The Provincial People’s Council to supervise the implementation of the Resolution and Decision on preschool education development

On July 23 morning, the Provincial People’s Council Committee of Culture and Society had a working session with the Department of Education and Training on performing The Provincial People’s Council’s Resolution 40 on preschool education investment and development in the 2001-2005-2010 period and the Prime Minister’s Decision 149 on approving the project of “preschool education development in the 2006-2015 period”

According to report of the
Department of Education and Training, many targets in the project were gained
and exceeded the proposed target. Specifically, the rate of kindergarten
children was 84.5%, five-year-old children 95.9%, non-public children 37%
(kindergarten ones 84.5%, five-year-old ones 95% as the target in 2010, and
kindergarten ones 80% and five-year-old ones 97% as the target of Decision 149).
Thanks to good care, the rate of malnourished children was lower than the
previous years. Currently, the number of undernourished preschool children
accounts for 7%, kindergarten ones 7.5% (while fewer than 8% in 2010 as the
proposed target).
However, some educational targets
haven’t yet acquired the aim of Resolution 40 and Decision 149. The rates of
kindergarten children and standardized teachers were still low.
The project to develop
national-standard schools was implemented slowly. The whole province has had 27
national-standard schools (making up 13%) while the target was 25%-30%.
Members of the supervising
delegation acknowledged the results and petitions of the Department of Education
and Training.
