Focus on training high-quality human resources in the province

The Chairman of the
Provincial People's Committee has just issued a document to implement the
Directive No. 03/CT-TTg dated May 11, 2022 of the Prime Minister on improving
the quality of human resource training.
Accordingly, the Chairman of the Provincial People's
Committee requested the departments, branches, public non-business units
directly under the Provincial People's Committee, People's Committees of
districts and cities, and higher education institutions in the province based
on their functions and pay attention to training high-quality human resources
to meet the development requirements of industries and fields in the province
to meet the requirements of the Industrial Revolution 4.0. Create favorable
conditions for cadres, civil servants and public employees who are appointed to
participate in postgraduate training during the training process and arrange
the suitable jobs after training as prescribed.
Directing the Department of Education and Training to
assume the prime responsibility and coordinate with relevant agencies to help
the Provincial People's Committee monitor, advise and direct the implementation
of the law on higher education work in the province in accordance with the
responsibility and scope of state management; advise and inspect the observance
of regulations of the Ministry of Education and Training on enrollment and
graduate training at affiliated training institutions under the guidance;
promptly correct and strictly handle violations according to regulations.
For higher education institutions in the province,
strictly comply with the provisions of law and direction of the Prime Minister,
guiding the Ministry of Education and Training on postgraduate training: Develop
and promulgate fully provide guidelines for postgraduate training according to
its competence; strictly implement the training program standards; regulations
on enrollment and graduate training. Strengthening the quality assurance system
inside the training institution; strictly implement regulations on accrediting
the quality of graduate training programs, accrediting according to the
standards of prestigious regional and international accrediting organizations.
Strictly implement publicity and transparency of steps from enrollment,
training organization and degree granting, ensuring peer review, supervision of
society and stakeholders; while enhancing the roles and responsibilities of
scientists in the training process. Promote the connection of training with
scientific research; implementing graduate training links with reputable
foreign training institutions to improve training quality according to regional
and international standards.
In addition, higher education institutions need to
perform well the internal inspection and supervision: the process of selecting
topics and research directions; standards and conditions of instructors,
independent reviewers, and members of the dissertation and theses evaluation
councils; responsibilities of relevant scientists for the quality of theses and
theses; the publication of research results related to theses and dissertation
topics in domestic and international scientific journals.
