 I. FUNCTIONS AND DUTIES, RIGHTS.

​​The structure of the District's administrative office has 17 administrative units, including: 1 Town: Trang Bom. 16 Communes: Ho Nai 3, Bac Son, Binh Minh, Quang Tien, Song Trau, Tay Hoa, Dong Hoa, Trung Hoa, Hung Thinh, Song Thao, Bau Ham, Giang Dien, An Vien Cay Gao, Doi 61 , Thanh Binh. 13 professional bodies

- In the economic field :

- Developing a plan to develop the society economy annually, submiting to People's Council and the levels for submiting to the provincial People's Committee approved inspection organizing and implemeting that plan.

- Estimating  budget revenues in the province; projected revenues and expenditures in local budget, having plan budget allocation in district, settling local budget, estimating & adjusting local budget in case of necessity, the people's Councils & the levels decide and people's Committee report, the financial agency superiors directly

- To implement local budgets; guiding, inspecting the People's Committees of commune, town and performing building &inspecting budget and checking resolutions of the commune People's Council, the town about budget execution site method prescribed by law;.

- Approval of socio-economic plans at communes and towns.

- In the field of agriculture, forestry, fishery, irrigation and land:

-Constructing, submiting to the People's Councils & the levels through the program to encourage the development of agriculture, forestry, fisheries and local implementation of the program.

Steering Committee of the People's communes and towns to implement measures of economic restructuring, agricultural development, protection and exploitation of forest products, professional &aquaculture development.

Implementing land allocation, land lease, land recovery for individuals and families, solving land disputes, land inspection in accordance with law.

Approving plans, land use plans of the People's Committees of communes, towns

Constructing irrigation planning, organizing & protecting small and medium irrigation, irrigation, managing network in the area as prescribed.

- In the field of industry and handicraft:

Joining in the provincial People's Committee in the planning, industrial development plan, handicraft in the district.

Constructing and developing the industrial base, handicrats in the district

Organizing the construction and development of traditional craft villages, producing valuable products for consumer and export, developing bases processingagriculture, forestry, fisheries and other industrial establishments under the direct of the provincial People's Committee.

- In the construction, traffic and transportation field:

Organizing & establishing, or approving the competence buildingtown planning, rural residential district; managing the implementation of the approved construction plans.

Managing, exploiting and using public transport and the infrastructure facility as assigned

Managing the construction, permiting construction and inspecting the implementation of the law on construction; implementing housing policies, land management and fund state-owned houses in the area.

Managing the exploitation, production and trading about building materials as assigned by the provincial People's Committee.

In the trade, services and tourism field

Building, developing trade networks, services, tourism and examining that people can observe the provisions of the State on trade, services and tourism in the district

Checking the implementation of the safety rules and hygiene in commercial activities, services, tourism in the area.

- In the educational, healthy, social, cultural, information and sport field:

Developing programs and schemes of cultural development, education, information, sports, health, broadcasting in the district and implementation after the approval of the competent authorities;

Organizing and implementing the inspection provisions of the law on education, managing primary schools, junior secondary schools and vocational training institutions preschools; social undertakings of education in the area; literacy directing and implementing teacher qualification, examination regulations;

Managing public constructions is decentralized and guiding the cultural movement, activities of the information culture center, sports, protecting and promoting the values of the historical-culture and landscapes by local management;

Implementing career development plan, medical management of health centers, health stations, directing and supervising the protection of people's health and combat disease, protecting and caring for the elderly, the disabled, orphans and helpless; caring and protecting mothers and children; implementing population policies and family planning;

Checking the law observance in the operation of establishments, private medical establishments printing and distribution of publications;

Organizing and directing the vocational training, jobs for the workers movement, organizing the alleviation of poverty; guiding philanthropy and humanitarian.

- In the science, technology, natural resources and the environment field:

Implementing measures to apply advanced science and technology for production and daily life of local people;​

Organizing & implementing environmental protection, prevention, disaster recovery, floods;

Organizing & implementing the law provisions on standardization, metrology and quality products, quality control products and commodities in the district; preventing the production and circulating counterfeit goods & inferior quality locally.

- In the  defense, security, order, and social security field:

Organizing the mass movements to participate in building the armed forces and national defense; implementing a plan to build defense zone in district, managing reserved forces, directing the militia building self-defense, the training militia;

Organizing registration, recruitment examination for military service, decided to join the army, military assignment, postponement, exemption from military service and handling the violations according to law;

Organizing & performing the maintaining security and order task, social security, police forces,  building strong district, protecting state secrets; implementing measures to prevent plastic, crime prevention, the currency social problems and violations of other local law;

To direct and supervise the implementation of the provisions of the law on household management, managers residence, foreign travel of local people;

Propagandaing and educating, mobilizing people to join the movement to protect the security and order, and social security.

- In the implementation of policies of ethnic and religious policies:

Propagandaing, educating, advocacying and legislation on ethnicity and religion;

Organizing & performing the assigned duties of the programs, plans and projects to develop the society economy of the province to ethnic minorities, regional and remote areas with special difficulties;​

Steering the inspection in implementing the ethnic policy, religious policy, belief freedom, religion or non-religion of the local population;

Deciding the measures to prevent infringements on freedom, belief and religion to contravene the law andpolicy  provisions of the State in accordance with law.

- In law enforcement:

Steering, propaganda& organization, legal education, and examining the observance of the Constitution, the law, the legal documents on state agencies and higher resolutions of People's Councils & the  levels;

Organizing and directing the implementation of the People's Committees of communes, towns, implementing measures to protect the State property, organizing politicy, society  economy, protecting the lives , freedom, honor, dignity, property, rights and lawful interests of other citizens;​

Directing the work done in the area of civil status;

Organizing and directing the enforcement judgmenting in accordance with law;

Organizing and directing the implementation of the inspection,  inspection, organizing to welcome people, promptly settling complaints and denunciations and petitions of citizens, guiding and directing the work of reconciliation in society, the town.​

In the administration building and managing administrative boundaries:

Organizing & implementing the deputies election to the National Assembly and People's Councils in accordance with law;
