I. Functions , duties and powers of the Department of
1 . Function :
Advising on foreign affairs of the Party .
Advise the provincial People's Committee shall perform the function of state management of foreign operations , foreign affairs and in local public services under the jurisdiction of the State Department and carried out a number of tasks and powers as assigned , authorized by the provincial People's Committee , the provisions of law .
Department of Foreign Affairs has legal status , seal and separate account , subject to the direction and management of the organization , staffing and operation of the provincial People's Committee , and subject to the direction and guidance , test , inspection and professional expertise of the Ministry of Foreign Affairs .
2 . Duties:
2.1 Foreign affairs Party :
a) On the basis of the guidelines and direction of foreign affairs every year , five years of Provincial Party Committee , to advise the Provincial Standing Committee of the programs and plans of the external annual provincial Party , five years and projects related to foreign operations .
b ) Coordinate with other agencies and units involved , to advise the provincial Standing projects , programs , plans to welcome foreign delegations of the ruling party , the foreign localities , organizations political organizations led by the Secretary or equivalent level , Deputy Secretary ceremonial , protocol and international practices .
2.2 The management of the foreign state :
- Draft planning , long-term master plan , five -year and annual programs , schemes and projects on foreign activities in the fields of management strategies in line with economic development - social local associations .
- Draft program of activities external to the province's annual State Department report aggregate the Prime Minister for approval.
- Draft decisions , directives and other documents relating to the functions of state management facilities under the jurisdiction of the provincial People's Committee .
- Draft decisions , directives and other documents issued under the authority of the Chairman of the provincial People's Committee in the areas of state management of foreign affairs .
- Draft decision on the establishment , merger , split, reorganization , dissolution unit basis as prescribed under law .
2.3 Guidelines , testing and implementation of legal documents , plans , programs , projects and other issues of foreign affairs has approved the organization of information , communication , popular education in the areas under the jurisdiction of the Department .
