Procedure for receiving passports
1. Execution order:
- Step 1: All required dossiers must be submitted to Dossier Receive and Return Office at Dong Nai Department of Foreign Affairs.
+ After all dossier requirements are met, the receiver of dossiers will arrange an appointment time for the applicant.
+ If the applicant does not have required dossiers or his/ her dossier requirements are not met, the receiver of dossiers must show him/ her how to supplement missing dossiers.
- Step 2: When the appointment time comes, the applicant must go to Dossier Receive and Return Office to get the decision paper of the competent authorities. If the applicant’s dossiers fail to meet requirements, the authorities will write a reply letter to him or her.
Time to receive and return dossiers: (From Monday to Friday)
Morning: from 7:00 to 11:30
Afternoon: from 13:00 to 16:30
2. Procedure: dossiers must be directly submitted to Dossier Receive and Return Office at the Department of Foreign Affairs (07 Vo Thi Sau street, Quyet Thang ward, Bien Hoa, Dong Nai.)
3. Contents and sets of dossiers:
a) Contents of the dossier:
- A proposal letter of the chief of the governing body of the senior staff or civil servant must be sent to Dong Nai People’s Committee and Department of Foreign Affairs.
- Invitation letter (an enclosed Vietnamese translation)
- Specific purposes, targets, programs and contents of the trip
- Estimated costs (if the trip is State-funded)
- There must be the provincial Standing Party Committee’s opinions if the senior staff or civil servant is a member of the Management, a Head or Deputy Head of departments, committees and sectors and a Chairman or Vice chairman of the People’s Committees of districts, towns and cities.
b) Sets of documents: 01
4. Handling time: within 7 days after all required dossiers are submitted.

- The government’s Decree no. 136/2007/ND-CP of August 17, 2007 on Vietnamese citizens’ entry and exit.
- The Ministry of Foreign Affairs’ Circular no. 02/2008/TT-BNC of February 4, 2008 on issuance, renewal, amendment and supplement for diplomatic passports and official passports at home and abroad according to the government’s Decision no. 136/2007/ND-CP of August 17, 2007 on Vietnamese citizens’ entry and exit.
- Dong Nai People’s Committee’s Decision no. 48/2006/QD-UBND OF May 31, 2006 on introducing regulations on the management of Dong Nai province’s external affairs.
- Dong Nai People’s Committee’s Decision of December 29, 2009 on introducing regulations on the organization and operation of the Department of Foreign Affairs of Dong Nai province.
