Economically, a large number of delegates were agreed on the adjustments to the
provincial People’s Committee’s 2009 economic indicators. In addition, they
expressed a great concern about where the government’s demand stimulus package
disbursements have gone. Now, many businesses as well as farmers in poor
districts are in a burning need of capital for purchasing production machinery
and equipment but have failed to have an access to capital resources. Therefore,
delegates suggested that there should be a pre-summation and a re-assessment of
how the government’s demand stimulus packages have been implemented, thereby
helping find out the causes and then solutions to the problems and doing the job
better. In terms of basic construction investment projects, which have been
slowly carried out, delegates said it is necessary to focus on examining and
dealing with key projects to avoid the fact that the projects are delayed and
that the investment is spread, which leads to public complaints. Also, they
showed their dissatisfaction to the fact that land has been planned for many
projects whereas these projects have been slowly carried out, which results in a
delay in paying compensation for and looking a resettlement site for people and
make their lives harder.

In addition to economic issues, delegates showed a particular interest in
environmental ones. They acknowledged that the provincial People’s Committee has
made a lot of efforts to protect environment, especially its efforts to force
industrial parks to build waste water treatment systems. However, many
environmental violations have been discovered, which leads to public complaints.
Meanwhile, the planning and the removal of concentrated breeding areas haven’t
been widely implemented. As a consequence, environmental issues haven’t been
able to be solved. Thus, delegates suggested that environmental inspection be
conducted regularly, that there should be cooperation between people and that
people’s awareness of environmental protection be raised.
In terms of the poor hygiene at markets, delegates expressed their concerns on
food safety and hygiene. Therefore, representatives suggested that it is
necessary to better control the food quality at markets and restaurants.
Delegates held a discussion on how the poor have been cared
for and how support policies towards laborers and low income earners have been
implemented at the meeting.
