Division of Administration
Duties:
1 . To advise and assist the Director in the provincial State Treasury :
a) draft guidance documents ; guide, inspect the internal management of capital construction investment , asset management , public administration , archives , seal management , conservation protection units attached in accordance with the regulations ;
b ) To give opinions with other units relevant to the work of assigned areas ;
c ) Regarding the management of internal capital construction investment :
- Guiding the State Treasury under the planning district , internal capital construction plan long -term , annual Integrated planning , internal capital construction plan long -term annual Treasury -bond approved by the province ;
- Perform verification of project documents , design , estimating , planning and bidding results ; settlement investment projects by the provincial State Treasury as an investor under the provisions of the competent authorities ;
- To manage the tempo , volume and quality of investment projects stipulated .
- Make a payment records for investment projects under the regulations , the Department of Finance moved to make payment in accordance with the procedures for the payment of capital investment ;
- Making the estimates completed the competent authority for approval;
- Perform finalization reporting annual investment statistics , aggregate , and report regularly unscheduled internal capital construction investment at the provincial State Treasury ;
d ) Regarding asset management :
- Guiding the State Treasury under the district plan procurement , repair , disposal of assets (including machinery , equipment , vehicles, tools ... ) , building and integrated plan province for the State Treasury for approval.
- To implement the procurement , property repair service of the State Treasury under the provisions of the decentralization of financial and Treasury ;
- Lead and coordinate with the Department of Finance does the liquidation of the assets and operations of the Treasury to serve under the provisions of the provincial delegation of the Ministry of Finance and Treasury ;
- Organization of Provincial Treasury asset management standards and norms prescribed ;
- To perform an inventory of assets ; Synthesis periodic reports and unscheduled asset management of the provincial State Treasury .
2 . Organizations implementing programs and work plans approved .
3 . Organizations perform clerical work , storage , management at the provincial State Treasury seal .
4 . Perform administrative work , management at the provincial State Treasury , building and implementing the rules and regulations for fire prevention , fire fighting , work order management , internal affairs and civilization , literature of work ; Organizations implementing protection , management and operating team cars and the work of other administrative issues .
5 - Perform other tasks as assigned by the Director of the State Provincial Treasury .
