New Dong Nai Bridge Project: inappropriate package construction contract

On the morning of May 25, 2009, Vice-Chairman of Dong Nai People’s Committee Dinh Quoc Thai had a working session with Dong Nai Department of Transport and Dong Nai Investment and Construction JSC on engineering works’ removals belonging to the site clearance and resettlement plan of the new Dong Nai bridge project.

According to the report made by Dong Nai Investment and Construction JSC, the process of new Dong Nai bridge construction has faced many obstacles. The construction of new Dong Nai Bridge was a lump-sump contract. This form was applied when there were enough cost estimates. But the cost of project was just approved on the basis of financial estimates provided by technical infrastructure units. The work volume and unit price of the advance account of the project were only quantitative in urgent condition of the process, so the application of lump-sump contract was not inappropriate.

The site clearance is another difficulty that this project has to face. The deadline of site transfer to construction unit is July, 2009, but some households have wondered about the land compensation prices and asked to adjust them in some areas. In addition, the water pipe system built in 1975 and fiber-optic cable system built in 1990 have not been removed yet.

Vice Chairman Dinh Quoc Thai asked related departments and sectors to carefully consider problems to solve them rapidly, ensuring the process of site clearance and identifying the package contract once again, then continuing to implement the construction of new bridge.
