Dong Nai Department of Planning and Investment reported that the whole province
has achieved 26.73% of disbursement plan in the first fourth months, twice
higher compared to the same period last year. As for the districts, the capital
disbursement rate was slower than the plan (just 18%). Other districts having
very low capital disbursement pace are Dinh Quan (5.97%), Xuan Loc (9.50%), and
Long Thanh (9.52%), etc. For the projects controlled by the province, the
disbursement space is faster thanks to the slight decline in material prices, so
contractors has boldly implemented construction works. As for district-level
projects, due to unspecific investment and lack of human resources, the capital
disbursement space is still slow against the plan. According to the statistics
from Dong Nai Province State Treasury Department, the province had only a
disbursement of VND9.2 billion. Thus the Province State Treasury Department
suggested that districts should check construction works quickly to complete
documents before June 30 so that the Treasury Department can allocate the
capital.

Ngoc Thu, Director of Dong Nai Department of Planning and Investment, said that
the projects in 2008 has continued to be implemented, and the settlement in the
first six months of 2009 has seen a lots positive changes. She also suggested
that the contractors should focus on settlement task, ensuring that the plans
have to be completed by June 30, 2009.
Vice Chairman Dinh Quoc Thai admitted that achievements in the first 4 months
were rather good, but the fact that VND100 billion in 2008 has not been
disbursed yet requires the solutions from the contractors and districts. He
added that the Planning and Investment Department should timely adjust capital
funds for each plan, and the contractors must accept the adjustment of capital
disbursement in 2008, and the districts need to check the allocation of capital
resources to better carry out the disbursement task.
