A. FUNCTIONS AND TASKS:

Secretariat of the
district’s People’s Committee and People’s Council:
To counsel and help the district’s
People’s Committee with activities of the People’s Committee, and to inform
on management and activities of the People’s Council, People’s Committee and
state agencies in locals and something else.

Division of Home Affairs:
To counsel and help the District’s People’s Committee fulfill state
management function in organization, administrative reformation, local
government, administrative boundary, staffs, officials, non-governmental
organizations, documentation, emulation, reward and so on.

Division of Finance-Planning:
To counsel and help the District’s
People’s Committee fulfill state management function in finance, property,
planning, investment, business registration, management of cooperative,
collective and individual economy.

Division of Resources and Environment:
To counsel and help the District’s People’s Committee
fulfill state management function in land, water and mineral resources,
environment, meteorology, hydrology, measurement and mapping.

Division of Industry and Commerce:
To counsel and help the
District’s People’s Committee fulfill state management function in minor
handicraft, industry, commerce, construction, urban development,
architecture, planning, building materials, accommodation and urban
technical infrastructure (including water supply and drainage, hygiene).

Divisions of Labor, Invalids and Social
Affairs: To counsel and help the District’s
People’s Committee fulfill state management function in fields such as
labor, occupation, vocational training, salary, wages, social insurance,
unemployment insurance, labor safety, invalids, social sponsorship, social
evil prevention and fight and gender equality.

Division of Justice: To counsel and help
the District’s People’s Committee fulfill state management function in
making and controlling legal documents, law dissemination and education,
authentication, legal support and reconciliation and so on.

Division of Agriculture and Rural
Development: To counsel and
help the District’s People’s Committee fulfill state management function in
agriculture, forestry, water resources, fishery, rural development, and
economic development of households, rural farms and cooperatives in
communes.

Division of Public Health: To counsel and
help the District’s People’s Committee fulfill state management function in
public health care, including preventive health, medical examination and
treatment, rehabilitation, traditional medicine, medicine, cosmetics, food
safety and hygiene, medical equipment and population.

Division of Education and Training:
To counsel and help the
District’s People’s Committee fulfill state management function in education
and training field, including targets, programs and contents of education
and training; standards for teaching staff, facilities, school equipment and
toys for children; exam regulations; quality of education and training, and
so on.

Division of Culture, Information and Sports:
To counsel and help the District’s People’s Committee fulfill state
management function in culture, family, physical education, sports, tourism,
post, telecommunications, information technology, information
infrastructure, broadcasting, press and publication.

District’s Division of Inspection: To
counsel and help the District’s People’s Committee fulfill state management
function in inspecting, resolving complaints and renunciations within the
state control of the District’s People’s Committee.
