Addressing the meeting, Head of Dong Nai Commission for Ethnic Minority Affairs
Dieu Bao reported on the province’s implementation of Resolution no.134, which
has shown practical results the past four years to some extent.
Dong
Nai has provided agricultural land for 40 households, and assisted them with
breeding techniques and knowledge, offered vocational training to 2,668
households, and supplied accommodation for 598 households, housing for 2,422
households and water for nearly 3,000 households.
Thanks to the above support programs, ethnic minority people can peacefully
settle, deal with difficulties in their daily life, and make contributions to
big changes in all aspects.
The
second phase of Program 135 in 2006-2010 period in the province has practically
implemented and reflected the people’s thoughts and aspirations.
Ethnic minority people’s materialistic and spiritual lives have been raised with
98 percent of communes that have roads for vehicles, with 100 percent of
communes that have standard chools, and medical clinics, with 97 percent of
households that gain access to electricity and with a poverty decline from 23.5
percent in 2006 to 20 percent in 2010.

training of ethnic minority officers has been paid attention to.

Political security, social order and safety and the great national unity bloc
have been maintained.

Addressing the meeting, Vice Chairwoman of Dong Nai People’s Committee Huynh
Thi Nga highly appreciated the efforts of all levels, all sectors and all
classes of people in the province through difficulties and in reaching the
program’s targets. However, there remains some challenges:
- The
implementation progress of the program has still been slow.

There have remained difficulties towards how to verify and select government
policy beneficiaries.

Some local authorities have not taken initiative to make plans and been slow in
implementing these plans.

Little education and propaganda have reached the hands of the people, and a
minority of ethnic minority people are always relying on and waiting to get the
assistance from the government.
To
successfully implement Decision no.134 and Program 135 in the future, Chairman
of Dong Nai People’s Committee asks:
- All
sectors and local authorities to continue fully grasping the Party and the
government’s guidelines and policies and to fulfill targets and tasks concerning
Ethnic Minority Affairs.
- The
Commission for Ethnic Minority Affairs and concerned agencies to timely consult
levels of authorities on how to implement programs effectively, reach national
objectives, carry out investment projects, and give assistance to ethnic
minority people.
- To
enhance poverty alleviation programs among ethnic minority communities.
- To
focus on dealing with urgent issues, stabilize and improve the public demand for
food, accommodation, life, and health.
- To
preserve and promote the country’s cultural identities, and continue bringing
law education and propaganda to ethnic minority communities.
- To
focus on and promote vocational training programs that go together with
providing jobs for ethnic minority young people, and consider this as a key
solution to helping people reduce poverty and acquire a firm life.
On
this occasion, Dong Nai People’s Committee awarded certificates of merit to 22
collectives and 54 individuals with outstanding achievements in the
implementation of the Prime Minister’s Resolutions no.134 and no.07.
