Agricultural land area tends to decline |

Change in land structure
According to Dong Nai’s land use plan in the 2006-2010 period, the agricultural
land area will decline 32,893ha and plan to reduce 18,835ha in 2008. But in
reality, the agricultural land area just declined 4,114ha (accounting for
12.51%) compared to the set target. In which, the land area for agricultural
production reduced 3,650ha, the forest land area declined 572ha and the fishery
land area increased 57ha. As such, only fishery land area was on the increase
thank to the fact that the province expand the land area to serve aquaculture.
As for non-agricultural land area toward 2008, it was expected to increase
19,318ha, but in fact it just raised 4,295ha (accounting for 12.58%).
In
particular, housing land area and special-use land area increased 935ha and
2,692ha respectively, and the remaining land areas also increased. The unused
land area in the whole province by January 1st, 2009 was 2,293ha,
declining 56ha compared to the year 2005 (occupying 11.66%). Mostly low land use
targets against the plan is due to more new projects approved by the Ministries,
Departments and the Provincial People’s Committee, including: bio-tech rearch
centre in Cam My (208ha), Xuan Loc-Thong Nhat Agricultural and Industrial
Complex (1,632ha), and Nhon Trach administrative urban zone (601ha), etc. On the
other hands, the economic crisis has led to the price hike in building materials
so many projects was deployed slowly.
Therefore, Dong Nai Department of Natural Resources and Environment advised the
Provincial People’s Committee on adjusting Dong Nai land use planning toward
2010, and land use plan in the 2006-2010 period.

How to adjust the land use planning?
According to Mr. Le Viet Hung – Director of Dong Nai Department of Natural
Resources and Environment, Dong Nai province had land use planning in 1995 and
completed its plan in 1996. After collecting the land use need of each
department and sector, the Department of Natural Resources and Environment
submitted the adjustment plan to the Ministry of Natural Resources and
Environment for approval. Besides, some inappropriate land use demands will be
checked and considered.
Accordingly, as for transport projects, infrastructure construction will be
supplemented and implemented in order to explore full advantage of location,
developing transport services and improving the capacity of investment
attraction. As for industrial zones and clusters, their scale will be basically
kept unchanged and their infrastructure facilities will be focused on
implementing so that all industrial zones will have concentrated waste water
treatment systems til 2010. As for developing urban areas and rural residential
areas, specific attention will be paid to land use demand in such districts as
Long Thanh, Nhon Trach, Trang Bom and Vinh Cuu, gradually establishing new
modern urban areas.
As
planned, the total area of natural land in Dong Nai province will be 590,340ha
until 2010, in which agricultural land area is 440,145ha, a decline of 34,296ha
compared to the year 2008, accounting for 25.26% of natural land area, up
35,490ha against 2008 and up 5,641ha compared to the set target. It is expected
to use 1,194ha unused land for other purposes.
As
such, with the adjustment of Dong Nai land use planning toward 2010, the land
use plan in the 2006-2010 period basically met the demand of land use,
preventing wasteful land use. Mr Hung said that the Department of Natural
Resources and Environment should closely cooperate with departments and
localities in the province to organize, adjust or check land use planning from
the district level to the commune level, ensuring the land management task.
