At the
conference, participants were given temporary instructions on how to make the
working regulations of Party Committee levels of communes, wards, and towns; how
to raise the quality of work of Party Committee levels of communes, wards, and
towns; how to seek new members for the Party; how to assess, plan, and cultivate
public servants; how to make Party Committee levels’ summary reports and
disseminating information; procedures for carrying out propaganda and political,
ideological, and educational activities among Party members in communes, wards,
and towns.
As planned, Party
organs will begin applying the project between November 28 and December 2, 2011.
From December 5,
2011 to April 20, 2012, all the Party organs of communes, wards, and towns are
expected to apply the project to the reality in their units.
From April 20,
2012 to May 1, 2012, the Party organs of communes, wards, and towns will present
their pre-summary reports and hold a pre-summation meeting about applying the
project widely in their units.
