Information and Communication:
- Coordinate with businesses to ensure
communications and network security working for economic development in the
province.
- Continue coordinating with the Farmers’
Association and implementing Directive No. 34/2008/CT-TTg dated December 3, 2008
on enhancement of using email system and Directive No. 07/2008/CT-BTTTT dated
December 30, 2008 on promoting the use of open-source software.
1.7. Banking activities:
- Enhance safety of funds, regulate and circulate
cash well, and ensure that there are enough all kinds of money during cash flow.
- Develop payment via cards and modern banking
services.
1.8. Environmental resources:
- Appraise and make proceduces on
water and mineral resources to send to the Provincial People’s Committee.
- Perform the project of environment
protection in the province till 2010 and towards 2020 according to Resolution
No. 125/2008/NQ-HDND dated December 5, 2008 of the Provincial People’s Council.
- Monitor and classify units that
cause environment pollution in 2009 in accordance with 07/2007/TT-BTNMT Circular
dated July 3, 2007 of the Ministry of Resources and Environment.
1.9. Scientific and technological
activities:
- Conduct and monitor the progress
of ongoing studies and projects.
- Continue implementing procedures
on establishment of high tech industrial zones that are specialized in
biotechnology in Dong Nai Province.
2. Cultural and social fields:
2.1. Culture – Media - sports:
- Continue widely and deeply
disseminating great resolutions the Party, and the campaign of “Learn and
practice Ho Chi Minh’s moral examples”; promote cultural, arts and sports
activities; present films for political tasks; help residents in remote and
deep-lying areas and ethnic minority people to be able to get access to cultural
activities.
- Promote the progress of research projects on
restoration of historical and cultural works
- Continue focusing on directing the locals to
successfully celebrate province and district-level Sports Games in early 2010.
2.2. Education and Training:
- Develop tasks of high school education; establish
councils for junior and senior high schools.
- Carry out printing procedures, award secondary
school and high school graduation diplomas in continuation education sector in
2009, and organize English and Informatics exams at level A, B, C for the third
time.
- Professional Education: continue delivering the
selection and admission of students to professional vocational schools in the
province.
2.3. Health care:
Strengthen prevention for severe acute respiratory
caused by H1N1 virus.
Continue the prevention of malaria, dengue and other
epidemics in the province
Maintain medical examination and treatment, targeted
health programs as planned
2.4. Labor-invalids-social affairs:
- Strive to create jobs for 7,000 employees and
grant labor books to 1,000 people.
- Continue opening refresher courses for vocational
training teachers of vocational training units in the province.
- Organize training courses for officials working in
the field of poverty reduction in districts, Long Khanh Town and Bien Hoa City.
- The labor, invalids and social affairs sector
develops vocational training work for rural areas and poor laborers.
- Coordinate with relevant sectors to disseminate
ways of controlling social evils in the province
2.5. Internal Affairs:
- The Department of Home Affairs
issued the decision on recogizing the results and that on recruitment for
candidates who passed civil servant examination at province, district and
commune levels in 2009.
- Continue suggesting the Department
of Justice evaluate the project to support job rotation system for management
staffs and the project to support for training and refreshing staffs and
officials.
- Upload administrative procedures at province,
district and commune levels to administrative renovation category in the
information website to facilitate people and enterprises to search information.
2.6. External Affairs:
- Continue dealing with the
documents of visiting foreign delegations, consular affairs, guest reception,
friendship and foreign non-governmental co-operations in the provincial area as
stipulated.
3. Some other work:
3.1. Continue promoting administrative
reformation, raising management validity and effect of the state apparatus.
- Focus on the implementation of
Resolution No. 1/NQ-CP dated January 9, 2009 of the
government on key solutions to direct and operate the implementation of the plan
of socio-economic development and state budget estimate in 2009; Resolution No.
30/NQ-CP dated December 11, 2008 of the government on urgent solutions to
prevent economic reduction and maintain economic
growth, ensure social security and pay a special attention to resolving loaning
problems in accordance with Resolution No. 497/QĐ-TTg dated April 17, 2009 of
the Prime Minister.
- The Action Board supports and
controls enterprises in the province, reflects and handles problems of
enterprises in time.
- Departments and sectors continue
conducting relevant programs and projects in service of the session of the
People’s Council in late 2009.
3.2. Inspection, complaint and
denunciation solving and anti-corruption
- The Provincial Inspection Board in
coordination with units holds training courses on property and income
declaration in 2009 according to the Plan No. 6372/KH-UBND dated August 10, 2009
of the Provincial People’s Committee.
- The Inspection Boards of
departments and sectors enhance the inspection of implementation of policies and
laws of organizations and individuals in specialized management fields.
- Enhance roles and responsibilities
of inspection sector in solving complaints and denunciations; reviewing and
handling crowded and complicated cases; conducting decisions on solving
remaining complaints thoroughly.
3.3. SECURITY AND NATIONAL DEFENSE
- Develop the plan of inspecting
pollice units in accordance with Directive No. 03/CT-BCA dated April 10, 2009 of
the Ministry of Public Security on fully founding district-level public security
units in new situation.
- Direct pollice units to implement
regulations on publicity and transparence in activities of organizations and
units in the province.
