Accordingly, since April 15, 2010, all toys must pass through the tests before
hitting the market. If technical standards have been met, a quality stamp will
be attached to the product.
The National Technical Regulation on Toy Safety is
issued by the Ministry of Science and Technology to help minimise health and
safety risks among kids during play. The new regulation defines all technical
requirements, especially related to limits for toxic organic chemical compounds,
such as formaldehyde.
In particular, liquid toy made for children must
have a pH of less than 3.0 (ISO 787-9); cloth or paper toys made specifically
for children must contain less than 30mg/kg of formaldehyde. Chidren’s wood toys
must have a level under 80mg/kg.
Electric-powered toys
are not allowed to exceed 24V.
The components of toys if exposing to the power with
an excess of 24V and other conductors as well as electric cables must be
insulated and protected from electric shock.
Labeling toys is subjected to the regulation on
goods labeling. The regulations on warning or caution must be printed on the
goods label.
Testing methods for
each requirement are also specifically mentioned in the regulation.
