Reports at the Congress show that over 20-year organization of Technical Innovation Contest nationwide, movement of innovation activities and technical advances across the country has developed in terms of quantity and quality. The number of ministries, sectors, provinces, cities holding this contest has increase more and more as well as one of submitted solutions has gone up more and more with better quality.
There is a wider variety of contestants, from scientists, technicians, to farmers, workers who all won major awards. From 2006 to 2009, number of submitted solutions have increased sharply for the contest was held according to Prime Minister’s Decision no. 165 in which solutions were scored in localities and selection of the best ones would be sent to the Central. Thousands of feasible solutions had been brought to compete and almost 500 ones got prizes over the past 20 years with substantial economic effectiveness. Winning solutions continue to be applied extensively in life and production, satisfying realistic demand and bringing about high social and economic effectiveness.
At this national congress, Dong Nai was honored as an exemplary unit in holding and implementing Decision no. 165 of Prime Minister in the locality and had the honor of taking part in the discussion at the congress. From 1990 to 2010, Dong Nai held the contest fifteen times, ranking the second after Ho Chi Minh city. Since Decision 165/2006/QĐ-Ttg was made, it has held the contest every year with 197 submitted solutions mostly in the following fields mechanics, electronics, traffic, agriculture, information technology, food chemistry technology, education and training, health, environmental protection, etc. About 118 technical solutions have been awarded. Most of solutions have been built from reality of labor, production and study. Many solutions have been applied successfully and brough about big economic values to the society. This is a long step toward the road of discovering innovative potentials of the province.
Addressing the congress, Deputy Prime Minister Nguyen Thien Nhan has suggested expanding the contest and having a policy to encourage localities that still have got weak movement to hold the contest, caring more about business bloc, having a model of awarding and honoring formally and having solutions to apply winning ones. At the congress, Dr. Pham Van Sang-Director of Dong Nai Department of Science and Technology had the honor of receiving a certificate of merits for his considerable achievements in propaganda, popularization and organization of the Technical Innovation Contest.
