1. Execution order:
- Step 1: All required dossiers must be submitted to Dossier Receive and Return Office at Dong Nai Department of Foreign Affairs.
+ After all dossier requirements are met, the receiver of dossiers will arrange an appointment time for the applicant.
+ If the applicant does not have required dossiers or his/ her dossier requirements are not met, the receiver of dossiers must show him/ her how to supplement missing dossiers.
- Step 2: When the appointment time comes, the applicant must go to Dossier Receive and Return Office to get the decision paper of the competent authorities. If the applicant’s dossiers fail to meet requirements, the authorities will write a reply letter to him or her.
Time to receive and return dossiers: (From Monday to Friday)
Morning: from 7:00 to 11:00
Afternoon: from 13:00 to 16:00
2. Procedure: dossiers must be directly submitted to Dossier Receive and Return Office at the Department of Foreign Affairs (07 Vo Thi Sau street, Quyet Thang ward, Bien Hoa, Dong Nai.)
3. Contents and sets of dossiers:
a) Contents of the dossier:
- The project owner’s evaluation proposal.
- The written proposal of the Chief of the governing body for the evaluation and approval of programs and projects (applicable to programs and projects within the Prime Minister’s competence).
- Documents relating to original programs and projects written in the language the sponsor uses and a Vietnamese translation the project owner and the sponsor have agreed upon.
- The sponsor’s written document that pledges to fund or conside funding programs and projects.
- A non-governmental aid memorandum or agreement signed between the representative of Vietnam and the representative of the sponsor.
- All concerned agencies’ opinions on programs and projects.
- A copy of the permit that the Commission for Non-government Organization Work grants to foreign non-governmental organizations (according to the Prime Minister’s Decision no.340/TTg on May 24, 1996). In case of no permit, the governing body must have a clear explanation about this.

- The Ministry of Foreign Affairs‘ Circular no. 02/2008/TT-BNG of February 4, 2008 on issuance, renewal, amendment and supplement for diplomatic passports and official passports at home and abroad according to the government’s Decision no. 136/2007/ND-CP of August 17, 2007 on Vietnamese citizens’ entry and exit;
- Dong Nai People’s Committee’s Decision no. 48/2006/QD-UBND of May 31, 2006 on introducing regulations on the management of Dong Nai province’s external affairs.
