DIVISION OF CULTURE AND INFORMATION

I. FUNCTIONS & TASKS :

1 . Functions :

- Department of Culture and Information is a specialized agency under the district People's Committee , has the function of advising and assisting the district People's Committee for State management : culture , family , sports , tourism , telecommunication and public services in the fields of culture , family , fitness , sports and tourism , journalism , publishing , postal delivery , telecommunications and the internet , information technology , communication infrastructure , radio and in the district .

- Department of Culture and Information has legal status , seal and separate account , subject to the direction of organizational management and staffing of DPC activities , subject to the direction and inspection guidelines the professional 's Department of Culture , Sports and Tourism and the Department of Information and Communication 

2 .Tasks:

- Submit to the District People 's Committee issued decisions and directives , long-term planning , and the 05 -year annual scheme , development of cultural programs , family fitness , sports and tourism information and communication , and adopt measures implementing administrative reform , socialized in the assigned state management .

- Program Committee Chairman of the District People's draft text in the field of culture , family , fitness , sports , tourism , information and communications issued under the authority of the Chairman of the District People 's Committee .

- Directing , guiding, supervising the activities of cultural centers , sports and cultural institutions of baseline information , the basis of cultural services , physical education , sports , tourism , telecommunications , public recreation sites under the jurisdiction of the rooms in the district .

- To assist the district People's Committee for State management organizations kinht dull exercise , private sector , guiding and supervising the activities of associations and non-governmental organizations active in the area of the text field cultural , family , fitness , sports and tourism beneficial information and communications prescribed by law .

- To assist the district People's Committees appraisal management , registration , grant of licenses in the fields of culture , family , fitness , sports and tourism , information and communications prescribed by law law and as assigned , delegated by the district people's Committee .

- To assist the district People's Committee in the organization of work safety , security and operational information in the postal, telecommunication , information technology , internet , radio .

- Responsible for monitoring and implementation of programs and projects on the application of information technology in the district as assigned by the district People's Committee .

- To implement the management , inspection and guidance communes , town manager of postal agents , telecommunications , the internet in the area as prescribed by law .

- To propagate , disseminate and guide organizations , units and individuals in the district implementing legislation on the field of post and telecommunications and internet , information technology , communications infrastructure ; radio , advertising , journalism , publishing .

- To assist the district People's Committee for  radio network , broadcasting facility .

- Organizations applying advanced science and technology , building information systems , storage management service of the state and professional services in the field of information and communication .

- Guide professional in the field of culture , family , fitness , sports and travel , information and communication for the professional titles of People's Committees of communes, towns .

- Lead and coordinate with relevant agencies to test and inspect the observance of the law on cultural activities , family , fitness , sports and tourism in the district ; grievance , complaint and denunciations of citizens in the field of culture , family , fitness , sports and tourism , information and communication as prescribed by law .

- Perform statistical , and periodic reports on the extraordinary cultural activities , family , fitness , sports and tourism , information and communication with the Chairman of the District People 's Committee and Director Director of Department of Culture , Sports and Tourism ; Director of Information and Communications .

- Manage the organization , implementation modes staffing , policies , rewarding remuneration , discipline , training and retraining for professional officers , officials, employees and workers under the management of prevention in the field of culture , family , fitness , sports and tourism , information and communications prescribed by law and the district 's people's Committee .

- Manage financial assets assigned under the provisions of law and decentralization , authorization of the district People's Committee .

- Perform other tasks as assigned by the People's Committee , chairman of the district People's Committee or as prescribed by law .
