Nai People’s Council’s delegates are voting on the agenda |
Declaring the
Congress open, Mr. Tran Dinh Thanh – Member of the Central Party Committee,
Secretary of Dong Nai Party Committee and Chairman of Dong Nai People's Council
stressed: ‘The 18th Congress takes place in the context of the impact of the
global financial crisis and natural disasters befalling all the country and us,
which has affected our economic growth negatively. This explains why the Council
adjusted growth rates from 15.5% to 8.5% at the 6th Congress in mid-2009.
However, thanks to the government’s timely financial solutions and
anti-recession measures, the determination of the whole political system; the
timely and firm leadership of the provincial Party Committee; the flexible and
effective leadership of the provincial People’s Committee; the careful
inspection the People’s Councils at all levels and the efforts, dynamism and
creativity of all sectors, authorities, businesses and people, we were able to
maintain an acceptable rate of economic growth – 9.3% and social security.
Besides, we have resolved the problems people are faced with in their lives and
jobs effectively and strengthen people’s belief as well.’

The 18th
Congress considered, assessing the implementation of 2009 socio-economic tasks
and national defense and security according to the Resolution no. 11-NQ/TU of
the Executive Board of Dong Nai Party Committee and the Resolution
no.117/2008/NQ-HDND of Dong Nai People’s Council, deciding on directions, tasks
and targets concerning social economy and national defense and security in 2010,
assessing 2009 budget revenue and spending results, deciding on 2010 budget
revenue and spending, approving of 2009 estimated budget, assessing the
directions and management of the People’s Committee in 2009; assessing the law
enforcement in 2009, setting tasks for 2010, assessing the 2009 operations of
the People's Council and establishing 2010 programs and objectives. Also, the
Congress considered and approved nine points. Mr. Tran Dinh Thanh suggested that
delegates develop their ability and responsibility and make contributions by
expressing their opinions on how to solve crucial issues debated at the
Congress: social economy, budget revenue and spending, law enforcement and
projects.

During its
morning session, the Congress listened to the report of the Standing People’s
Council’s on amendments to 2009 resolution drafting program; the report of the
People’s Committee’s on the implementation of 2009 socio-economic tasks and
objectives and 2010 targets; the report of the People's Committee on its
directions and management in 2009; the report on land prices in 2010; the report
of the People's Committee on investment and construction results in 2009 and
many other reports and set investment and construction plan goals for 2010.
