Resettlement task needs to be paid much more attention

At the 10th meeting of Dong Nai People’s Council, Vice Chairman of the Provincial People’s Council approved the report on supervising the resettlement task in the province. The report has shown that the process of resettlement met many insufficient points.

 In the past time, conducting the resettlement task had met some difficulties, so at the 10th meeting of Dong Nai People’s Council (session 7), the Resolution No. 85 on policies of improving, supporting and resettling when the State revokes lands has issued. But in the process of implementing the Resolution, many difficulties in compensation and resettlement have arisen. The supervision task in some districts has shown that the projects of house rebuilding has been already invested in infrastructure, but just a few households plan to build houses. In particular, infrastructure works have basically finished in some resettlement areas of Trang Bom district, and only about 50% of households built their houses. In the resettlement areas of Vinh Cuu, 35/174 plots have been approved for building houses but no households plan to carry out the construction because they did not have enough money. 

In Bien Hoa city alone, the resettlement arrangement has faced a lots obstacles due to not having unoccupied land plots. The city now has 148 socio-economic development projects. In order to carry out these projects, 6,564 households need to be resettled. Until now, 1,877 households have until now been approved for resettlement, in which 679 households were resettled. It is difficult for the city to find the resettlement areas to carry out site clearance for households.

In fact, the planning of resettlement areas between urban and rural regions is different. In Long Thanh district, plot division for resettlement projects is 140m2-300m2 per plot. And in Nhon Trach district, the biggest plot is 140m2, meanwhile the average plot in Bien Hoa city is 70m2. As regulated, dwelling projects in the city have to carry out 40% of floor space for the grade-1 and grade-2 urban centre (apartment blocks); 20% of floor space for grade-3 urban centre. When implementing the project, it is necessary to identify the priority between residential areas and resettlement areas, but in reality, the resettlement ones have not been prioritized. Therefore, residents still have not felt secure and they supposed that their legal right and benefits have not yet ensured.

          Vice Chairman Huynh Chi Thanh considered that the resettlement task in the past time has been paid attention, but not drastically enough. As such, most projects have not been deployed synchronously. Many suggestions have also been made to boost the resettlement task in Dong Nai province, making contribution to develop other investment projects.
