General Division
Duties:
1 . To advise and assist the Director in the provincial State Treasury :
a) Develop programs and work plans of the provincial State Treasury ; urge as a focal point unit implementation , synthesize , report on the implementation of the program , the work plan of the provincial State Treasury ;
b ) Develop programs and plans for the implementation of administrative reform , urging the focal point of implementation, synthesize and report as prescribed ;
c ) draft guidance documents ; Guidelines , Treasury check the districts, towns and provincial cities ( district treasury ) under the implementation of the legal work , public administration reform , management funds , aggregate statistics , raising capital for the state budget ( budget for investment and development ) ;
d ) Participate with the relevant units of the schemes , policies and regulations related to the field of management of the unit ; Join opinions on policy development - economic and social solutions local financing ;
e ) Develop budgets and levels of management organization and regulation of funds in the State Treasury under the provisions province .
2 . Organization and implementation of release , payment bonds : planning , communication , advocacy , planning, prints , prints coordination service of release ; Synthesis and periodic reports irregular situation , results release , payment of government bonds .
Cooperate with the authorities to help the provincial People's Committee building projects issuance of local government bonds as assigned.
3 . Review and systematization of documents issued by the Provincial Treasury related areas of the provincial State Treasury operations ; Timely propose competent authorities suspended or revoked for inappropriate texts regulations ; To disseminate propaganda , education law at the provincial Treasury .
4 . Organizations implementing programs and work plans approved .
5 . To evaluate the legal content of the draft guidance documents to implement mechanisms and policies issued by the Provincial Treasury and participation mechanisms draft guidelines and policies by the Treasury and other agencies consult comments.
6 . Organization and implementation of statistical fields Treasury operations ; synthesis and analysis of indicators on the revenue and expenditure budget , the operations of the provincial State Treasury ; Execution mode report information in accordance with regulations.
