Dong Nai hosts the standing assignment meeting of the People’s Councils of the provinces and cities in the South East region of Vietnam

On March 30, Dong Nai held the second session of the first standing assignment meeting in 2010 of the People’s Councils of Cochinchina provinces and cities. Ms. Tong Thi Phong – Secretary of the Central Party Committee and Vice Chairwoman of the National Assembly attended the meeting.

The meeting this time with its previous hands-on experience mainly revolved
around issues: the efficiency assurance of People’s Councils’ organizational
structure and activities; the current conditions, organizational structure and
activities of the specialized agencies under the provincial People’s Council;
the role of the delegates who are in charge of the agencies directly elected by
local people; the operational cooperation of the People’s Council, People’s
Committee and Fatherland Front Committee in raising the management efficiency of
local governments; the fundamental advantages and disadvantages after seven
years to implement the organizational law of the People’s Council and People's
Committee; the roles of the levels of People's Councils after one year without
the organization of districts and wards in ten provinces and cities across the
country and the solutions to promote the roles and responsibilities of the
provincial People's Council in the forthcoming time.

At the meeting, most delegates agreed that amendments must be made to the 2003
organizational law of People’s Council and People’s Committee according to
practical situation and that the number of the members and the Vice Chairmen of
the provincial People's Council must be increased. Additionally, delegates
suggested that the titles of the Chairmen and Vice chairmen of People’s Councils
and those of the Heads and Deputy Heads of the Committees under the provincial
People's Committee must be specified, that the duties and authority of the Heads
of the delegate groups of the People's Council must be stated clearly and that
the legal status of the specialized delegates must be determined. Delegates
added that the National Assembly ought to promulgate the Supervision Law to
further improve the quality and efficiency of supervision activities.
Addressing the meeting, Ms. Tong Thi Phong appreciated the operations of the
People's Councils of Cochinchina provinces and cities, who have remained one of
the pioneers of the country in the past years. The experience shared during the
meeting means a lot to continuing the improvement of the operational efficiency
of the People’s Councils across the country. The issues that the meeting
discussed will be reported to the National Assembly and then be taken into
consideration by the Politburo.
