The report of the provincial People’s Committee shows that the province’s
economy continues to grow and that the GDP of the first six months of the year
increases by 7.14% over the same period, which is lower than the plan goals
established in the resolution of the provincial People’s Council but higher than
the country’s average growth rate. Particularly, industry and construction
increases by 7%, services by 8.9% and agriculture, forestry and aquaculture by
3.6%. The budget revenue reaches 45% compared to the plan, up 1% over the same
period. The first six months’ export value is estimated to reach 33.2% of the
plan. Meanwhile, the import value is estimated to account for 28.2% of the plan.
Foreign investment attraction grows slow. Some five new projects have been
licensed and ten capital increase permits have been issued for five months.
However, it is necessary to focus on employment generation. Over the past five
months, employment has been generated for 8,488 laborers. Besides, the
activities of culture, society, health, education and taking care of the poor
and those who have devoted to the country have also received a special attention
...
However, the provincial People's Committee suggested that the province consider
making changes to some important criteria in 2009 based on the implementation
results of socio-economic criteria and the evaluation results in the first 6
months of 2009. Particularly, the 2009 GDP growth rate of 14.5% will be reduced
to by 9% or 9.5%, the GDP growth rate from VND64,620 billion to VND60,000 or
VND61,000 billion according to the current price, GDP per capita from VND25.747
million to VND24.4 or VND24.6 million according to the province’s resolution,
the production value of industry and construction from 20% to 10.5%, the
production value of agriculture, forestry and aquaculture from 5.6% to 4% or
4.5% and total export value from 23% to 10%.
Simultaneously, the provincial People’s Committee has produced five additional
solutions for fulfilling socio-economic tasks in the second six months of 2009:
focus on dealing with the problems which businesses are confronting, enhance
production and business actitives, mobilize and use investment capital sources
effectively and prevent economic recession. Particularly, it is necessary to pay
more attention to how to raise and use investment capital for development
effectively, focus on raising private and foreign investment capital for
infrastructure, promote agricultural and rural development, improve the living
standard of farmers by ensuring social security and by expanding socialization
into the areas of education, vocational training, health, culture, sports and so
on, propose solutions on environmental protection and sustainable development,
continue administrative reform, improve the efficiency of the interest rate
support program for the loans to buy machinery, equipment and materials for
agricultural production and building materials for building houses in rural
areas, continue administrative reform program, improve the management efficiency
of the government machinery and prevent corruption and waste effectively.
