I. Functions, Tasks and Power of the Department
Submit decisions on fields, which fall within sphere of control of the department, to the Provincial People's Committee for promulgation and is responsible for the document contents submitted
Be responsible for projects, plans and programs on agriculture, forestry, fishery, irrigation and rural development that are suitable to overall projects for socio-economic development in the province and then submit these projects, plans and programs to the Provincial People's Committee.
Organize, steer, examine and be responsible for the implementation of legal normative documents, strategies and projects for development, approved standard and norm for technical economy of agriculture, forestry, fishery, irrigation and rural development; popularize and educate law on the fields that fall within the sphere of control of the department.
Assess and be responsible for projects to use land, which are for cultivation and breeding and methods to fight against agricultural land degradation in the province accordance with regulations.
Help the Provincial People's Committee to steer agricultural production; decide and be responsible for application of new plant variety and domestic animal variety; steer examination and be responsible for the use of insecticide, veterinary medicine, agricultural equipment, fertilizer, breeding food and biological finished products that are useful for agriculture.
Protect for plants and domestic animals; prevent and fight against epidemic diseases that affect plant and animal; to make good the damage of epidemic disease; steer and carry out local plant and animal quarantine in accordance with regulations.
Steer, examine and be responsible for production of forest plant variety and Elaborate projects and methods for this production; use forest equipment, plant forest, prevent and fight against forest fires, protect for provincial watershed in accordance with regulations.
Study and classify forests; collect statistics of area, structure and reserves of kinds of forests; map provincial forests in accordance with instruction of the Ministry of Agriculture and Rural Development.
Assess, collect and classify natural forest exploiting designs for the Provincial People's Committee to approve or for the authority whose competence the designs come within to approve according to decentralization by the government; submit licenses that allow exploiting natural forests to the Provincial People's Committee for approval and then examine these approved exploitation.
Submit decisions to establish protective forests, specialized forests and other important forests in the province to the Provincial People's Committee for approval within its competence in conformity with law.
Submit documents that talk about decentralized administration over small and medium irrigation works and programs for rural water supply and drainage to the Provincial People's Committee for approval; instruct, examine and be responsible for establishment of , exploitation of and protection for these approved works and programs.
Obey regulations of management of river basins and lake basins; use and develop provincial rivers and streams in accordance with approved projects.
Steer, examine and be responsible for establishment of, exploitation of and protection for dykes; protect for works that are built to prevent and fight against floods, storms, droughts, salt marsh, erosion by the river and the sea in the province.
Act as an advisor for the Provincial People's Committee about aquaculture; decide on and be responsible for application of new varieties; steer, examine and be responsible for the use of veterinary medicine and other finished products that are useful for aquaculture.
Organize veterinary protection, prevent and fight against animal decisions and to make good the damage of epidemic diseases; steer and conduct local quarantine of aquatic products in accordance with regulations.
Collect and classify mechanisms, policies and methods to encourage rural development and then submit them to the Provincial People's Committee; monitor, synthesize provincial situation of rural development and then submit it to the Committee.
Give instructions how to develop family-based economy, farm-based economy; co-operative economy, agriculture co-operatives and small and medium enterprises of agriculture and forestry; arrange, reform and develop provincial state-run plantations and farms in accordance with approved strategy.
Conduct and be responsible for agriculture encouragement affairs (cultivation, breeding, forestry and aquaculture.)
Give instructions how to process farming and aquatic products; develop careers and rural trade villages in the province in accordance with regulations.
Steer, examine and be responsible for exploitation and use of rural clean water in the province in conformity with law.
Coordinate concerned agencies to predict market of farming and aquatic products.
Build up system of information and archive in the fields of agriculture, forestry, fishery, irrigation and rural development; collect statistic of lands for agriculture, forestry and fishery, and forests in accordance with regulations.
Give instructions, examine and conduct projects to establish development models of agriculture, forestry, fishery, irrigation and rural development in the province; be responsible for conducting assigned projects.
Organize and study application of scientific and technological advances to agriculture production and rural development in the province.
Carry out international co-operation according to gradation of the Provincial People's Committee and regulations of law.
Give instructions, examine the implementation of public services in the fields of agriculture, forestry, fishery, irrigation and rural development in accordance with regulations of law; be responsible for public services organized by the Department.
Issue and withdraw licences of the assigned fields in accordance with regulations of law.
Inspect, examine and settle complaints against and accusation of corruption, negativity and deal with law violation in the fields of agriculture, forestry, fishery, irrigation and rural development in accordance with regulations of law.
Carry out permanent duties of steering committee for prevention and fighting against floods and storms, steering committee for prevention and fighting against forest fires in accordance with regulations of law; make good of the damage of disasters of storm, floods, droughts salt marsh, erosion and epidemic diseases that have a bad effect on agriculture, forestry, fishery, irrigation and rural development in the province.
Steer and organize administrative reform in the fields that fall within the department sphere of control and have approved by the Provincial People's Committee.
Give instructions about professional knowledge and instructions on how to manage agriculture and develop rural areas.
Manage officials, civil servants and staffs in accordance with regulations of law and delegated power by the Provincial People's Committee; train and improve professional knowledge for officials, civil servants and staffs, who carry out management affairs in the fields of agriculture, forestry, fishery, irrigation and rural development in conformity with regulations of the Ministry of Agriculture and Rural Development and the Provincial People's Committee
Make periodic and unscheduled reports on the implementation of assigned duties in accordance with regulations of law
Manage finance and asset of the department in accordance with regulations of law and delegated power by the Provincial People's Committee.
Carry out other duties assigned by the Provincial People's Committee in in accordance with regulations of law.

Functions:
