Procedure for Overseas Mission Group (for public purpose)

1. Proceedings:

- Step 1: Submit adequate record to Reception Staff of Dong Nai Department of Foreign Affairs

+ If record is considered adequate and valid, the record receiver has to give applicant an appointment slip.

+ In case record is inadequate or invalid, the staff will tell him or her to add other records.

- Step 2: On the date written on the slip, applicant comes to meet the reception staff to receive approval decision by authority. In case record cannot fully meet requirements of procedure, the authority will offer feedback documents to the applicant.

Time for submitting record and receiving approval result: (during weekdays)

- From 07:00 to 11:30 in the morning

- From 01.00 to 04.30 in the afternoon

2. Ways of implementation: Directly submit record to Reception Staff of Department of Foreign Affairs (07 Vo Thi Sau st., Quyet Thang ward, Bien Hoa city)

3. Number and components of record:

a) Record set consists of

- A document proposed by head of the organ directly managing the applicants (even employees with one-year-and-more contract) to submit to the Provincial People's Committee and Department of Foreign Affairs.

- An invitation letter (attached with one Vietnamese copy of it)

- Targets, goals, schedule and contents of the mission trip.

- Estimated cost of the trip (if sponsored by State budget)

b) Number of record: One set

4. Approval time-limit: seven weekdays after enough, valid record is submitted.

5. The bodies in charge of implementing the administrative procedure:

a) Fully authorized organ to make decision: Dong Nai People's Committee

b) Organ authorized to proceed: Dong Nai Department of Foreign Affairs

c) Organ which directly proceeds the administrative procedure: Dong Nai Department of Foreign Affairs

11. Legal base of the administrative procedure is pursuant to

- Decree No. 136/2007/ND-CP dated 08/17/2007 by Government on exit and entry of Vietnamese citizens.

- Circular No. 02/2008/TT-BNG dated 02/04/2008 of Ministry of Foreign Affairs on issuing, extending validity of passport and adding diplomatic passport and mission passport in domestic and abroad in conformity with Decree No. 136/2007/ND-CP dated 08/17/2007 by Government on exit and entry of the country Vietnamese citizens.

- Decision No. 48/2006/QD-UBND dated 05/31/2006 of the Provincial People's Committee on promulgating united regulations on managing diplomatic affairs of Dong Nai province.

- Decision No. 94/2006/QD-UBND dated 12/29/2006 of the Provincial People's Committee on promulgating regulations on organization and operation of the provincial department of foreign affairs.
