Although there
was a fluctuation in prices for a long time in 2008, the market management
showed positive results. The units under the Market Management Bureau
collaborated closely with police forces, Bureau for Standards, Metrology and
Quality (Department of Science and Technology) and the authorities of all levels
in combating smugglings, fake and shoddy goods and commercial frauds. In 2008,
the provincial Market Management Bureau inspected 3,469 cases, handled 3,401
violation cases and handed VND5.17 billion including VND4.6 billion of
administrative fines and VND563 million from selling confiscated goods over to
the State budget.
Here are some
typical cases: Duy Thinh Co. Ltd and Yen Son Services Co. Ltd transported and
dealed in imitation motorcycles. The Mobile Market Management Team under Dong
Nai Market Management Bureau cooperated with the provincial police’s traffic
patrol teams in searching the means of transport from Hanoi to Ho Chi Minh City
and discovered that these two companies transported and dealed in 254
motorcycles with the imitations of the designs and brands of Kawasaki and Honda
Vietnam. These two violation cases were handled. VND452 million in fines were
handed over to the State budget and all the plastic components with the
violations of the industrial design rights were confiscated. Besides, 218
motorcycle engine covers were disassembled and confiscated and 100 decals were
confiscated, too. On this occasion, Dong Nai People's Committee commended and
gave some individuals in the mobile market management team and all the team
unexpected awards.
Similarly,
Market Management Team 7 (of Xuan Loc district) searched the car bearing the
license plate 49H-1235 and discovered that it transported 238 bags of Viet An
NPK fertilizer (approximately 11,900 kilos) of Viet An Fertilizer Manufacturing
and Trading Co. Ltd (of Binh Duong province) and 38 bags of Viet My NPK
fertilizer (approximately 1,900 kilos) of Viet My Technological Investment and
Development Joint-stock Company (of Binh Duong province). These goods had no
invoices and shipping documents. The test results showed these fertilizers
failed to satisfy their own quality standards. The team suggested that the
People's Committee of the district fine these two companies VND26 million and
forfeit their concerned quality standard certificates.

Recently,
Market Management Team 10 (of Nhon Trach district) collaborated with the dental
clinic and the police of the district in inspecting alcohol manufacturing
factories of Mr Nguyen Van Duyen in Hamlet 3, Phu Thach commune, Nhon Trach
district. The team inspected the businesses manufacturing and trading in a wide
variety of alcohols: 1,890 bottles of Hai Anh Quang banana wine (500 ml), 40,000
liters of alcohol in the holding tanks, 1,000 kilos of spoiled alcohol
feedstock, 550 plastic empty bottles and 39,074 labels of different types. This
business had neither a quality registration certificate nor alcohol
manufacturing and trading permits. It used the workers who did not have health
check-ups and take a required course on food safety and hygiene. The alcohol
samples showed that 2900 liters had more than the allowed methanol content. This
business was fined VND27 million and its spoiled feedstock, 2900 liters of
alcohol and nearly 40,000 labels were confiscated.
2008 was the
year when there were considerable fluctuations in prices and goods on the
market, especially the fluctuations in necessary goods. Some necessities saw a
dramatic increase in prices due to many causes: the impact of the global market,
relative scarcity... especially a sharp increase in the prices of some kinds of
rice in mid-2008. The market management team actively made plans, kept an eye on
its precincts, enhanced inspection and patrol, renewed the way it controlled and
monitored the market and paid a special attention to the market inspection to
make sure the existence of the price posting and fair selling prices of the
necessary goods.
The Market
Management Bureau’s efforts have contributed to stabilizing the market and
facilitating all economic components’ participation in developing markets and
serving the public’s demands for production, business, life and consumption.
The Bureau has
set itself the main tasks in 2009, which are to focus on combating commercial
frauds, fake goods and violations of the industrial property rights and
especially to focus on collaborating with the functional agencies in observing
the regulations on trading in, transporting and slaughtering domestic animals,
food safety and hygiene and preventing the pandemic in animals and poultry... It
is required to reach at least 95% of the violation cases of the total inspected
cases.
