A brief draft
report on how administrative reforms have been carried out and how the state
machinery’s management efficiency in the province has been improved was
presented at the meeting. The province’s administrative reforms have been
implemented widely and have achieved a lot of positive results contributing to
improving the operational efficiency of the state administrative machinery and
making real and step-by-step changes to the relationship between administrative
organs and public – businesses… Aministrative reforms are considered as a
central task and a breakthrough to facilitate production, business, investment
and economic growth. Administrative procedures need reviewing regularly, which
form a basis for simplifying, publicizing administrative procedures and removing
complicated and improper procedures. Up to now, the whole province’s 470
administrative procedures have been reviewed. 59 procedures have been removed
and amended and amendments to 36 procedures have been proposed. 88 procedures’
waiting time has been reduced… One-and-connection door policy which has many
measures to bring good conditions to public and businesses has been introduced.
Particularly – until late December, 2008 – one door policy was implemented at 18
out of 20 units under departments, 11 out of 11 districts and 171 out of 171
communes and 256 uniform procedures have been applied across the province.
Administrative procedures, processes, time to wait for documents to be processed
and costs are made known to public by the units either at their offices or where
documents are received and results are declared… In addtion, state
administrative reform units and organs keep strengthening themselves by forming
a team of staffs and civil servants, reforming public finance and modernizing
state administration. However, the report showed that, in the survey and public
opinion poll of administrative reforms, public satisfaction level was not high,
only 50% to 60%. One-door-connection policy hasn’t been implemented effectively
and the quality is not high. The major cause is that administrative reforms get
involved in many sectors and levels. Simultaneously, mechanisms and policies
conflict and overflap and complicated procedures cause difficulties for public
and businesses. Awareness of administrative reforms of part of staffs and civil
servants is not deep enough so there is a lack of from-central-to-local
uniformity in the process of implementation. The report has produced six radical
solutions to administrative reforms.

At the
meeting, on the basis of considering the implementation of the Resolution no.
17/NQ – TW of the 5th meeting of the Central Party Executive Committee (Session
X) and the plan 51 – KH/TU of the provincial Party Executive Committee on
accelerating administrative reforms, improving the efficiency of the state
management machinery, delegates focused on discussing the contents of the report
and especially emphasized limits, weaknesses, difficulities and obstacles to
produce solutions to reforming administrative and land ownership licensing
procedures, investment, assessing projects and levels and sectors’
responsibility in the process of implementing one-door-connection policy… Most
of delegates were in agreement with the contents of the report on evaluating
administrative reforms and produced a lot of concrete solutions. To increase the
efficiency of administrative reforms, it is necessary to raise the quality of
staffs and civil servants, apply information technology to administrative
reforms and enhance inspection, examination, and cross-check at units and
departments to timely discover and correct mistakes …
Secretary of

the meeting, considered the ideas of the delegates who attended the meeting and
allocated some coming tasks. Among the tasks were to raise the executive
awareness, realize and consider administrative reforms as an important task –
review, systematize documents, timely put forward proposals and remove
inappropriate regulations – accelerate administrative reforms according to
one-door-connection policy, publicize the processes of investment and tender,
land procedures and permit issuing – publicize state organs’ activities, reduce
harassment at higher-level administrative organs and establish a synchronous,
quick and convenient connection; enhance administrative reform inspection and
observation… The Secretary said that humans played a decisive role in
administrative reforms and it was urgent to train staffs and civil servants and
improve their quality in a professional and modern way – lay down open criteria
and conduct public opinion polls so that the units and sectors which do not
perform their tasks successfully will have to bear the blame and establish a
policy on protecting those who make complaints of staffs and civil servants’
harassment and imperious attitudes two ensure two-way information source –
invest in essential facilities to serve administrative reforms.
