I. FUNCTIONS AND TASKS:

1. In economy, the people’s committee has the following duties and authorities:

Planning socio-economic development annually and submitting for approval of the local people's council and the provincial people's committee; arranging and supervising plan implementation.
Forecasting national budget in the area, local receipts and expenses; apportioning and balancing local budget; making adjustable local budget in special cases; submitting directly for approval of the local people's council, the provincial people's committee and the senior financial agency.
Implementing local budget; guiding and checking people's committees of communes, town in order to plan and carry out local budget according to legal regulations
Approving socio-economic projects of communes and town

2. In agriculture, forestry, fishing, irrigation and land, the district's People’s Committee carries out the following duties and authorities:

Building programs that encourage local development in agriculture, forestry and fishing; asking for the local people's council’s approval; and implementing those programs.
Directing people's committees of communes, town toward carrying out methods of shift in economic structure, agricultural development, forestry preservation and exploitation, aqua-cultural development.
Allotting, renting, withdrawing land for individuals and households; solving land conflicts, land inspection according to the law
Approving projects, plans of land use
Planning, protecting medium irrigational projects; controlling irrigational system on the area according to the regulations

3. In industry and handicraft, the district's people's committee carries out the following duties and authorities:

Together with the provincial people's committee, the local people's committee construct, plan and develop small-scale industries, as well as industries in the area
Building and developing small-scale industrial and industrial factories
Building and developing traditional trade village, producing consumable and exporting goods, expanding agricultural, forestry, and aquatic processing factories; as well as other factories according to the provincial people's committee’s direc4.tion

4. In construction and transportation, the district's people's committee has the following duties and authorities:

Planning, submitting or approving projects according to local authorities; controlling implementation of approved projects
Managing, developing, utilizing traffic projects and basic substructure according to decentralization
Managing construction, constructional license and implementation of constructional law; carrying out housing policies; managing housing land and state houses in the district.

5. In trade, service and tourism, the people's committee has the following duties and authorities:

Building, developing trade, service, and tourism networks; checking for execution of state rules in trade, service and tourism in the district
Monitoring the implementation of security and hygienic rules in trade, service, and tourism activities in the area

6. In education, health, society, culture information and sport, the people's committee has the following duties and authorities:

Programming, planning for development of culture, education, information, sport, health and broadcast in the area; implementing after being approved by the local authority.
Organizing and checking execution of legal regulations in educational popularization, management of primary, secondary schools and colleges; building kindergartens; socializing education; guiding for elimination of illiteracy, implementing standards for teachers and examinational regulations
Controlling public buildings arranged; guiding cultural movements, activities of centers for culture, information and sports; preserving and promoting cultural-historical relics and region-controlled landscapes
Planning for development of public health; controlling medical centers and stations; directing and checking medical care in public; epidemic prevention; medical care for the old, the handicapped and orphans; reproductive health; implementing population and birth control policies
Checking the legal execution in medical organizations, private medical centers, printing and publication agencies
Guiding vocational education; creating jobs for people; implementing poverty-alleviation movement, guiding charity activities

7. In the section of science, technology, resources and environment, the district's people's committee has the following responsibilities and authorities:

Applying scientific and technological achievements to production and life of the local people
Protecting environment; preventing and overcoming consequences from nature and flood
Executing legal regulations in standardization, measurement and quality; checking the quality of products and goods; preventing production and circulation of counterfeits in the area

8. In the section of national defense, security and social order, the district's people's committee has the following duties and authorities:

Organizing mass movement for establishment of armed forces and national defense nationwide; constructing defensive areas; managing reserved forces; directing and training militia forces.
Organizing registration, medical check; determining enlistment, rotation, postponement; dispensing from military duty, dealing with law-broken situations.
Carrying out social security missions; building strong police forces, secretly defending government against reaction; implementing methods of anti criminals, social evils as well as law-broken behaviors in the area.
Guiding and checking legal execution in management of habitation, travel, and immigration in the region
Propagandizing, educating, campaigning people to take part in social security movements

9. In implementation of ethnic and religious policies, the district's people's committee has the following duties and authorities:

Propagandizing, educating, popularizing policies and laws of minorities and religions
Carrying out plans, projects of soc-economic development for minorities, and remote areas
Leading, checking implementation of ethnic-religious policies, freedom of belief and religion
Preventing infringement of freedom for belief and religion to break legal regulations and state policies

10. In government building and administrative border management, the district's peoples' committee has the following duties and authorities:

Voting members of national assembly, the people’s council as regulated by laws
Organizing apparatus, specific duties and authorities of specialized agencies of the district's people's committee according to direction of the higher people's committee
Managing organization, staff, labor, and salary according to arrangement of the higher people's committee
Managing records, milestones, landmarks, and administrative border maps
Planning new projects, combining, dividing, and adjusting administrative borders in the area to get the approval of the local people's council and higher agencies.

11.In administration building and administrative boundaries managing:

Organize election of the National Assembly and People's Councils in accordance with law

Providing organizational structure and responsibilities , specific powers of the specialized agencies under the People's Committee under the guidance of the People's Committee ;

Manage the organization, payrolls, labor, wage hierarchy of the People's Committee

Managerecords and files, landmark, boundary, boundary maps of the district administration;

Develop new projects to establish, merge, split, adjust the administrative boundaries of the People's Council at the same level for their consideration and decision.
